Department of General Services request for Information Technology Consulting Services. We are

With this proposal, RSI is interested in applying for and getting qualified for Implementation projects.

       Implementation services in response to your Invitation to Qualify #BD80200S102, version 1.0.

5 Understanding of the Project

The State of Iowa (STATE) has issued an Invitation to Qualify (ITQ) in an effort to identify approved
Information Technology (IT) Service Providers (SP). The STATE has identified nine (9) categories of
Computer Programming and Systems Analysis that they are seeking support for. RSI understands that
they can propose on any individual category or the entire categories listed in the RFP.
As an ITSP, we understand that we must meet all of the mandatory requirements and qualification criteria
in order to be awarded a contract. This contract award is not for a specific project but to be placed on the
preferred vendor list. At such time as specific projects are identified, the STATE will issue an RFP to its
preferred vendors who will then respond to that RFP.
RSI also understands that each approved ITQ will have an initial duration of five (5) years from date of
execution. After the initial term expires, the ITQ will be renewable for successive terms of two years
unless there has been no activity awarded during the previous two years or because of an unsatisfactory
performance record.
RSI has elected to respond to the following five categories listed in Section 3 – Scope of Work in the
RFP. The categories we are responding to include Strategy/Vision/Consulting, Project Management,
Design/Planning, Development, and Implementation. This proposal specifically addresses Category 6,
Implementation. The following identifies the assumptions specific to this proposal as well as general
assumptions that RSI has found to be essential for a successful project.

6 Assumptions
      This proposal is only to become a qualified service provider.
      Additional RFPs will be issued by the STATE as projects are identified.
      As a qualified service provider each response to additional RFPs will be considered a new and
       separate proposal from this one.
      RSI will accomplish IT consulting engagements in a manner consistent with STATE standards.
      A pay for performance model is being implemented by the STATE.

Other assumptions:

      Project will be managed from a site determined at project award.
      Client will provide necessary project environment for project team members.
      Client will assign at least one key personnel who will have direct interaction with RSI provided
       Project Director (head of RSI team).
      During the project the Client will provide all necessary technical, functional, business,
       methodology, testing documents and detail information about current system to appropriate RSI
       team members.
      Work will be done at 40 hours per week schedule during normal business week of 5 working days
       or as requested by client with mutual agreement and schedule arrangements.
      Client will provide all necessary access to work site.
      Client will provide Subject Matter Expert in all necessary area as required for success of project.
      Unless it is not under control of client, client will provide uninterruptible access to all required
       resources until project is completed.
      Client will provide all support to RSI team while working with third party that client has
       identified as required resource on project.
      Reference to section in this document shall also refer to all subsections under specified section.

9 Professional/Technical Personnel Questionnaire
1. How do you intend to provide the resources required by this ITQ?

   RSI has many full time qualified technical resources on staff. Our primary intent is to staff the
   projects with existing RSI employees. If other staff members are required, RSI has current
   subscription to several staffing websites such as Monster.com and DICE.com where we can obtain
   resumes of qualified staff. RSI also obtains referrals from existing employees. RSI has working
   relationship with more than 1000 consulting and staffing companies to help recruit the qualified
   resource. In order to contain project costs, RSI strives to staff projects first locally.


2. Identify the SP contract administrator and describe the functions that person will perform.

   The SP contract administrator is Florensia Tedja. Her main responsibilities include:

          Be a first point of contact for all vendor and STATE Contracts related issues.
          Communication with the STATE or vendor contract administrator and record keeping of any
           such communication
          Help facilitate the contracts administration through internal and external contract enforcement
          Be a first point of contact for all consultants
          Stay in touch with consultants on weekly basis to understand any issues consultants may have
          Help consultants in their travel and/or relocation plans to STATE site
          Get weekly timesheet from consultants
          Update RSI client manager regarding consultant’s issues
          Manage consultant’s vacation, sick or personal time off requests

3. Describe how you plan on providing additional personnel if it becomes necessary to properly
   staff projects.

   RSI Project Managers will work with the STATE’s team to identify the need for additional resources.
   This evaluation includes estimated project time for which the resource is required, location of the
   project, and skills required. RSI also provides additional personnel to staff projects locally first in
   order to control project costs to the STATE. In certain situations, if possible, RSI will also relocate
   the resources to the project site on temporary basis. RSI has full time recruiters on staff that actively
   seek new consultants from the market that match the STATE’s requirements. We will use a variety of
   techniques such as referrals, job/resume posting boards such as Monster.com, Dice.com and
   advertisements in the newspapers. RSI has working relationship with more than 1000 consulting and
   staffing companies to help recruit the qualified resource.


4. Describe your company's ability to uniquely address problems and issues related to the
   service category.

   RSI’s wide range of experiences in the technology area makes them highly qualified to address
   problems and issues that arise on projects. More than likely we have addressed that or a similar
   problem or issue on other projects and can draw on that experience. Depending upon the problem or

   issue, RSI’s process is to include the right people from the STATE or from RSI who can either make
   decisions or take action.

   Another distinguishing fact is that RSI assigns certified consultants in the specialties that the client
   requests. For example, if business process reengineering is a requirement, we assign a consultant
   certified in business process reengineering.

   Issues are numbered, tracked, and resolutions included in the tracking document providing not only a
   paper trail for audit purposes but as a tool in lessons learned debriefings.

   RSI also supports each project team that is working at the STATE’s site with in-house management
   personnel that helps them to solve any critical issues. In the past this has resulted into very quick
   turnaround in resolving issues.

5. Describe your company's practices in adopting client policies and methods.

   RSI believes we have a very robust methodology and world-class practices. We recognize, however,
   that the STATE also has policies, practices, and methods. It has been our practice to adopt the client’s
   policies and methods on each project. RSI understands that there is not “one right way” and that a
   client’s policies and methods may be suitable for them. If asked, we also mentor our clients to help
   them improve a method or process if improvements are identified.

For the following questions indicate in each area the extent of knowledge and training your
company would be able to offer and whether your company would be able to provide
performance with or without guidance, or could teach others.

   Although this proposal focuses on Implementation, RSI is identifying the technical pieces in this
   section that have been components of the projects we have managed.

             RSI has experienced staff in a wide variety of Database Management Systems such as
             DB2, IDMS, Oracle, Informix, Access, and Microsoft SQL Server which are currently
             being used and supported. Our staff skill sets also includes products such as database
             monitors, database administration tools and utilities are utilized on various complex
             projects.

             Working closely with the STATE’s user community, RSI analysts will help identify the
             data needs required to support the business requirements, sources of that data sources, and
             any data transformation requirements needed to ensure clean, accurate data. Methods for
             validating the data are also established if required.

        c) Data analysis

             Today, organizations view information as a strategic resource. The dependence on
             Information Technology has brought about a decided shift in the general perception of the
             field. RSI consultants are working with companies to help shape strategies and create the
             structures to fit new and emerging technologies. We have helped many of our clients plan,
             control, organize, and define the decision-making needs for their organizations.

             RSI has supported various activities including establishing standards, policies, and
             guidelines; developed data models, and has expanded our skill base as needed to support

             RSI has helped several organizations staff mission critical applications. In several cases,
             RSI was able to staff a project with skills that are hard to find thereby making the project
             successful. We have consistently met or exceeded client expectation on obtaining resources
             needed for projects. RSI provides additional personnel to staff projects locally first in order
             to contain project costs to the STATE. In certain situations, if possible, RSI will also
             relocate the resources to the project site on temporary basis. We use a variety of techniques

             Information Technology Audit/Review -
             RSI’s services in this area include conducting or assisting on reviews of security,
             auditability, and control of information and business systems. Examples include: reviews
             of the client's technical infrastructure (network, databases, and operating systems),
             enterprise computer applications (SAP, PeopleSoft), telecommunications (such as billing
             analysis), Internet/Intranet, firewalls, and other technology areas.

             Internet/Intranet Applications Services -
             RSI helped in setting up a client's presence on the Internet/Intranet using TCP/IP, firewalls,
             routers and web-server software which permitted staff, citizens, and other agencies access
             to web-based services. A dial-in, character-based service capability is also available. A
             Wide Area Network (WAN) used frame relay to serve workstations in public facilities that
             required a means to constrain Internet access to selected and controlled Internet sites.
             Extensive security was implemented with routers and network management software. The
             system uses HTML, JAVA, and CGI/PERL scripts, HAHTSite interactive development
             environment, accesses Oracle, and legacy databases on dissimilar platforms to support e-
             government and e-commerce services.

             Imaging Applications Technology Design and Implementation -
             Our client profiles include instances where the client has a major imaging system operating
             in a client/server environment along with additional systems that existed on a smaller scale.
             The client is expanding the use of imaging with a focus on the integration of imaging with
             data-based applications. Their departments are exploring and moving toward electronic
             document management systems. These systems include imaging, workflow management,
             document management, archiving, and full document lifecycle.

             Computer Applications Systems Design, Analysis and Programming -
             Computer applications at client site were developed on multiple hardware platforms,
             ranging from PCs to mainframes. Development has moved toward client/server, web-
             based and open systems technologies using graphical user interfaces (GUI). The
             integration/linking of mainframe, minicomputer, and LAN-based applications are growing.
             RSI’s development focuses on open architecture, use of high-level languages, and web-
             based technology with additional skilled resources supporting legacy systems.

Kiran Dhole - Client Manager

As the client manager, Mr. Kiran Dhole is responsible for the relationship between client and RSI and
serves as the main contact for RSI. Mr. Dhole has over 12 years of experience in business development
and support services. He has managed accounts with as many as 24 consultants; a contract valued up to
$20 million, and has maintained an excellent relationship with his clients.

Kiran will be responsible for the delivery of all proposed projects. In this role, he is responsible for the

RSI understands the complexities of implementing new systems or technology. RSI implementation
consultants work with the project team from its inception to understand the business requirements, the
technical objectives and current technical infrastructure, and the technical and non-technical requirements

RSI’s Senior Developer oversees the work of the Developer and Junior Developer from a technical
aspect. This oversight may include mentoring the Developer or Junior Developer in more effective ways
to implement the requirement, helping solve technical issues, and ensuring that work is done on time and
of a high quality. RSI Senior Developers are skilled in a wide variety of third and fourth generation
languages, relational databases, and operating systems as well as mainframe technologies and
development tools.
The Senior Developer is the primary contact to the Project Manager regarding the development process
and adherence to project schedules. RSI relies on the Senior Developer to apprise the Project Manager of
any potential schedule slips, newly discovered risks, etc. RSI Senior Developers participate in the
implementation of software and technology solutions.

        15.2.4    Junior Developer
RSI sees the Junior Developer as an entry-level position on the project. The Senior Developer assigns
work to the Junior Developer and monitors closely the result of the Junior Developer’s work effort. The
Junior Developer uses the Senior Developer and Developer as mentors in acquiring new skills. RSI Junior
Developers participate in the implementation of software and technology solutions but their primary

16 Appendix 1 – READe Methodology


RSI project methodology accommodates more than one way to gather the requirements, create the system
requirements, and acquire the client communication/sign off. The process that RSI select depends, first of
all, on the processes and procedures that the client company already has in place. RSI always tries to stay
within client-established processes and procedures when required; however at appropriate stage it finds
room to correct or improve.


Gathering Requirements - First understand what the business unit is attempting to achieve. What issues
and problems is the business encountering with the present application. Who manages the current
application both business and technical? RSI’s approach is to understand the business process first. RSI
prefer to include the client as members of the project team. The client team members are “Subject
Matter Experts” (SME). The team works hand-in-hand either in-group Joint Application Design (JAD)
or individually in the SMEs work areas. During these sessions the team documents the business
requirements. The business requirements documentation takes the form of prototypes (pictures), and
narratives. The prototypes illustrate the application navigation, capabilities, security, and other
requirements. The narratives are in the language of the business and explain what the application will do
and how it will do it. I always make sure that I communicate with the client in their business language. I
do not use jargon that the client has little chance of understanding or even cares about. Proper
communication with the client is one of the points I cover during the new team member orientation (see
above). It is essential that all the team members that have exposure to the client refrain from using
technical jargon.

Creating System Requirements – The client is normally not present when the business requirements are
transformed into system requirements. Clients normally are not interested in the technical “nuts and bolts”
of the application, but they can be included in the process if they prefer. Technical members of the team
conduct the actual process of creating system requirements and creating the application technical design.
Of course the technical members of the team will work with their client technical counterparts on such
issues as system capacity needs, security needs, LAN/WAN requirements, infrastructure, desk top
capability, response times, etc.


User Reviews and Sign Offs – As noted above the client reviews of the application capabilities are
conducted using prototypes and narratives that are written in the language of the business. These reviews
are normally done on a daily basis with the Subject Matter Experts. They are part of the team and can
review the previous days progress at any time. Reviews with the clients that are not included on the day-
to-day team are asked to review and approve the project deliverables on a regular basis. Management is
also asked to sit in on the reviews and approve the progress on a regular basis. The point of having daily
reviews is to avoid waiting until a substantial amount of work is completed before realizing that
requirement or design changes need to be made. Get formal sign off from business and technical groups
and implement new solution. Perform a post audit of application. Did it achieve the objective of the
business?

Boeing Commercial Airplane Group. Contract work. Designed, developed, and maintained model and
method code for Boeing Commercial’s Product Data Management (PDM) system. Used P+, Orbix

System (PDOS) for use on the MOS. Added functionality to download new movie data using this new e-
mail and the new Kermit.

Microsoft Corporation. Contract work. Converted Management Information System's Service Request
reports, written in Ingres, from version 5 to version 6.3. Developed on a VAX. Also developed OS/2 MIS
report software, using Microsoft Excel, on an IBM compatible 386.

Pacer Corporation. Contract work. Designed and developed software to modify Pacer's theatre
Manager's Office Station for use in amusement parks. Wrote C under Unix on the HP9000 for an OS-9
