Classification descriptions are intended to present a descriptive list of the range of duties performed by employees in
this class and are not intended to reflect all duties performed within the job.


This is professional and technical work in the Department of Community Services, Housing Program. An
employee in this classification is responsible for accepting and reviewing applications for assistance under a variety
of subsidized housing programs. Duties include the preparation and development of documentation for the
placement of loans and loan servicing for single and multi-family projects. Work is reviewed periodically by an
administrative superior for accuracy and adherence to established procedures and quality of service provided.


Interviews potential clients to determine eligibility and placement within the appropriate housing program.

Prepares documentation necessary to execute loans including, but not limited to, deeds of trust, promissory notes,
loan agreements and contracts.

Prepares and presents loan packages and makes recommendations to the Community Development Corporation
Board of Directors.

Obtains documentation necessary to comply with program requirements such as title reports, credit reports, and
certificates of insurance.

Maintains loan portfolio and prepares financial documentation and other pertinent information as required.

Determines eligibility in accordance with local, state and federal regulations regarding lending and specifically for
the HOME Program and Community Development Block Grant.

Responds to questions and complaints regarding loan servicing and financial policies related to various housing

Prepares progress and activity reports required by local, state or federal funding agencies.

Analyzes and prepares reports on proforma’s for housing development projects.

Answers routine requests for information regarding housing financing programs.

Assists in the collection of delinquent accounts.


Performs other related duties as assigned.

Knowledge of mortgage and contract processing, methods, forms and procedures.

Knowledge of general office practices, procedures and equipment.

Knowledge of documentation required to secure various types of loans, including procedures for creating and filing
promissory notes and deeds of trust.

General knowledge of real estate practices and procedures related to appraisals, title insurance, taxes, and fire and
liability insurances.

Knowledge of general banking procedures and practices as they relate to housing loans and loan servicing.

Knowledge and understanding of local, state and federal regulations regarding lending and specifically for the
HOME Program and Community Development Block Grant.

Knowledge of bookkeeping, loan disbursement and escrow procedures.

Ability to understand and apply local, state and federal guidelines, rules and regulations pertaining to housing

Ability to establish and maintain effective working relationships with program clients, lenders and fellow employees.

Ability to perform and prepare analytical and financial analysis.

Ability to communicate effectively, both orally and in writing.

Ability to physically perform the essential job functions.


Five or more years of work experience in mortgage/loan processing or a related field. Additional education or
experience may substitute for the recruiting requirements.
