Mathematics
Goal 2:
Increase the percentage of highly mobile migrant students, as well as other migrant students (grades 9-12), who have access to comprehensive mathematics
course work from 29% to 75%.
Supporting Analysis:
Data shows only 29% of highly mobile migrant students (grades 9-12) are enrolled in comprehensive mathematics course work (algebra and above).

Student survey indicated 27% of respondents plan to pursue careers requiring strong mathematical skills. Currently only 4% of migrant student population is
enrolled in advanced mathematics courses and less than 1% is enrolled in Calculus or above. Need data on grades 6-8 for student access to comprehensive
mathematics course work. (Recommend start as soon as they are reading.)

Reading/ELLs
Goal 1:
ELL migrant students increase their reading state assessment (WASL) scores in grades 4/7/10 by ensuring appropriate Student Learning Plans are in place for each
migrant student who does not meet standard on the reading state assessment (WASL).

Supporting Analysis:
The results of the 05-06 WASL scores showed all 4th Graders avg. score for reading was 3.13, 2.89 (non-Ell migrant), and 2.43 (ELL migrant). 7th grade reading
results - 2.86 (all); 2.57 (non-ELL migrant); 1.97 (ELL migrant) 10th grade reading - 3.42 (all); 2.96 (non ELL migrant); 2.10 (ELL migrant). Additional data indicates of
only a portion of migrant students who have not met standard on the WASL in Reading have a reported Student Learning Plan (e.g., 1,808 9th grade migrant
students did not meet standard - only 479 have a Student Learning Plan reported to MSDR). Additional information was shared that many Consolidated Program
Review school district exceptions occur in Student Learning Plans that do not meet state requirements (LAP).

Data indicates 64% of migrant ELL students who are exited from the State Transitional Bilingual Instructional Program still require intervention support through
Title I/LAP targeted assisted programs.

Goal 1:
Increase Kindergarten readiness skills of migrant children and increase their participation in preschool programs from 45% to 75%.

Supporting Analysis:
Over the course of three years (2003-2006) the % of migrant students enrolled in K who are retained another year has gone from 6.17% (138) to 7.54% (181); The
percentage of migrant students enrolled in K who receive academic assistance through other state and federal resources (e.g., T1/LAP) averages 56% (03-07); the
percentage of K migrant students enrolled in TBIP is 73% (03-07).

2005 - Student Readiness for Kindergarten: A Survey of Kindergarten Teachers in Washington State. In November 2005, findings from a web-based survey of
kindergarten teachers commissioned by the Office of the Superintendent of Public Instruction were published. The 398 kindergarten teachers who responded to the
survey rated only 44 percent of their students as ready for kindergarten.

In 2006-07 there were 1,267 migrant students identified in ages 3-5 only 105 received preschool services through MEP program; [unable to ascertain the number of
students who accessed non-migrant funded preschool services].
