I    INTRODUCTION
            TH
     THE 7       ASEAN SUMMIT will be held in Bandar Seri Begawan on 5 and 6 November
     2001.

     Radio Television Brunei (RTB) as Host Broadcaster will provide client broadcasters with
     television coverage of key events in addition to other facilities and services.

     An International Media Centre (IMC) will be set up at the International Convention Centre
     (ICC) on the outskirts of Bandar Seri Begawan, the Main Venue for the meeting.



II   BOOKING PROCEDURES

a.   Pre-booking International Media Centre Space and Facilities

     Client broadcasters can hire space and facilities at the International Media Centre (IMC),
     based on nominal 3.m x 3m modules.

     All requests for IMC space and facilities should be made on the ’Client Broadcaster’s
     Questionnaire/Order Form’ provided. Requests should be received by the Host
     Broadcaster who will then confirm availability of the facilities together with an invoice for a
     non-refundable 40 percent deposit, which must be paid into the Host Broadcaster’s bank
     account by telegraphic transfer or bank draft, and the payment must be received by the
     Host Broadcaster by 14 October 2001.

     Bookings will only be considered firm after this deposit payment is paid by the client, and a
     receipt issued by the Host Broadcaster.

     The balance of the invoiced amount (60 percent) for the IMC space and facilities must be
     paid to the Host Broadcaster on checking in to the IMC.

b.   Pre-booking Broadcast Services

     The Host Broadcaster will also be providing broadcast services. The resources are
     however limited and the services will be provided on first come, first served basis.

     Client broadcasters should request service reservations in the booking form provided with
     this rate card Booking forms should be received by the Host Broadcaster not later than 30
     September 2001.

     The Host Broadcaster will confirm availability of the services together with an invoice for a
     40 percent deposit, which must be paid into the Host Broadcaster’s bank account by
     telegraphic transfer or bank draft, and the payment must be received by the Host
     Broadcaster by 14 October 2001.

     Bookings will only be confirmed after the deposit payment is paid by the client, and a
     receipt issued by the Host Broadcaster.

III   OPERATING PROCEDURES

a.    Booking and Enquiries

      The IMC will be operational from Thursday 1 November to Wednesday 7 November 2001.
      During this time a Host Broadcaster Booking and Enquiries Office will be operated at
      the ground floor of the IMC.

      Host Broadcaster’s services or services not booked in advance may be ordered during the
      event at the Booking and Enquiries Office. The associated charges must be settled at the
      time of booking.

      A 50% cancellation charge may be levied for confirmed bookings which are unutilised or
      cancelled with less than 48 hours notice.

b.    Format

      All signals provided by the Host Broadcaster will be in 625 PAL and standards conversion
      of the distributed signals must, where required, be provided by the client. For this purpose
      clients must provide their own standards conversion equipment.

      Satellite uplink in the NTSC standard will be permitted by prior arrangement.
      However NTSC clients must furnish their own play-out equipment.

c.    Time

      Times will be stated in Brunei Local Time (UTC+ 8 hours) and UTC.



IV    CURRENCY AND PAYMENT
a.    Currency

      Rates are established and quoted in Brunei Dollars which is advantageous and the
      preferred method of payment but are also quoted in US Dollars.

      The quoted US Dollar rates are fixed at B$ x 0.625. This rate is not negotiable but may be
      changed without notice at the discretion of the Host Broadcaster.

      Only payments in Brunei or US Dollars can be accepted.

b.   Method of Payment

     The payment for the pre-booking of the IMC space and facilities and broadcast services
     must be made by telegraphic transfer or bank draft. Account details for payment will be
     indicated in the invoice.

     On site payments to the Host Broadcaster’s Booking and Enquiries Office will only
     be accepted in cash.

     Banking services will be available at IMC throughout the ASEAN Summit event.

1.0     ENCLOSED BOOTHS - TELEVISION

The basic [minimum] booth module size will be 3m x 3m [9sq.m] and the rate for a single unit for
the duration of the ASEAN SUMMIT event is B$1,800.00 [US$1,125]

Television booth rental charge structure:-

First 10sq.m                B$ 200.00 [US$125.00] per sq.m
Next 20 sq.m                B$ 160.00 [US$100.00] per sq.m
Additional sq m.            B$ 152.00 [US$ 95.00] per sq.m

1.1     TELEVISION BOOTH FURNISHING, EQUIPMENT AND SERVICES

Each television booth module will include the following items:-


           One (1) x 230 volt circuit, 13 amps maximum, 2.5kW power
           Two (2) x 6ft x 3ft (1.83m x 0.91m) tables
           Three (3) chairs
           Rubbish bin


Furnishing items will be supplied in approximate proportion to the nearest number of full basic
modules [3m x 3m] included.


           Host Broadcaster bundle of audio/video circuits [VandA] which includes:

            - Up to two (2) x live feeds of the days THE ASEAN SUMMIT events with dual audio,
              natural sound (left) and translation sound (right), if available.
            - Two (2) x test signals
            - IMC Message Channel.

Additional VandA bundles may be available, if requested at the time of initial booking, at a charge
of B$960 [US$600.00] per bundle.

Please note that TV sets are not included. If requested 14” TV with AV input may be hired, subject
to availability, at an additional charge of $120 per unit for the duration of the ASEAN SUMMIT
event.

Telephone and telecommunication services will be supplied by Brunei Telecom (JTB) and must be
ordered separately on the JTB order form.

2.0   ENCLOSED BOOTHS - RADIO
      Individual lockable booths will be available in the IMC and may be hired for the duration of
      THE ASEAN SUMMIT event. The standard size is a nominal 9 square metres, usually 3m
      x 3m.

      Facilities Included:

         One (1) x 230 volt circuits, 13 amps maximum, 2.5kW power
         Two (2) x 6ft x 3ft (1.83m x 0.91m) tables
         Three (3) x chairs
         Rubbish bin

         Host Broadcaster feeds which include:

          1. Dual audio (equalized and balanced):
              a) Natural sound, left
              b) Translation sound, right, if available.
          2. IMC Message Channel. [Requires TV Set]

      Please note that TV sets are not included. If requested 14” TV set, with AV inputs, may be
      hired, subject to availability, at an additional charge of B$120 [US$75] per unit for the
      duration of the ASEAN SUMMIT event.

      If specified at the time of the initial booking a full set of audio video feeds can be provided
      as per the television booths, at an additional cost of B$200 [US$125.00] per bundle for the
      duration of THE ASEAN SUMMIT event.

      There are two categories of Radio Booth; i.e. with or without acoustic treatment.

      Phone and telecommunication services are supplied by Brunei Telecom (JTB) and must
      be ordered separately on the JTB order form.



2.1   SINGLE UNIT RADIO BOOTH WITHOUT ACOUSTIC TREATMENT

      Rate:   $1,600 [US$ 1000.00] per booth for the duration of THE ASEAN SUMMIT

      An open topped booth without any acoustic treatment to wall partitions will be provided.


2.2   SINGLE UNIT RADIO BOOTH WITH ACOUSTIC TREATMENT

      Rate:   $2,800 per booth for the duration of THE ASEAN SUMMIT

      If requested in advance client broadcasters who wish to have a lower-noise working
      environment can be provided with radio booth with covered ceiling and with some limited
      acoustic treatment applied to the partitions.

        unit for the duration of the ASEAN SUMMIT event is B$ 1,440.00 [US$ 900.00]

        Press booth rental charge structure:-

        Next 20 sq.m                B$ 144.00 [US$ 90.00] per sq.m

4.0   PLAY-OUT FACILITIES



4.1   PLAY-OUT FROM IMC’S TX ROOM

      Rate:   B$240 [US$150] per 15 minutes.

      The Host Broadcaster will provide play-out facilities at the IMC’s Transmission Room (Tx
      Room). Only PAL Beta SP tapes can be played out; unless prior arrangements are made
      with the Host Broadcaster to use other tape formats.


4.2   PLAY-OUT FROM CLIENT BOOTH THROUGH IMC’S TX ROOM

      Rate: B$64 [US$40] per playout

      Feed coordination and switching will be provided for client broadcasters who wish to play-
      out using their own playback facilities from their booths to the gateway through the Host
      Broadcaster’s facilities

      VandA circuits for signal path from the client’s booth to IMC’s Tx Room are available for
      the play-out and the charges for the usage of this circuit is inclusive.

      Daily Rate for Multiple Playout Facility

      Clients requiring multiple play outs from their booths, including those uplinking via their
      own SNG’s will be offered a daily rate for play-out of B$480 [US$300.00] per day and
      choice of this option must be specified at the time of booking.




5.0   STAND-UP POSITIONS

      Rate:   B$80 [US$50] per 15-minute window

      Located near the front entrance of International Convention Centre (ICC) with view of the
      ICC’s Front Entrance. The use of this position is dependent upon the official activities of
      the days, and subject to security clearance.


         One (1) x audio/ video circuit and return
         Two (2) x telephone lines with sets (local calls only, international calls via phone card)

      Note:   IFB and headset telephone interface kits not provided.

6.0   EDITING FACILITIES

      Rate:   B$280 [US$175] per hour (half hour minimum)


      Includes:

         One (1) pair x Beta SP video-tape player/recorder
         Monitors


7.0   VIDEO DUBBING SERVICES
      The Host Broadcaster will be working entirely in 625/PAL. All dubs must be ordered and
      paid for through the Booking and Enquiries Office. Rate does not include tape stock.


7.1   DUB TO BETA SP FORMAT

      Rate:   B$160 [US$100] per hour (half hour minimum)


7.2   DUB TO VHS FORMAT

      Rate:   B$40 [US$25] per hour (half hour minimum)

      Please note VHS format will be dubbed in mono audio (natural sound) only.


7.3   VIDEO TAPE STOCK

      A supplier of Digital Beta, Beta SP and VHS video-tape stock will not be available on site
      and clients are advised to provide their own tape stock. The Host Broadcaster will however
      endeavor to maintain a limited supply of tapes for purchase in emergencies only.

      Video tape stocks will be available locally for purchase from the Sony Agent who may be
      contacted via the Host Broadcaster’s Booking Office.

8.0    RATE CARD FOR SATELLITE UPLINK

       The official operator shall provide or coordinate access to:-

       4 to 8 Digital channels


       SATELLITE RATE CARD TO BE ADVISED LATER.
       Note:
       All outgoing signal from the clients for uplink will go through the host broadcaster facilities.

       CANCELLATION CHARGES

       Cancellation before event, 24 hours prior to transmission, no charge to client.

       Within 24 hours prior to transmission, 50% charge.

       During Event; Full charge on any cancellation. Amendment to any booking must be within
       the same 24 hour period of UTC time zone otherwise will be treated as a cancellation with
       a new booking.


9.0    TRANSMISSION SERVICES
       It is the client broadcaster’s responsibility to book transmission and coordination facilities
       beyond the IMC, and clients must ensure end-to-end bookings are in place for all
       transmissions.

       All transmission orders must be copied to Host Broadcaster to ensure IMC facilities and
       transmissions facilities match.

10.0   OTHER SERVICES

       Equipment and services not included in this rate card may be available subject to
       negotiation with the Host Broadcaster.




11.0   TELEPHONES AND INTERNET SERVICES

       Phone and telecommunication services including Internet access are supplied by JTB and
       need to be ordered separately on JTB’s own forms. Clients who wish to dial hand phones
       (cellphones), national or international calls will need to order STD line, IDD lines and other
       services via the JTB order form.



12.0   SIMULTANEOUS INTERPRETATION

       The Host Broadcaster will not provide simultaneous interpretation. However, if THE
       ASEAN SUMMIT organisers have made such a provision the Host Broadcaster may be
       able to make arrangements for the interpretation to be distributed to the client
       broadcasters on request.
