10:30 Welcome by Acciona and Bouygues. Messages from DG research and ECTP HLG

1.- Javier Mardaras (JM) and Claude Lenglet (CL) welcomed the attendees to the meeting
and thanked to the European Commission for hosting the meeting

2.- A brief oral explanation of what is a JTI was presented by JM

      JTI is a new instrument of FP7
      It is a PPP ( Joint Undertaking) between industry and the EC and, in some cases, MSs
      Under the Article 171 of the Treaty
      The industrial part (private part) should have a legal structure
      For the E2B JTI the legal structure chosen has been: An International non for Profit
       Industrial Association INPIA) as a consequence of benchmarking
      The INPIA will be democratic, transparent and open to all
      There are currently 6 JTIs under way at different level of development

3.- CL stated that Cristophe Lesniak (DG research-NMP) presented apologies to be unable to
come to the meeting due to a project meeting in Cyprus

He presented the message from Cristophe Lesniak to be presented to the audience.

In summary:

      E2B is the necessary tool to fight climate change and will even apply beyond the
       European borders
      It will contribute to the fulfilment of Kyoto and Bali goals
      E2B should be opened to all, built on the Artemisia model
      E2B will set up a European agreement bringing fruitful synergies between major
       industrial partners belonging to ECTP and other national technology platforms

      Figures are well known, several nations have initiated national programs in this field,
       but we should speed up the process.

“ DG Research fully supports E2B JTI development”

4.- Support from ECTP High Level Group. CL read a letter of support to the E2B JTI
from Michel Cote (Bouygues), chairman of the HLG of the ECTP.

In summary:

First, I think that I can say that this JTI has a very strong support from the ECTP High Level
Group” and has gathered a unanimous support because:

      It corresponds to major point of interest, energy efficiency having becoming one of the
       most important European concern
      This JTI is a direct output of the significant work made by our profession within
       ECTP( SRA, Road map…)
      This JTI will be an essential part of ECTP future actions

   The JTI idea took some time to be accepted by the European Commission for two main

      The wrong idea that construction does not need advanced, breakthrough technologies
       together with the fact that 6 JTI being already in preparation in other domains, it was
       not acceptable to propose a new one
      An important lobbying work made by several actors among which I would like to
       mention here Acciona and EDF has allowed us to change the course of events
During the meeting that I had with the new Director Mr. Herbert Von Bose I have been
convinced that we would be supported by DG research providing that ECTP was ready to
build up this proposal, knowing that we cannot expect a European financing before 2010 or

6.- CL made the E2B JTI general presentation

      Being aware: Questions, facts, target of the SET Plan and buildings
      The big challenge: business as usual is not an option, the overall objective, What is a
       JTI, Why does EU need a JTI
      E2B JTI: Main strategic objectives, boost research, the wave concept, think big: geo
       clusters, work at district level : example, take sustainable ways, some deliverables
      Roadmap 2008: Build an organisation, develop the concepts, finalise the budget,
       communicate, initial participants

During his presentation on the overall objective:

The overall objective of E2B JTI is to deliver, implement and optimize building and district
concepts that have the technical, economic and societal potential to drastically cut the energy
consumption and reduce CO2 emissions due to existing and new buildings at the overall scale
of the European Union.

E2B JTI will speed up research on key technologies and develop a competitive industry in the
fields of energy efficiency products and services, with the main purpose to reach the goals set
forth for 2020 and 2050 to address climate change issues and contribute to improve EU
energy independence thereby transforming this challenge into a business opportunity "

Cecilia Hernandez (CDTI- Spanish Ministry of industry) suggested to includ the term
“processes” together with Energy Efficiency products and services

7.- Alain Marti (AM) from EDF presented EDF – R&D Experience and vision
     Heating is the first energy use in housing and commercial buildings
     Three steps towards Energy Efficient Buildings . Reduce energy demand, use high
        efficient systems and use local renewable
     Research topics on main barriers: : Understanding energy demand factors, defining
        barriers to remove and drivers to speed up Energy Efficient Implementation

8.- JM presented the :Creation of an International Non for Profit Industrial Association:
current status
    • International Non for Profit Industrial Association (INPIA). Energy Efficient
       Buildings: E2B: Process initiated
    • Founder members: Acciona, Bouygues, EDF, Isofoton, Maxit, Mostostal
    • Statutes: First version draft done to be agreed by the founder members

   •   Structure of the INPIA
   •   Type of members: A, B, C
   •   A :industrial members, B: research organisations; C: SMEs
   •   Annual Fees: Every member shall annually owe an amount, which amount shall be
       determined by the General Assembly

   •   For 2008 the fees will be as follows:
          – Large companies: turnover > 400 M€: 10.000 €
          – Large companies: turnover < 400 M€: 5.000 €
          – Large non profit research centres: 3.000 €
          – SMEs: 1.000 €
          – Small-medium non profit research centres: 1000 €
          – Associations: 1000€

   •   An additional “entrance to the association fee” will be determined each year by the
       General Assembly. In 2008 the entrance fee will be 0€.

The Founder Members will advance 50.000€ at the moment that the Association is constituted
and the Presidium operative.

9.- First discussion time:

B. Piscaer (Univerde) asked if the E2B JTI has considered the involvement of the DG of
Education and Culture in the E2B JTI to strengthen training and education activities that are
of major importance in issues related to Energy Efficiency.

JM answered that it is important to involve other DGs like DG Education and Culture. We can
have different type of support from the different DGs, some could be quantitative, in terms of
economic contribution, but others could support the initiative in a qualitative way, like DG
Education and Culture.

E. Perezagua (Isofotón), one of the future Founder Members of the Association, expressed
their support of the E2B JTI initiative. The E2B JTI will help to increase the integration of
RES in urban areas, in particular, favouring to the life cycle cost reduction of PV and solar
thermal technologies. It will contribute to transform buildings from energy consumers to
become also energy suppliers.

B. Safner (TSB), made two remarks:

Firstly, if the E2B JTI have considered the participation of German organisations in the
Founder Members. Germany has very progressive programmes regarding energy efficiency
that could be relevant for the E2B JTI.

JM commented that Germany should play a very important role in the INPIA and the E2B JTI
and that some German organisations were invited to be Founder Members of the INPIA.
(Hochtief, Knauf and Basf). The representatives of Hochtief and Knauf that were present
mentioned that although they are not going to be Founder Members, they will me members of
the INPIA and therefore support the E2B JTI and will be members of the association,
contributing with personnel effort. JM offered TSB to mobilize more German Organisations.

Secondly, TSB mentioned (referring to the EDF presentation) that the initiative should be
more focused on energy efficiency than business driven, not only focusing in primary energy.

EDF replied that their vision is to be in the picture of the Energy Efficient Building market
because new business models will arise and due to they concern to provide suitable solutions
to their client demands.

A. Joyce (ACE) expressed his congratulations to Acciona and Bouygues for their work
towards the E2B JTI. He mentioned his satisfaction because social issues are taken into
account and that quality of life is also addressed. He also asked if the membership is open.

CL said that these issues need to be address form the design stage. Concerning the
membership, CL replied that the association is not created yet and when it is constituted it will
be open to any organisation that agrees on the statutes and is willing to participate.

I. Opstelten (ECN) commented some points concerning the market failure of Energy Efficient
buildings that should be addressed. He confirmed that ECN is interested to become member
and he asked if associations can also be members.

JM confirmed that associations can be members of the association but we also need individual
companies and research organisations from the associations.

V. Wittwer (Fraunhofer) asked about how will be the funds from the EC managed and calls
for proposals implemented.

A. Escardino (NTDA Energia) and member of the Steering Committee of the running
Hydrogen and Fuel Cells JTI explained how the funds are managed and calls are going to be
implemented in the case of that JTI.

En la Joint Undertaking there will be a steering board composed by members of the INPIA
and members of the EC. In the case of E2B JTI also members from Member States:

Cecilia Hernandez (CDTI- Spanish Ministry of industry) asked if we know how many
construction companies will be in the Steering Board.

CL replied that the E2B JTI was born in the ECTP, so the presence of construction companies
is guaranteed. The Steering Board will elected by the General Assembly when the association
is constituted.

A. Bernardi (CNR) asked if there will be working groups or sub working groups for social
issues and if organisations that are not members can participate in E2B JTI projects.

CL confirmed that there will be working groups or sub working groups for those issues.

JM added that any organisation can participate in E2B JTI projects, being members or not.
But each organisation will have to contribute to the E2B JTI with 1% of their budget of the
project if they are members or 1.5% if not.

I. Opstelten (ECN) mentioned that it will be a challenge to involve all of the building
stakeholders, as National, regional and local authorities and how to deal with National

JM mentioned that we have to take advantage from the National programmes on energy
efficiency. An explanation about a National Programme on the Netherlands was analized by
G. Maas (Royal BAM) and I. Opstelten (ECN). We need to find the way to combine these

10.- Recent meetings with DG Research and DG Tren. Acciona – JM

      On the 14th of January in a meeting of E2B coleaders with Christophe Lesniak
      During the HLG meeting of January 22nd. The E2B JTI last status was presented to
       Christos Tokamanis from DG Research (NMP)
      The 27th of January, an informal meeting was held with Adele Lydon and Michel
       Chapuy fro DG research (environment). Preparative meeting for further ones
      On the 9th of January 2008 the first meeting with DGTREN was held with Jean Marie
       Bemtgen and Iñigo Sabater. It was a preparative meeting for further ones
      A meeting with DGTREN (Jean-Marie Bentgem) was held on the 30th of January
      A new meeting with DGTREN on February 7th 2008 was held with Iñigo Sabater

12.- The Inter platform Working Group - CL

Jeremy Rifkin presented the concepts of the “Third Industrial Revolution”:

1/ Needs for a much wider use of renewable energies
2/ Storage via hydrogen (fuel cells for ex...)
3/ Distribution on a “smart grid”

In this approach buildings and networks have an important role to play

A decision to create and Inter Platform Working Group followed the meeting. Were
represented: Hydrogen, Steel, Wood, Construction, Suschem, Smart Grids, Photovoltaic,
Thermal solar, Wind, Rail, Road, with H2 and Artemis JTI. An officer from the BEPA
(Bureau of European Policy Actions) was also present

  Feb 29th: Get together key reference documents like SRA abstracts. Give access to all.
  March: Each platform reads the documents, defines the most closely related visions and
     technologies and possible interactions.
  End of March: Define a common vision between ETPs and JTIs
  April 7th: second meeting. Prepare a workshop before summer.

13.- Second discussion time:

B Piscaer (Univerde) asked how are we going to involve SMEs in the E2B JTI.

JM replied that we know that in the last NMP call the participation of SMEs was around 24%.
There a lot of high tech SMEs that could participate in the E2B JTI. We have to identify these
SMEs and involve them Other means of involvement are technology transfer addressed to
them as well as research schemes such as the research for SMEs(old CRAFT) and Collective
research for SMEs associations .Very important are training activities addressed to them. We
are also in contact with several associations as EPIA, ESTIF, AIE , etc…

CL added that the E2B JTI has to be managed as an industrial project.

S. Carosio (Dappolonia) added that SMEs will participate if they see a clear exploitation of
project results.

JM emphasized that is very important to mobilize additional organisations from Member
States. One mean could be through NTPs. As some NTPs were present in the room, JM
proposed them to mobilize and involve new organisations and keep informed Public

G.Krigsvoll (Sintef), also Norwegian NTP, confirmed their intention to be member of the
E2B JTI and informed that they already are discussing with some companies that will take a
decision in some weeks.

Other NTPs present as Lithuania, Poland (ASM), Sweden (BIC), Nederlands (Royal BAM)
confirmed their support to the initiative and their intention to inform and mobilize national

L. Bourdeau (CSTB) chairman of the SG of the ECTP mention that the leaders of NTPs
should be informed and asked to mobilize additional members.

I. Opstelten (ECN) suggested that it would be interested to involve the IEA in the E2B JTI. As
ECN is participating in the IEA JM asked to I. Opstelten to help us to approach the IEA.

L. Vandaele (BBRI) suggested linking the E2B JTI with the Energy Performance Building
directive implementation platform.

CEA INES asked if we have considered a working group for harmonisation of energy
consumption and generation measurement methods.

CL replied that harmonisation and standardisation issues are of main interest and he
confirmed that there will be a working group for these issues.

R. De Block (Saint Gobain) suggested clarifying the method for registering in the association.

JM (Acciona) commented that a web page is under development. The web address will be
distributed and there will be all relevant information regarding E2B JTI as well as registration
procedure. (It will be available in 3 - 4 weeks).

committed in participating will have to send a letter of commitment.

A crucial point is that individual support letters will have to be sent to the EC Commissioners
of research and energy by the organisations that support the creation of the E2B JTI to the EC
Commissioners of research and energy. We will inform about the procedure and content of
the letters in the precise moment.

At this moment, it was asked to the organisations in the room if they could confirm their
commitment to participate in the E2B JTI, in the case that they could take this decision at that

Some National Authorities present in the room showed their support to the E2B JTI as the
BMVIT from Austria, The research Council of Norway, Dutch Ministry of Transport and
Public Works (Rijkswaterstaat Civil Engineering Division) and the Spanish Ministry of
Education and Science.

A. Pacios, from the Ministry of Science and Education of Spain, stated when it was asked to
express a decision about to be part of the E2B JTI, that it was known by Acciona that the
Ministry of Science and Education sees a good opportunity for a JTI on the construction
sector, and all areas of the construction sector should be involved. All companies must have
the opportunity to speak out their needs.

L. Bourdeau (CSTB) replied that the E2B JTI has a defined scope decided by the ECTP. We
cannot cover the entire construction sector within the E2B JTI. Apart of that consideration it
will mean to kill the ECTP. The construction sectors demands that the ECTP remains as
representative of the whole sector.

JM stated that the E2B JTI covers buildings, districts and cities and should be focus on energy
efficiency. We should wider the scope as much as possible with that focus, covering energy
efficiency for the built environment

The following organisations confirmed their intention in participating in the INPIA for the
E2B JTI, up to now:

Acciona, Bouygues, ArcelorMittal, CSTB, D’appolonia, EDF, FCC, Dragados, Ferrovial,
Hochtief, Keraben , Knauf, Labein-Tecnalia, Isofoton, Maxit, Mostostal, Royal BAM, Saint
Gobain, Uponor (not present but already confirmed), Vinci, Zag, ACE, Aidico, Aimplas,
Aitemin, Arup, ASM, CEA-INES, Cidemco, Cimne-UPC, CNR-ISAC, CUR Bouw & Infra,
Technical University of Denmark, ECN, Eindhoven University of Technology, EPIA, ESTIF,
Eurac, EUREC, Fraunhofer, ICCL, Hidria, Lafarge, NTDA Energía, Sintef, TNO, TSB,
University della Marche, University of Valladolid, Vilnius Technical University, VTT,

Some other organisations expressed their interest but they had to report and ask for a decision
inside their organisation.

Summary of very short actions
- Web site operative in few weeks in which procedures and general information regarding the
E2B JTI will be shown, uploaded and down loaded. Responsible (Acciona)
      1) A draft of the Statutes for the International non for Profit Industrial association
       (INPIA). Responsible Founder Members (FM)
      2) A sample letter of commitment of your organisation willing to take part of the
       INPIA that is the first step for the Joint Undertaking with the EC and MSs (FM)
      3) Different sample letters (individual organisations, associations, European
       Technology Platforms and National. Construction Technology Platforms) and
       addressed to the of research and energy Commissioners. This is a critical action and
       shall be coordinated by the coleaders in order that the letters will arrive in a short
       period of time. (FM)
- In the meantime, is kindly requested that those that during the meeting expressed their
decision to be part of the INPIA confirm it by sending to us a message for e-mail. Those that
couldn't take the decision in the meeting and had to ask internally in their organisation would
to send us a message as soon as possible with their decision.
“The main points regarding the draft statutes such as the type of members, structure of the
INPIA, Decision taking, rotating scheme and fees for being members were shown and are in
the presentations, thus the decision can be taken based on that, providing that you will accept
the final version of the statutes that will take some time”.
- Involve other organisations preferably industry: large and SMEs. In particular those
organisations that are running National Construction Platforms (ALL organisations)

A question that rose in the meeting and has been later expressed by Christophe Lesniak, is
that we have to involve deeper countries in Europe other than France and Spain. Actions apart
from those committed in the meeting will be taken.
- Decide on Working Groups (FM) suggestions from all
- Contact with Eracobuild partners (Member States) to present the E2B JTI in a meeting.

- Inform DG research (NMP-Environment- and DGTREN and DG INFSO and Member States
about the results of the meeting, and next actions
