What is happening?
The U.S. Army Corps of Engineers, Louisville District will host an industry forum Oct. 4 to present
information to contractors and subcontractors for work on the new Armed Forces Reserve Center Rutland,
Vt. The forum will be held from 10 a.m. to noon in the Governor’s Room at the Holiday Inn located at 1
Holiday Drive off 476 US Route 7 South, Rutland, Vt.

What is the Armed Forces Reserve Center?
The Rutland Armed Forces Reserve Center project consists of the design and construction (design/build) of
a 71,000 square foot training building. With support buildings, total square footage will be approximately
88,000. This will be a multi-use facility which will include classrooms and an Organizational Maintenance
Shop and unheated storage building. Buildings will be of permanent construction with HVAC systems,
plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include land
clearing, paving, fencing, general site improvements, and extension of utilities to serve the project.
Comprehensive building and furnishings interior design services are required.

working with the federal government. The benefit to contractors is the opportunity to address questions
regarding the submission requirements and process with those directly involved. The forum also allows

How will the contract process work for this project?
This project will be awarded through a two-phase best value selection. The Phase 1 Request for Proposal
(RFP) solicitation package is scheduled to be issued Oct. 15, 2007. The Phase 1 RFP will require
contractors to submit performance and capability information. The government will conduct a selection
board and identify a maximum of five contractors that will proceed to the Phase 2 selection. Phase 2
proposals require technical and pricing information.

What is the project schedule?
Award of the Design/Build contract is scheduled in May 2008. Contract duration is approximately 680
days or approximately two years.
