									Nature of Actions (NOA)

The information below may assist managers in determining the appropriated nature of action
authorized for completion of the Request for Personnel Action (RPA). Except appointments and
resignations, all actions will be effective the beginning of the pay period following receipt of the
completed request in the CPAC/NAF–CPU.

Limited Tenure Actions
-RFT or RPT
-NTE Date
Basis for use:
Fill position with employee serving in a RPT appointment for 20–39 hours a week, minimum 20
hours a week, for a limited period in excess of one year. RPA must indicate end date of the
limited tenure action. Employee is eligible to participate in benefit plans and is eligible for leave
accrual.

Fill position with employees serving in a RFT appointment for 40 hours a week, for a limited
period in excess of one year. RPA must indicate end date of the limited tenure action. Employee
is eligible to participate in benefit plans and is eligible for leave accrual.

Extension - RFT or RPT Limited Tenure
-NTE Date
-Used to extend period of limited tenure appointment action.

Reinstatement
- RFT or RPT or FLEX
Basis for use:
Hire a former NAF employee within 3 years of separation from an Army NAFI.

Change to Lower Pay Level
Basis for use:
To move an NF or CC employee who has been affected by a Business Based Action,
reclassification, or at employees request, to a lower pay level. (Example movement from NF-02
to NF-01) This action requires a change in position.

Temporary Reassignment
-RFT or RPT or FLEX
-NTE Date
Basis for use:
To reassign an employee for a temporary period from one position to another position at the
same pay level or grade. (With or without pay adjustment- NF employees). To be used only when
assignment is in excess of two pay periods.

Extension of Temporary Reassignment
-NTE Date
-For use when it is necessary to extend the period of time for an existing temporary
reassignment.

Termination of Temporary Reassignment
-Employee is returned from temporary reassignment to previous position.
Conversion of Employment Category
-RFT or RPT or FLEX
Basis for use:
To change an employee’s employment category from one employment category to another in the
same position. Only used to change from FLX to RPT or RFT; from RPT to FLX or RFT; and from
RFT to RPT or FLX.

Promotion
-RFT or RPT or FLEX
Basis for use:
To promote an employee from one position to a position at a higher grade (NA-NL-NS) or to a
higher level (CC–NF). (Example promotion from NF-01 to NF-02 or NA-01 to NA-02)

Change to Lower Grade
-RFT or RPT or FLEX
Basis for use:
NA-NL-NS employee is changed to a lower grade for any reason. Grade and pay retention may
apply

Reassignment
-RFT or RPT or FLEX
Basis for use:
To reassign and employee from one position to another at the same pay level or grade (With or
without a pay adjustment-NF employees).

Temporary Promotion
-RFT or RPT or FLEX
-NTE Date
Basis for use:
To promote an employee within a NAFI from one position to a position at a higher grade (NA-NL-
NS) or to a higher level (CC–NF).for a temporary period. A noncompetitive temporary promotion
may not exceed 120 days.

Emergency Hire FLX (NTE 30Days)
-FLEX only
Basis for use:
Used to non-competitively hire and employee to a FLX position for an emergency period of 30
days or less. Appointment must be terminated within the 30-day period and cannot be converted
to a regular appointment. In unusual circumstances the installation commander may approve one
30-day extension.

Change in Standard NAFI Number
-RFT or RPT or FLEX
Basis for use:
To change an employee’s SNN to another SNN without any other change.

Change in Guaranteed Hours
RFT or RPT or FLEX
Basis for use:
Employee’s guaranteed hours are changed. No change in employment category.

Change in Military Status
Basis for use:
Employee is no longer employed as off duty military.
Name Change
Employee has a name change. (Due to marriage or divorce)

Return to Duty
-RFT or RPT or FLEX
Basis for use:
Employee returns to duty from BBA Furlough or Military Furlough. Indicate in item 25 the dates of
the furlough period.

Extension of Temporary Promotion
-NTE Date
Basis of use:
To extend an existing noncompetitive temporary promotion may not be extended beyond 120
days.

Termination of Temporary Promotion
NTE Date
Employee is returned to previous position and pay.

Furlough
NTE Date
Regular employee placed on a furlough for 8 calendar days or more.

Furlough - Military
NTE date
Employee reports for active military service, not to be used for military leave. Official military
orders should accompany RPA.

Extension of Furlough
NTE Date
Used to extend an existing furlough action beyond originally proposed NTE date.

Resignation - Public Law 101–508
Employee resigns to accept APF employment. Indicate irrevocable retirement selection in item
25. (Voluntary move)

Separation - Public Law 101–508
Employee moves to APF system when position is converted. Indicate irrevocable retirement
selection in item 25. (Involuntary move)

Separation - Disqualification
Employee becomes disqualified for any reason. (Example Motor Vehicle Operator has driver’s
license suspended)

Separation - Misconduct
Employee is separated for job related misconduct.

Separation - Inefficiency
Employee is separated due to unsatisfactory performance.

Separation - BBA Action
-RFT or RPT (12 months of service)
-FLEX (3 years of service)
Basis for use:
Management initiated non-disciplinary separation action taken to adjust personnel resources with
a minimum disruption of operations. Employee separated due to business based action.
Separation from RFT or RPT Limited Tenure Appointment
Employee is separated at the end of appointment period or upon management request if position
is no longer required. (If prior to NTE date 14 days advance notification necessary).

Separation - Retirement
Voluntary employee retirement.

Separation - Death
Used upon death of an active Army NAF employee

Separation - During Probation
-RFT or RPT
Basis for use:
To separate a probationary period employee who has failed to demonstrate that he/she
possesses the skills or character traits for satisfactory performance in the position.

Separation from Flexible Appointment
-FLEX only
-7 day advanced notification required
Basis for use:
To separate a flexible employee. Action is not grievable and is taken without prejudice to re-
employment. Administrative separation.

Separation - Abandonment of Position
-RFT or RPT or FLEX
Basis for use:
To separate an employee who has abandoned his/her position. Employee failed to report to work
after at least 3 consecutive scheduled workdays in an AWOL status.
