Dear Sir/Madam,
Sub: INVITATION FOR QUOTATIONS FOR SUPPLY INSTALLATION,ERECTION of HOARDINGS
QTY-52 AT 52 CENTER OF CENTRAL GUJARAT of GSACS office .
1) Sealed quotations are invited from reputed companies for the following :-

2) Government of India has received a credit from the International Development
Association(IDA) and a grant from the Department for International Development (DFID)
in various currencies equivalent to US$250 million towards the cost of the National AIDS
Control Project and intends to apply a part of the proceeds of this credit to eligible
payments under the contract for which this invitation for quotations is issued.
3) BID PRICE:-
a) The contract shall be for the full quantity as described above. Corrections, if any,
shall be made by crossing out, initiating, dating and rewriting.
b) All duties, taxes and other levies payable by the contractor under the contract shall
be included in the total price.
c) The rates quoted by the bidder shall be fixed for the duration of the contract and
shall not be subject to adjustment on any account.
d) The price shall be quoted in Indian Rupees only, inclusive of all taxes.
e) The bidder should bid with the cost of design, setting, formatting, typing cost while
quoting. GSACS will not bear any cost of the same(please note).
f) The bidder has to bear the cost of installation, erection & printing cost of theme to be
advertised in the hoarding with permanent foundation for the hoardings at the said
places, the price must be inclusive of all this cost.
4) Each bidder shall submit only one quotation.
5) VALIDITY OF QUOTATION
Quotation shall remain valid for a period of not less than 45 days after the deadline date
specified for submission.
Bid security:
1. The bid security as per the table above should be submitted along with the bid.
2. The bid security Rs 20,000/- should be in form of DD(Demand Draft) and in
favor of The Project Director, Gujarat State AIDS Control Society payable
at Ahmedabad. The bid security should be valid for 180 days beyond due date
for submission of bid.
3. The bidder cannot withdraw after bidding, the EMD will be forfeited if lowest
party deny to enter into agreement for supply of goods after bidding process.
4. If the bidder download tender from the website they must attach tender
fee and security deposit separately in form of DD(Demand Draft) and in
favor of The Project Director, Gujarat State AIDS Control Society.
6) Evaluation of Quotations:
The purchaser shall evaluate and compare the quotations determined to be substantially
responsive i.e which :-
a) Are properly signed and
b) Confirm to the terms and conditions and specifications.
c) Experiences of last three years to make & install hoardings of Rs. 10,00,000 in
the particular districts of the region
OR
Experiences of last three years of Rs. 50,00,000 turnover in the business of
advertisement of hoardings are required.
The quotations would be evaluated for all the items separately for each item.
Performance Security
1. The performance security for an amount of 5% of the contract value should be
submitted prior to award of contract.
2. The performance security should be in form of DD(Demand Draft) / BG(Bank
Guarantee) and in favor of The Project Director, Gujarat State AIDS Control
Society, payable at Ahmedabad. The performance security should be valid for
39 days beyond due date for submission of bid.
7) AWARD OF CONTRACT:
The purchase will award the contract to the bidder whose quotation has been determined
to be substantially responsive and who has offered the lowest evaluated quotation price.
7.1 Notwithstanding the above, The Project Director, Gujarat State AIDS Control
Society, reserves the right to accept or reject any quotation and to cancel the
bidding process and reject all quotations at any time prior to the award of the
contract.
7.2 The bidder whose bid is accepted will be notified of the award of the contract by
the Purchaser prior to the expiration of the quotation validity period. The terms of
the accepted offer shall be incorporated in the purchase order.
7.3 The successful bidder has to print the material within 30 days of receiving the
design from the GSACS office after receiving the supply order.(please note).
7.4 For reorder maximum up to 15% of individual item or goods of printing materials
can be increased after placing of Ist order, GSACS reserves the right for the same.
7.5 The successful bidder must submit along with the final bill a GRC(Goods receipt
certificate)& photograph of installation of the hoarding at respective sites signed
by the authorized signatory for the payment process.
8) Payment shall be made as follows:
(a) 100% of the order value shall be released after supply installation of hoardings in
satisfactory condition as per the specification, size, quality, design, photograph of the
individual hoarding at all the places & submission of GRC duly signed by authorized
signatory to the GSACS office and submission of bill in duplicate.
9) Your are requested to provide your offer latest by 17:00 hrs on 2/10/09.
10) Quotations will be opened in the presence of the Bidders or their representative who
choose to attend at14:00 PM on 3/10/09 in the office of the GSACS.
11) We look forward to receiving your quotations and thank you for your interest in this
project.
