2008 YOUTH BASEBALL AND SOFTBALL Feb. 12 at 6:00 pm Independence Township/Clarkston School District registration at Parks and Recreation begins from 6:00-8:00 pm on February 12 (in person only at the Parks and Recreation office) and continues at 8:00 am on February 13 lasting through February 26. Office Hours are Monday-Friday 8:00 am to 5:00 pm. Now accepting VISA and Mastercard! Open registration accepted (contingent upon availability). FREEZES DUE! Parents permission for players to be frozen are due. If signed forms are not returned, player cannot be frozen. Players must be registered to be frozen. MAJOR DIVISIONS ONLY. Late registration (contingent upon availability). Spring Holiday Clarkston Softball Camp - Ages 7-16 from 9:00 am-12:00 pm Draft sheets available after noon for coaches to pick up at Parks and Recreation. MAJOR DIVISIONS ONLY. Volunteer coaches are needed for our youth sports programs. Our youth programs exist only because of the many volunteers who take the time to make a difference. Dear Parents, Thank you for your support and involvement in our youth sports program. Through this program, your child will have the opportunity to develop lifelong skills, including patience, persistence, respect, teamwork, leadership, confidence, and dealing with winning and losing. There is one catch however. These benefits, among many more, are contingent upon the behavior of the participants, including parents. The sport environment affects the type of person your child will grow up to be, especially when your child is young. I can not express enough how important it is to set a good example for the children in our programs. Parents are an essential part of any successful youth sports program. How you support our young athletes and interact with other adults greatly influences everyone’s enjoyment. Please remember the following principles when participating in sports.

Maintain a “FUN is #1” attitude. Treat others as you wish to be treated. Praise athletes for just participating regardless of their athletic skills. Look for positives in athletes; avoid ridicule or sarcasm. Remain calm when mistakes are made, and help athletes learn from mistakes. Help prevent athletes from getting down on themselves when things don’t go well. Don’t be obsessed with your involvement in sports. There is life after sports. Maintain a sense of humor. Emphasize teamwork in team sports; teach them to think “we” instead of “me”. Lead by setting a good example in sportsmanship: winning without gloating and losing without complaining.

Finally, please remember the coaches are volunteers, and the umpires are young amateurs. Through the course of the season it is expected that misjudgments will be made either for or against your team. We need your help to accept this and go on with the game. This is one of the most beneficial lessons you can teach your child. If every team has all good sports, you can imagine what a great summer we will have. Sincerely,

WAIT LIST PROCEDURE:
Please remember space is limited, and our leagues fill up fast! Waiting lists are a source of contact and do not guarantee you’ll receive a call back. You will receive a call back only if a space becomes available. Special requests will not be honored. If your child’s name is added to a waiting list, it: • Provides us with a name and phone numbers in the event of a cancellation. • Supplies us with names and phone numbers in case a new class/team is added.

REVIEW LETTER POLICY:
Independence Township Parks & Recreation Department will accept Review Letters to CONSIDER allowing a child to move up or down in our Youth Sports Leagues. Parks & Recreation HIGHLY recommends parents register their child in the league that corresponds with their appropriate age. This will ensure a spot in our program and keeps teams equal and fair according to age. To complete a review letter, download the Review Letter Form at www.twp.independence.mi.us and return it NO LATER THAN MARCH 7, 2008 by 5:00 pm. Review Letters will not be accepted after the review letter deadline. NO EXCEPTIONS. Once Review Letters are accepted, the Review Board will review all letters and make the decision to allow your child to move up or down in our leagues. Once decisions are made, you will be notified through a letter. Those children granted to move into a different league will not be charged an administrative transfer fee, but may have to pay a difference in league fee if applicable. The Review Board’s decision is final and no protests will be allowed. Once you have received the decision in the mail you will be given at least 2 weeks to transfer your child into the approved league or ask for a Refund. Special request/buddy request, including request for specific coaches are not guaranteed.

AGES 5 & 6
Age as of 4/30/2008 OBJECTIVES To introduce boys and girls to the basic concepts and skills of the game - base running, throwing, catching, field positions and “outs.” This will be a non-competitive league. FORMAT • Co-Rec teams, placed by the Recreation Department according to school, neighborhood, previous team/coach, and/or extenuating circumstances. • Scoreless innings. • No official standings. • Half innings will conclude with the end of the batting order (not “3” outs). • Games will be three innings in length or 1 hour and 15 minute time limit. There will be a minimum of 6 games. • The entire season will be t-ball. No coach pitch. (A “rag” ball will be used throughout the season.) • Coaches will be required to alternate batting order and field positions. GAMES All games will be played on Saturday mornings, beginning June 7. The season is scheduled to conclude on July 19, weather permitting. Generally, rainouts are made up on Friday evenings or Saturdays.
CO-REC T-BALL/COACH PITCH
AGES 6 & 7
Age as of 4/30/2008 OBJECTIVES To provide boys and girls who have a basic understanding of the game with a format that will allow them to develop a comfort zone with the field, rules, players, and coaches in a non-competitive atmosphere. FORMAT • Co-Rec teams, placed by the Recreation Department according to school, neighborhood, previous team/coach, and/or extenuating circumstances. • Scoreless innings. • No official standings. • Half innings will conclude with the end of the batting order (not “3” outs”). • Games will be three innings in length or 1 hour and 15 minute time limit. • A RIF (Reduced Injury Factor) baseball will be used the entire season. • The 12 game schedule will include a gradual change from “t-ball” to “Coach Pitch.” • Coaches will be required to alternate batting order and field positions. GAMES The season will begin on Saturday, June 7. All evening games will be played on Tuesdays and Thursdays, beginning June 10. The season is scheduled to conclude the week of July 21, weather permitting. Generally, rainouts are made up on Friday evenings or Saturdays.

OBJECTIVES To provide a softball league for girls allowing them to refine on field skills such as throwing, catching, fielding, and pitching. This league will be referred to as “Flat Pitch.” Note: We will be using a draft in this league to form teams. Please see draft rules on page 7 for more details. FORMAT • Official score will be kept during games, however, no official standings or league champion will be recognized. • Half innings will conclude with the third out. • Coaches will be required to alternate batting order and field positions. Games will be five innings in length. • The 12 game schedule will include a gradual change from “coach pitch” to “player pitch”. GAMES There will be some Saturday games, including June 7. All evening games will be played on Mondays and Wednesdays, beginning June 9. The season is scheduled to conclude the week of July 21, weather permitting. GAMES All games will be played on Mondays and Wednesdays, beginning the week of June 9 (tentative date). There will be some double-headers, as well as Saturday games. The regular season is scheduled to conclude the week of July 21, weather permitting. Generally, rainouts are made up on Friday evenings or Saturdays. RECREATION-TRAVEL LEAGUES
GIRLS 15 & 16 FASTPITCH

OBJECTIVES To provide a recreation opportunity for those interested in a high level of fast pitch softball. This is a structured league for competitive play combined with sportsmanship, skill development and teamwork. This league will include teams from surrounding communities. FORMAT • North Oakland Girls’ Fastpitch league will be run by the Waterford Parks and Recreation Department. This league will adhere to the rules as published in the A.S.A. rule book, except where modified by the governing organization. • League play will be held at Waterford Parks and Recreation fields. There is a 16 game schedule (8 doubleheaders) and there are no play-offs. GAMES ALL GAMES WILL BE PLAYED IN WATERFORD. All games will be played on Tuesday and Thursday evenings, beginning tentatively June 17. All games are doubleheaders beginning at 5:30 p.m. The regular season is scheduled to conclude the week of July 21, weather permitting. Rainouts are rescheduled by an agreement between the two coaches, therefore, days may vary for rainouts.
BOYS 15 - 18
NORTH OAKLAND BIG LEAGUE (NOBL) Age as of 4/30/2008
OBJECTIVES To provide a structured league for competitive play combined with sportsmanship, skill development and teamwork. This league will include teams from surrounding communities. FORMAT • Official score and standings will be kept and a “league champion” will be recognized. • Coaches will be encouraged, but not required, to rotate batting order and field positions. • Players will pitch the entire season with weekly limits for individuals. GAMES Games will be played on Monday-Thursday evenings beginning tentatively the week of June 16. There will be some Saturday games. The regular season is scheduled to conclude the week of July 28, weather permitting. Generally, rainouts are made up on Friday evenings or Saturdays. Game locations will vary. There will be travel to other communities.
2008 YOUTH BASEBALL/SOFTBALL DRAFT RULES (For the leagues below only)
1. Returning head coaches are allowed to FREEZE players from the previous year’s team. If the previous head coach does not return, their designated assistant coach may freeze players if they decide to become Head Coach. The head coach will be required to get written permission from the player's parent on the freeze card. The parent must submit the completed freeze card to the Parks and Recreation office by Friday, March 14, 2008. Any players not frozen will be entered in the draft. Players must be registered in order to be frozen. The number of players a coach is allowed to freeze in each division is: Boys Ages 9 & 10…………….up to 4 players Boys Ages 11 & 12……………up to 5 players Boys Ages 13 & 14……………up to 6 players Boys Ages 15, 16, 17 & 18……no limit on freezes (NOBL rules) 2. Girls 9 & 10……………….up to 4 players Girls 11 & 12………………up to 5 players Girls 13 & 14………………up to 6 players Girls 15 & 16………………no limit on freezes
Children of the head coach and the pre-designated assistant will automatically be frozen and are included in the total number of freezes allowed for each division. The draft order will be established on the night of the draft, using a random draw for draft positions numbers. The order will alternate from top to bottom and bottom to top each round. Players who register late will be placed on a team contingent upon availability and according to the next position in the draft order. In the event that there are not enough managers for the number of teams, a representative of the Recreation Department will draft additional teams as required. The Recreation Department will then find a coach for these teams. Trading of players is strongly discouraged, however, it can occur only after the following: Player on Team “A” must be traded for player on Team “B;” The parents and coaches of the players involved must fill out a trade form to officially request the trade to the Parks and Recreation office. The Parks and Recreation Department will not take any special requests for draft leagues. There is no guarantee to be on a certain team, except through a freeze card. A frozen player is the only guarantee. 7

GENERAL INFORMATION
PRACTICES: Coaches are volunteers; tentatively, days and times will depend on each team’s coach and their availability. No practices can begin until May 5th. AGE DIVISIONS: All boys and co-rec leagues: Age determined as of April 30th of current year, according to the Little League and Federation Baseball. All girls leagues: Age determined as of January 1st of current year, according to the Amateur Softball Association (ASA). TEAM FORMATION: Saturday T-Ball, T-Ball/Coach Pitch, Girls 8 & 9 Minor, and Boys 8 & 9 Minor: Teams will be formed by the Recreation Department according to school, neighborhood, previous team/coach, and/or extenuating circumstances. We cannot guarantee special requests and they may not be honored. Girls 9-14 Major Leagues, and Boys 9-14 Major Leagues: Coaches will choose players in a draft. Draft and Freeze rules can be found on page 7. No Special Requests will be given to coaches in Major Leagues for the draft. Girls 15 & 16 and Boys 15-18 Leagues: Register as an individual, but teams can stay together from previous year. New players may be entered into a draft. CONDUCT OF PROGRAM PARTICIPANTS:
1. 2. 3. 4. Good sportsmanship must always be encouraged. Umpires may eject un-sportsman-like players, coaches, and spectators from games. The only acceptable form of spectator response before, during, or after any league game is a display of encouragement. Poor sportsmanship should never be directed toward any player, coach, or official. Coaches are held responsible for the action of their teams’ fans. Umpires have the right to forfeit games for the flagrant actions of un-sportsman-like fans. Should any player, coach, or person be ejected from a game, he/she must leave the playing field immediately. Any player ejected from a game will sit out the remainder of that game plus the next scheduled game. An ejected player/coach may not take part directly or indirectly (sitting on bench, base coach, etc.) in the next game which that team plays. Failure to comply will lead to further suspensions.

HOURS: Monday - Friday, 8:00 a.m. - 5:00 p.m. RESIDENT STATUS: Any registered participant who resides in the Township of Independence, or pays taxes to the Township of Independence, is considered a “resident.” Therefore, a person who does not fit this description will be charged a non-resident fee. Resident verification may be requested. BIRTH CERTIFICATES MUST ACCOMPANY REGISTRATION (unless previously verified by the Parks and Recreation office.) We will require a birth certificate at the time of registration to register your children, under 18, in our programs. This is to verify we have the correct information from the first time a child enrolls in our programs. We will only require you to show their certificate once. FALSIFICATION OF INFORMATION: Participants falsifying information will be dismissed from the program and no refund will be granted.

A convenient drop box is located on both sides of the Township Hall building. Make sure all forms are completed, fees as well as a copy of birth certificate are included. All registrations are taken on a first come, first serve basis. SORRY, WE CANNOT ACCEPT REGISTRATIONS OVER THE PHONE FOR YOUTH SPORTS LEAGUES, BECAUSE A MEDICAL FORM IS NEEDED.
REFUND POLICY: The following policy and procedures were
established to ensure quality programming. All refunds must be requested prior to the registration deadline. Unless the program was cancelled by the Parks and Recreation Department, a $5 service fee will be withheld on all patron requested refunds. There will be no cash refunds. All refunds will be either a household credit (gold certificate) or check. If the refund is less than $10, a gold certificate will be issued. Township checks will be paid according to the Finance Department’s bill-paying schedule. Check refunds usually take 4-6 weeks to process. AFTER THE REGULAR REGISTRATION DEADLINE, ABSOLUTELY NO REFUNDS OR CREDITS WILL BE GIVEN.
