                                        We have completed the first year of the Ministry of Housing, which brought all the State Government
                                   housing agencies under one umbrella with assets worth more than $5 billion.
                                        It was a busy and successful year. Our New Living program won the prestigious World Habitat Award
                                   and the first New Living project at Lockridge was successfully completed.
                                        In the past year we had a large contruction program for our rental housing and are looking forward to
                                   another large program and working with you this year.
                                        This year we are budgeting almost $146 million to build almost 1700 dwellings.
                                        Under the Landstart banner a number of successful joint ventures with the private sector are under way,
                                   with Seacrest in Geraldton and Ellenbrook in the Swan Valley leading the way in the technology stakes.
                                        A total of 1,658 lots will be created by Landstart’s broadhectare development, while New Living will
                                   develop a further 102 lots, as well as refurbishing hundreds of dwellings throughout the New Living areas.
                                        The Community Housing program is burgeoning and Aboriginal Housing will increase in both the
                                   urban and remote areas.

Crisis Accommodation Program
Program Description:           The Crisis accommodation Program (CAP) is funded by the Commonwealth Government. CAP provides capital funds to build
                               and buy residential premises to be used as refuges, night shelters, emergency housing and short term accommodation.
                               These properties are provided to Community organisations at a peppercorn rent.These organisations must have support
                               service funding to enable them to effectively manage their service.

Proposed Program 2000/01       The Ministry plans to undertake 30 projects under CAP in 2000/01 worth $8.71m. Nineteen (19) were precommitted projects
                               and the remainder are new projects where development work is just commencing.
                               The distribution of these projects are:-
                               Metro      15 Projects worth $4.72m
                               Rural:     15 Projects worth $3.99m
                               The target group of the projects are (some project service several needs):
                               -Women and Children affected by Domestic Violence: 14 projects

                               Nine of the above are major projects involving expenditure in excess of $250,000. They are located in Kalgoorlie (1),
                               Carnarvon (1), Derby (1), Hedland (1), Metro area (3), Newman (1), Northam (1).


Community Housing Program

Program Description:           The Community Housing Program (CHP) provides capital funds for the purchase or construction of rental housing for people
                               on low to moderate incomes.
                               Accommodation provided under this program is made available to Community groups and Housing Associations who manage
                               their operations.These organisations retain all revenues and take full responsibility for tenancy and property management.
                               A key feature of this program is to give tenants the opportunity to be involved in the development of housing and their
                               ongoing management.
Proposed Program 2000/01       The Ministry plans to undertake projects with 9 community organisations under CHP in 2000/01 to build or purchase
                               86 units of accommodation worth $7.1m.
                               The distribution of these units of accommodation is:-
                               Metro:     5 Organisations for 58 units worth $3.7m
                               Rural:     4 Organisations for 28 units worth $3.4m
                               The target group of the projects are (some project service several needs):
                               Families - 31 units of accommodation
                               Seniors - 14 units of accommodation
                               Couples/Singles - 8 units of accommodation

In the year ending 31 June, 2000, Keystart approved 4,560 loans with a total value of $434,798,651.
1,308 approvals were for the construction of dwellings for which the average loan was $113,965 and the
total approved was $149,065,683.
3,252 approvals were for the purchase of established dwellings for which the average loan was $87,864
and the total approved was $285,732,968.

                 BACKGROUND
                 The Government Employees’ Housing Authority introduced a substantial three year programme in 1998/1999 to
                 supply 600 dwellings to meet additional demand and replace older accommodation. The intention was to supply
                 approximately 300 houses by lease and 300 houses by construction or acquisition.
                 During the period 1998/99 – 1999/2000 the Authority has completed construction of 231 dwellings with a further 45
                 dwellings under construction. During this period 423 leases have been obtained. This totals 699 new dwellings.
                 The Authority has therefore surpassed its three year target in the first two years of the programme. Accordingly, the final
                 year of the program will primarily be used to consolidate activity and prepare for the next three year program.


                 2000/2001 PROGRAMME
                 The construction program for the 2000/2001 program is currently 10 units of accommodation (7 dwellings to be
                 constructed and 3 to be purchased) to address housing needs in the following towns:
                 Burringurrah – 1 house.                                       Carnarvon – 1 house (purchase)
                 Frankland River – 1 house (purchase).                         Halls Creek – 1 house.
                 Jurien Bay – 1 house (purchase).                              Moora – 5 houses.
                 The Authority is still waiting for the majority of client departments to approve their housing programs therefore some
                 changes will occur as they confirm their requirements. Once all programs are submitted, the Authority will determine
                 what demand needs to be addressed by construction, lease or acquisition.

                                                              Since the inauguration of the Country Housing Authority on July 1 1998, the Authority has provided housing to farmers,
                                                              pastoralists, businesses, local government and service providers throughout the state.
                                                              The initial year provided $7.009 million and the second year $7.66 million worth of loans.
                                                              Due to a growing demand for the Authority’s services, the Capital Works Program for 2000/2001 has been increased to
                                                              $17 million which will result in the construction and purchase of approximately 230 homes statewide.
