Persons can be considered as the Key Informant:
1. Project Coordinator
2. Field Supervisor
3. Community level Committee Members
4. Community Leaders
5. Word Commissioners (Local government)
6. Government officials of DWASA
7. Key persons of other stakeholders, if any

Checklist for WSS interventions:

1. Description of the system
- Sources of water, location of the source, protection of the source
- Number of connections private and public and population                  (ratio
    population/connections)
- Main stakeholders
- Brief description of implemented technology
- Needs of maintenance

2. Financial aspects
General description of financial arrangements
- Capital cost of the system
      o Contribution from different stakeholders: government, local authorities,
          donors, community
      o Loan and grant

-   Operation and maintenance cost
       o Subsidies or other financial sources
       o Revenue collection

Mechanisms for financial transparency
- Maintenance of Accounts
- Collecting Revenue
- Other mechanisms

    •   Estimate community’s contribution (capital cost and operational-
        maintenance)
    •   Mechanisms for financial transparency
        - Maintenance of the bank account
        - Internal accounts system of the committee
        - Easy access to the information of Community level Committee

3. Organizational and institutional aspects

Organizational setting
- Involvement of different stakeholder
- Degree of collaboration between different organizations

- Degree of involvement of Community: leadership, guidance, supervision,
   assistance, management
- Relation with the community

Legal aspects
- Regulations at the district level in relation to WWS

Participation of stakeholders (including local community) in the different
phases of the intervention and participatory tools used
- Role of each stakeholder (contribution with money, physical labour, guidance,
   management) in different phases of the intervention (mobilisation, set up,
   construction, operation and maintenance)
- Participatory tools used (consultation, assembly, survey, focus groups)

Role of gender in the functioning of the WSS system

   committee)

The above mentioned issues will be considered as the guidelines to
understand the WSS system that is implementing at the field level through key
informant interview. Other relevant issues can also be incorporated with the
checklist, if require.
