Introduction

         Although there is an abundance of literature and information on the Tennessee Valley
available to AMC employees, there was no AMC literature. Much of the existing literature was
produced by the Tennessee Valley Authority (TVA) and was very helpful; however, the
information contained in this guide was not available in one document. The purpose of this guide
is to provide information on how to become established in the Tennessee Valley community in
which you decide to live. We hope you find it useful.

         The guide is organized by subject area such as “Utilities” or “Schools” and then by
community in alphabetical order. So if you decide for example to move to Huntsville and are
ready to establish your electricity, gas, water, sewer, trash, and telephone service, you simply
turn to the “Utilities” section and look for Huntsville/Madison County. Or if you are ready to enroll
your children in school, simply turn to the “Schools” section and look up the city/county for phone
numbers, addresses, and Web sites for that community.

         If you are using the electronic version of this relocation guide, scroll to the Table of
Contents, find the section that you wish to view, hold the “Ctrl” key down while clicking on the

Utilities

Arab/Marshall County
ELECTRICITY
The Arab Electric Cooperative is located at 331 S. Brindlee Mountain Parkway, phone 256-586-
3196. Residents must pay a $180.00 deposit to have electricity turned on. This can be done
from 7:30 a.m. until 4:00 p.m. Monday-Friday.

GAS
The Marshall County Gas District is located at 320 North Main Street; phone 256-586-8303.
An $85.00 deposit is required to turn on residential gas. Office hours are 7:30 a.m. until 4:30 p.m.
Monday-Friday.

WATER WORKS
The Arab Water Works/Sewer is at 526 Cullman Road, phone 256-586-3159 or
www.arabwaterworks.com. To have your water/sewer turned on, you must pay a $60.00 deposit
if you live inside the city limits. The office is open from 7:30 a.m. until 4:00 p.m. Monday - Friday.

Garbage is picked up at residences once a week and for businesses a minimum of twice a week.
There is a small charge for this service included in the water bills. Curbside recycling is available,

Athens/Limestone County
ELECTRICITY/GAS/WATER
The Electric, Gas, Water Services and Finance Departments can be reached at 256-232-1440
between 8:00am-4:30pm Monday-Friday. The Customer Service Office is located at 508 South
Jefferson Street, Athens, AL 35611.

Cullman/Cullman County
Most utilities require a refundable deposit to establish service. Cullman is the switching point
between Birmingham and Huntsville for telecommunications offering services comparable to most
metro areas.

Decatur Utilities, a city-owned and operated utility on Central Parkway Southwest, provides

Joe Wheeler Electric Membership Corp., at North Sparkman Street in Hartselle, also supplies
electricity to some outlying areas of Decatur. Offices are in East Morgan, (256) 778-9303,

HOUSEHOLD GARBAGE AND TRASH
The Decatur Public Works Department provides household garbage pickup once a week through
the Sanitation Department. There is a monthly fee included on the Decatur Utilities electric bill.
Garbage should be placed in carts provided by the City. Bulky trash such as boxes, discarded
appliances, and limbs should be placed at the edge of the street or alley. Collection is same day
as garbage but generally on a two-week schedule. It is illegal to burn trash and leaves within the
city limits. Yard waste should be separated because it is recycled. Decatur has an award-
winning recycling program.

RECYCLING
A private contractor picks up certain recyclable materials, including types of glass, plastic and
metal containers, newspapers, batteries, oil once a week. A special container is provided. There
is no curbside recycling for apartment dwellers, but five drop-off sites are located throughout the
city. There is no fee. For information, call 256-341-4740. Commercial recycling is available from
private contractors. The city also has a program for recycling Christmas trees and telephone

Fayetteville/Lincoln County, TN
ELECTRICITY/GAS/WATER/WASTEWATER
To establish new service you may apply at the Fayetteville Public Utilities office between 7:30
a.m. and 4:30 p.m., Monday through Friday at our office at 408 College Street West. The
telephone number is 931-433-1522. You will need to provide two proofs of identification (one
must be a picture identification card), complete a service application, and pay the applicable
security deposit and fees.

relevant information and send it to FPU. We will process your service application as you request
to make being a customer of FPU easy, affordable, and convenient.

Arab/Marshall County

AUTO REGISTRATION
Automobile license plates or stickers must be purchased annually and are due and for sale during
the year according to the first letter of your last name, i.e. A's in January, etc. at the Marshall
County Courthouse, Guntersville. Arab residents may renew car tags at the Recreation
Department 256-931-2702.

DRIVERS LICENSE
Drivers’ license is renewable for a fee of $20.00 for four years at the Probate Judge's Office,
Marshall County Courthouse, Guntersville. Examination for driver’s license is given on Monday
through Friday from 7:30 a.m. until 3:45 p.m. The examiner is located in the Courthouse Annex,
Guntersville. Applicants for a learners permit must be at least 15 years of age, and applicants for
a driver's license must be at least 16 years of age. New residents must secure drivers’ license
within 30 days.

PERSONAL TAXES
State, County, and Municipal ad valorem taxes must be paid by January 1st of each year, at the
Tax Assessor Office, Marshall County Courthouse, Guntersville.

City and County homestead exemption applications must be filed with the County Tax Assessor,
Marshall County Courthouse, by December of the year in order to qualify for this exemption. Re-
qualification is not necessary.

VOTING LAWS
In order to vote in Alabama, a person must be a citizen of the United States, 18 years old or
older. A person must have registered within 10 days prior to the election. A person should
register with the Board of Registrars, in order to vote in county, state and national elections. To
register you must go to the Marshall County Courthouse, Guntersville.

MARRIAGE LICENSE
Marriage licenses are issued by the Probate Judge's Office, Guntersville. A girl must be 18 and a
boy 18 to secure a license without parents consent. Minimum age with parents consent is 14 for
girls and 14 for boys. The cost of the marriage license is $25.00 or $34.50 cash for a courthouse
ceremony. They may be obtained Monday through Friday from 8:00 a.m. until 4:30 p.m. and
Tuesday until 6:00 p.m.

HUNTING AND FISHING LICENSE
All licenses expire September 30th of each year. The above licenses may be obtained at the
Probate Judge's Office, Guntersville and numerous authorized establishments throughout the
county such as bait shops, fishing camps, etc.

BOAT REGISTRATION
All boats must be registered each year. Registrations are due and for sale during the year
according to the first letter of your last name, i.e. A's in January, etc. at the Marshall County
Courthouse, in the Probate Judge's Office, Guntersville for $12.00 to $51.00 depending on the
length of the boat.

ARAB PET LAWS
All dogs must be vaccinated annually against rabies. Stray dogs are not allowed in the city. All
dogs must be properly tagged and vaccinated. Arab has a leash law. Call police for more

DECATUR DOG LEASH LAW
It shall be unlawful for the owner or person in charge of any premises to cause, permit or allow
any dog or puppy residing there either temporarily or permanently to be off such premises or
property unless under the control of a competent person either by leash, chain or other restraint
sufficient to physically control said dog or puppy at all times. Reference Section 5-4, Code of
Decatur, AL.

Fayetteville/Lincoln County, TN
DRIVERS LICENSE
For a new resident to the State of Tennessee, the following is required for vehicle registration: If
the vehicle you are registering is clear of all liens, we need the certificate of title, and your TN
driver’s license. If the vehicle is financed, we need your current tag receipt/registration, the full
name and address of the finance company, and your TN driver’s license. The fee for the above
transaction is $59.50 for a standard tag and title fee. Acceptable means of payment are cash,
money order, or a check with your local address on it. Contact the Lincoln County Clerk at 931-
433-2454. Our office hours are Monday – Friday 8 a.m. – 4 p.m. We are open the last Saturday
of each month from 9 a.m.–12 noon.

Guntersville can register their pets at the Guntersville Municipal Building, located at 341 Gunter

Hartselle/Morgan County
Hartselle is home to a satellite office of the Morgan County Courthouse. Drivers’ license,
automobile tags, and registrations can be purchased here. Marriage licenses and drivers tests
are administered at the Morgan County courthouse in Decatur, only 20 minutes north on U.S.

DRIVERS LICENSE
The number of days to obtain new drivers license and automobile plates is 30 days after entering
the state. The requirements for obtaining new license are go to examiners office at Morgan
County Courthouse and show identification, Social Security Card, and take written test. Contact

MARRIAGE LICENSE
The Bride & Groom must appear together at the Probate Judge’s office. The fee is $48.00 cash
only. The requirements for obtaining a marriage license are for individuals 21 years of age or
younger identification is required, and a copy of the divorce decree is required if divorced within
the past 6 months. There is no waiting period and the license is good for 30 days. Contact the

BOATS

All mechanically propelled (motor) boats must be registered. A sailboat must also be registered
even if it does not have a motor. Boat registrations may be completed at any Madison County
License Department location. Renewals can be mailed in. Your boat registration must be

Statewide licensing of boat operators began in all Alabama counties July 17, 1997, under the
Boating Safety Reform Act. All persons age 14 and older who operate a motorized vessel on
Alabama waterways must be licensed. A written examination is required for applicants, except
those who were 40 or older on April 28, 1994, or those who have successfully completed boating
courses given by the U.S. Coast Guard Auxiliary, the U.S. Power Squadron or the Alabama
Marine Police "Boating Basics" course. Your license will have a "V" added to indicate your
"vessel" license has been added. Your license must be with you when you operate the boat.

Taxes

GENERAL

Retired Federal Income is exempt from state tax in Alabama. State personal income tax is
capped at 5%. Corporate state income tax is capped at 6.5%. There are 67 counties in
Alabama. In some counties, the responsibility to assess and collect taxes is handled by two
offices a tax assessor and tax collector. The Alabama Department of Revenue Web site is

PROPERTY TAXES

Property (ad valorem) taxes are taxes on real and/or personal property. Real property includes
land and improvements. Personal property refers to items that are movable or not permanently
fixed to the land.

The Revenue Commissioner is responsible to determine property value that by law must be set
according to “fair and reasonable market value.” Even though your property may not be for sale,
the local appraiser must set the value of the property as if it were “sold” in an “arms length”
transaction between a “willing buyer and a willing seller,” neither being under any pressure to buy
or sell.

PROPERTY APPRAISAL

Marshall County has approximately 50,000 separate parcels of land that must be individually
appraised for tax purposes. Each parcel of land must be described on a property record card.
Characteristics about land and buildings are listed and valued separately and become the basis
for establishing fair market value. This information is found in the Revenue Commissioner’s
Office.

ASSESSMENT OF PROPERTY

Each taxpayer is required by Alabama Law (Code #40-7-1) to provide a complete list of all
property that is owned. The person acquiring property is responsible for reporting to the Revenue
Commissioner a complete legal description of the property and should at that time claim any
exemptions for which he is eligible. The Revenue Commissioner should be furnished a correct
mailing address for all properties. Thereafter, the property owner must report any changes in
ownership and any improvements or deletions to the Revenue Commissioner.

PROPERTY CLASSIFICATION

In a joint effort, the Revenue Commissioner and Tax Collector are responsible to assess and
collect property taxes. Property is appraised at “fair market value.” In Alabama, property is
classified as:

You multiply the appraised value of property by the proper classification to determine the
assessed value. Taxes are based on assessed value, less exemption, times a millage rate. A
mill is one-tenth of one cent (.001).

WHAT TO DO WHEN YOU BUY PROPERTY

New property owners should not rely on their attorney, real estate agent, or other representative
to assess their property. The responsibility is yours, as the new owner, to see that all the
necessary steps have been completed. The steps are:

1. Make sure that your deed is recorded in the Probate Office. This has usually been done by
   your attorney, if one represented you at closing.
2. Come to the Revenue Commissioner’s Office to insure the property is assessed in your
   name.
3. Claim any exemptions due you.
4. If you have an escrow account with your mortgage company to pay your property taxes, they
   will request the tax information from the Tax Collector. However, should you receive a bill on
   property which your mortgage company should pay, please forward it directly to them.
5. Report all changes in ownership and/or address promptly.

EXEMPTIONS (HOMESTEAD APPLY TO OWNER-OCCUPIED DWELLING)

Homestead Exemption I is for persons under age 65 and applies to state and county property
taxes. The amount is $4,000 for the state tax and $2,000 for county taxes.

Homestead Exemption II is for persons over age 65 or who are blind or totally disabled, whose
adjusted gross income is less than $12,000 annually. The exemption is for all state taxes and
county taxes up to $5,000 in assessed value.

Homestead Exemption III is for persons over age 65, blind, or totally disabled. This exemption is
from all property rates if their taxable income is less than $7,500.

Current use value is an exemption that applies to Class III property. Upon application, if the
property meets conditions set by law, property is taxed based on value to the owner without
consideration of the potential value of the property. Ask your Revenue Commissioner if you
desire further information about current use.

Industrial exemptions are also available. To qualify the owner of a property must file with the
Revenue Commissioner a decree from the Commissioner of Revenue and a resolution of the
County Commission. This exemption does not apply to the school taxes or hospital tax.

Alabama has a personal income tax ranging between 2% - 5% of personal income. Alabama is
