                                    OVERVIEW


ROLE OF BOARD -- ADVISORY –
“. . . the local school board is advisory to the pastor and the principal”
“. . . operates in the policy-making process by proposing and recommending policy
for the pastor’s or . . . principal’s approval”
“. . . also recommends . . . budget approval, marketing and development activities
for approval by the paster . . . principal prior to implementation”

RESPONSIBILITIES OF BOARD
Models faith community in spirit of cooperation
Advises pastor and principal through study, reflection, consensus
Develops thoughtful recommendations
Gives full support to decisions to the external publics that are approved by the
board and approved by pastor, principal

NOT RESPONSIBILITIES OF BOARD
Become involved in day-to-day operations
Represent his/her own interests
Act as grievance committee or solve problems for individuals
Become involved in teacher evaluation nor teacher issues
Become involved in principal issues outside principal evaluation process

School board members should keep their hands ON the organization, but
not IN it.

BOUNDARIES
Pastor holds authority for final decisions
Responsibility is subject to responsibility of Bishop, Diocesan School Board
Diocesan School Board policies and guidelines

AUTHORITY IN BOARD; NOT INDIVIDUAL
A school board member has no authority acting as an individual. The
responsibility is vested in the school board acting as a board to make
recommendations
PASTOR
Decisions are final and binding
Approves or disapproves board’s decisions submitted in the form of
recommendations

PRINCIPAL
Educational leader of the school community
Provides Board with direction to develop good policy for the school and for
implementation of board policies
‘Gives life to concepts, goals, policies and theories therefore setting the tone,
creating the atmosphere, and nourishing the spirit . . .”

POLICY COMMITTEE
“A policy is a guide for discretionary action by the administrator. It expresses the
will of the board regarding a particular issue . . . to provide clear guidance for
administrative decision-making.”
“If you are talking about next year and years to come, you are making
policy. If you are talking about next week, you are talking about rules.”

PROBLEM-SOLVING POLICY
Each school board should recommend, approve, and insert the following
policy into their handbooks. This policy should be introduced by the
school board president at the first parent association meeting of the year
and stated in school newsletters and parish bulletins. pp. 23-24.

Parents/guardians wishing to address/question an area or situation
     Step 1 – classroom teacher
     Step 2 – Principal
     Step 3 -- Pastor
LISTEN TO PARENTS AT SCHOOL BOARD MEETINGS
Every school board should adopt policies and procedures for hearing
parents in a manner that does not obstruct the conduction of business.
(Recommended sample local school board policy provided) pp. 24-25.

PERFORMANCE EVALUATION OF THE SCHOOL BOARD
The board should evaluate itself formally each year. p. 28
Board members who do not contribute to the work of the board and do not
bring value to the board should be removed (failure to attend meetings,
lack of support for the administrator and pastor, failure to adhere to
agreed-upon behavior, especially confidentiality)

CONFIDENTIALITY
To maintain standards imposed by Church teachings and consistent with
civil law, the Diocese prohibits dissemination of protected confidential
information except as authorized by canon and civil law

Prinicipals shall not consult with the school board or school board
members in their decision-making process on individual student discipline
issues
 -- same for matters involving “individual teacher and/or staff personnel
issues or evaluations”
