					                                  ASSESSMENT & EVALUATION OVERVIEW
                                         Division of Student Affairs
                                  University of North Carolina at Chapel Hill


Keeping in mind the Division's desire for excellence, the information below has been provided to assist
departments in developing a systematic approach to data collection and data use.

Definitions: Assessment is an effort to gather, analyze and interpret evidence that describes institutional,
departmental, divisional, or program effectiveness. Evaluation is any effort to use this evidence to improve
effectiveness. Research is about studying, developing or testing a theory by gathering data in a systematic way.
Measurement refers to the two over-arching but not mutually exclusive methods used to conduct assessements:
quantitative and qualitative. Schuh & Upcraft, 1998.

Assumption: While assessment and evaluation are conducted for many reasons, they are most important for
improving the quality of our work, and for engaging in strategic planning, while striving for excellence. Other
reasons include: meeting accountability standards, making important decisions, developing policy and finding out
what we do vs. what we say we do. Schuh & Upcraft, 1998; Student Learning Team, 2000.

Recommendations: The Office of the Vice Chancellor and the Student Learning Team recommend a
systematic approach to assessment and evaluation data collection, data review and use of data within the
Division of Student Affairs. We encourage departments to collect their own qualitative and quantitative data to
assist with assessing student learning outcomes and quality of services, as well as students' needs and interests.
In addition, departments should systematically use data submitted to the Division by other offices that may assist
you in your own work (for example: Freshman Survey, College Student Experiences Questionnaire).
Departments should keep records of their own data collection on the next sheet of this spreadsheet. Periodically,
departments will be asked to provide a listing of what data they have used to improve student learning and
student services.
