Lincoln Fire & Rescue - Management Policy LFR Captain Certification Task Book (MP 901.19 01/17/07) To define the use and application of the Captain Certification Task Book to become an LFR Certified Captain. Implemented 01/17/07 Purpose The purpose of this policy is to explain the use, application and the process for completion of the LFR Captain Certification Task Book. Policy All captains promoted after January 1, 2006 will be required to complete the LFR Captain Certification Task Book. Once the LFR Member is promoted to the position of captain, they will begin the captain certification process. The process will require the new captain to successfully complete the task book. All performance skills must be signed off by an approved LFR Lead Evaluator or Evaluator. Evaluators LFR has two levels of evaluators. The first level is considered as the lead evaluator. Lead evaluators are responsible to ensure that the new captain has met all of the performance measures listed in the task book. The lead evaluator has the authority to recommend to the fire chief that the new captain is ready for LFR certification to captain. The second level is considered an evaluator. An evaluator has the authority to sign off on performance tasks, but does not have the authority to recommend to the fire chief for LFR certification as captain. Lead evaluators will be assigned to the new captain by the fire chief or assistant chiefs. Lead evaluators or evaluators shall not arbitrarily sign off on a task unless they are confident that the new captain is fully capable of the skill or skills. Lead evaluators and evaluators will be suppression deputy chiefs assigned on the same shift as the new captain. In the event that the new captain would change shifts, the fire chief or assistant chiefs will reassign the lead evaluator. Time Line New captains will have up to twelve months to complete all of the task within the task book. In the event that the new captain is unable to successfully complete all of the skills within the task book, if will be the responsibility of the fire chief to evaluate the new captain and their progress to determine how much additional time, if any, the new captain shall be granted. Evaluator Training Lead evaluators and evaluators will be required to successfully complete evaluator training provided by the LFR Training Division. The objectives of the evaluator training will be to provide evaluators guidance on the intent of each task and to provide consistency in the evaluation process. Implemented 01/17/07 New Captain Training Captain certification task book training will be provided to each new captain prior to the beginning of their certification process. The LFR Training Division will provide guidance on the intent of each task to provide consistency on what is expected of each new captain to successfully complete the task book. New Captain Requirements The new captain is required to maintain their task book in an orderly fashion and must be made available to evaluators, the DC of training, assistant chiefs, or fire chief upon request to evaluate the new captains progress. The new captain is required to fill out a “Lincoln Fire & Rescue Activities Log – New Captain” form and submit it to the lead evaluator for each duty shift worked. The new captain is required to successfully complete and demonstrate competency with all task prior to being considered to be recommended for LFR certified captain. Sunset Date The new captain will have up to twelve months to complete all of the expectations within the task book unless an extension is approved by the fire chief.
