Alfred, Me., Feb. 5, 1917. The attention of the voters is called to the fact that the hose now in the possession of the department is not rubber lined and does not now meet the requirements of the Insurance Underwriters. The insurance representatives have notified us that rubber lined hose must be purchased in order to maintain the present insurance rates in the village. This is a matter of vital importance to every property owner in town and should be given your thoughtful consideration. PARSONS MEMORIAL LIBRARY. Directors' Report To the Legal Voters of Alfred: We are happy to report another quiet but successful year for the Parsons Memorial Library. A few slight repairs have been made on the library building and the steps still continue to be a perplexing problem. We hope to get the steps firmly in place soon. The grounds are in good order, although the shrubbery is still incomplete. The alcoves are filling quite rapidly and apparently some additional shelf room will soon be needed. The magazine and paper table still continues to be especially well patronized. The Parsons Memorial Library is now and we hope will long continue to be a real blessing to its patrons. Librarian's Report To the Board of Directors, Parsons Memorial Library: Gentlemen, I have the pleasure of submitting the following as the thirteenth annual report of Parsons Memorial Library for the year ending March 1, 1917. On March 1, 1916, the number of volumes in the library was 7125. Number of volumes added by purchase, 287. Number of volumes received from State Library, 18. Number of volumes received as gifts, 2. Number of cards outstanding March 1, 1917, 338. Number of books loaned during the year, 7620. Number of books in the library March 1, 1917. 7432. Of the books purchased, nearly half were non-fiction, consisting of biography, travel, history, nature books, etc. Among the number is a set of "Carpenter's Geographical Readers" and another of "The World and Its People" in twelve volumes. Also we have added five more books to the ten we already have in "The Children's Hour" series. One of the books given us, is a copy of The Original Proprietor's Records of Phillips' Town," which was presented by the late Hon. Fred J. Allen, of Sanford. It is a book of great value and interest to anyone studying the early history of York County. We have also received a book of poems called "Toward the Sun," which was presented by the author, Rev. A. Mc G. Beede, of North Dakota. We have added to our reading table the National Geographic magazine, which is full of fine illustrations and.instructive information. The reading contest being carried on in the High School has increased the circulation of standard and nonfiction literature to quite an extent.

While the figures show a steady and encouraging increase in the use of the library, there is still room for improvement, and we wish that a way might be found by which those living in the more distant parts of the town and who cannot easily get to the village, might share in its benefits. Report of Superintendent of
Schools.
I herewith submit my second annual repoft of the schools. It has been the good fortune of the town during the past year to have been able to secure a corps of good teachers whose efforts have been attended with very satisfactory results. As the question of finances for another year is to come before the voters soon, I will present the conditions and needs of the schools, as clearly as possible. The amount expended for schools may appear to some, too large. It may be so, but what can be done to reduce this expenditure ? No one will advocate a policy that will result in lessening the present efficiency of the schools which will be the inevitable result of any reduction in cost. It is possible to secure teachers who would work for smaller salaries than we are paying, but the town would lose money by employing a cheaper grade of teachers. A poor teacher is costly at any price, however small. It would be poor economy to cut down the expenditures for books and supplies. It may appear to some that too much has been paid out for such things, but, not withstanding, that it may so appear, the schools have actually been cramped at times during the past year because of a lack of suitable books. Schools of intermediate or grammar grades need at least ten books per pupil during a school year. Of this number, six should be of well selected reading matter. This does not mean the purchase of ten new books each year, but that a good equipment demands that number of books, and that the num-

instances, three times as much now as they cost a year ago, and no one knows what they will cost in the future. Fuel is another article for which more must be paid than has been paid at any time in recent years. A year ago the Town voted to raise $1400.00 for the maintenance of common schools. It will be necessary to raise a large amount for this purpose for the coming year. The total resources for the past year for support of common schools were $2896.30. The total expenditures amounted to $3279.16 resulting in an overdraft of $382.86. This overdraft is due to the failure of the town to participate in the benefits of the State equalization fund, which has accrued to the town in the past and was expected a year ago when the estimates for school expenses were made. Lest the matter of the disbursement of this fund be not understood by some, I will explain the basis of distribution in the past and what excluded Alfred from the benefits of fund for the fiscal year closing January 31, 1917. The equalization fund used to be distributed on the basis of per cent of taxation for common school purposes. On that basis if the rate of taxation of a town for common school maintenance was more than the average rate of the State the town received a portion of the fund. But the Legislature of 1915 amended the law pertaining to the distribution of the fund, making the conditions of eligibility to share in it, that not only must a town's rate of taxation for common school purposes be excessive but also its municipal rate must be greater than the average rate of the State. This last condition eliminated Alfred from the list of beneficiaries of the equalization fund. With no hope of receiving anything from this source, it will be necessary for the town to raise more for the ensuing year, than was raised a year ago.

For books and supplies we will endeavor to make the same amount ($350) as was raised last year, meet the demands of the coming year. There ought, however, to be made a special appropriation of at least $100.00 for reference books and apparatus for the High School. The State inspector of high schools, Josiah Taylor, criticises severely the lack of library material in the high school. It is true that Alfred possesses an excellent public library that is of great value to the school, but at the same time there are some books that the school ought to own and inasmuch as Mr. Taylor calls special attention to this defect in the school equipment, the matter should receive attention. Mr. Taylor states as follows:— To the Superintendent of Schools, Alfred, Maine. My Dear Sir :— An examination of the library material reported as belonging to the high school, together with my personal observations in the school, makes it clear to me that there is a very serious deficiency in the material provided for this purpose. By referring to the pamphlet issued by this office entitled "High School Libraries," you will find what are regarded as the minimum essentials for a high school library. I am writing at this time to urge that you incorporate in your annual report a recommendation, endorsed by your committee, that an appropriation be made for this purpose. This appropriation should be sufficient to purchase material that will bring the school library up to the extent of that suggested in the pamphlet mentioned. The library is rapidly coming to be recognized to be as important to successful work in the high school as any other factor in its equipment. In the case of your school in particular, I believe you need

not hesitate to urge vigorously that the lack of suitable reading to supplement textbooks and provide for an acquaintance with the best in literature be met by adequate appropriation by the town. Very truly yours, JOSIAH W. TAYLOR, Agent for Secondary Education.
Repairs The appropriation for repairs should receive careful consideration as Alfred makes no appropriation for incidentals, quite a number of bills have to be charged to the repair account which are not really repairs. Whenever any school furniture is purchased, the expense is met by the repair fund. Now that electric lights, that have been much needed, have been installed throughout the High School building, provision must be made to meet the cost of their maintenance from the repair appropriation or make an appropriation for incidentals. Also better toilet facilities should be provided at the High School. To do this would necessitate the installing of something in the nature of chemical closets, those being the only thing that the physical conditions of the building and grounds will permit of operation. The present facilities are not sanitary. They are uncouth and unfit for use. High School The High School is doing excellent work and is well worth the support of the community. If another teacher' could be added to the force the efficiency of the school would be increased. This suggestion is not intended to convey the impression that the present school is unsatis-

factory. It is exceedingly satisfactory as far as its facilities permit. But it is an almost impossible task for two teachers to meet the modern demands upon a high school. The school needs better facilities for the teaching of science and needs the service of another teacher so that more science may be taught than the present number of teachers can teach and meet the other academic requirements that the school must meet in order to maintain its standing as a class A school. For maintenance of High School for the coming year the usual appropriation will suffice, if two teachers only be employed. REPORT
I herewith submit my first annual report as Principal of Alfred High School. Considered as a whole the work thus far has been quite satisfactory to the teachers both from the standpoint of cooperation on the part of the townspeople generally and the attitude of the pupils. The course of study has been quite similar to that of other years. A course in General Science is being given to Freshmen this year for the first time as an alternate to Latin. A valuable course in General Hygiene is being given the girls of the two upper classes. It is eminently desirable that at no distant time a course in Agriculture should be given in our High School similar to those which are being so successfully conducted elsewhere. This will demand a third teacher who is already much needed since the assistant conducts seven recitations a day and the Principal eight, a condition which renders the most efficient work impossible.

It is very necessary that the equipment of the school be increased and improved to a considerable degree. Our Library consists in a Dictionary, two venerable sets of Encyclopedias and several volumes of poetry. The town Library cooperates to a very helpful degree but it is essential that the school possess a few reference books. There are no usable maps at school. Our greatest need is the installing of a system of sanitary toilets in the basements of the building. The present outbuildings are filthy, unsanitary and a general nuisance. Modern fixtures can be installed for a reasonable price, thus bringing our school up to modern requirements in this respect at least. I regard one important feature of the school life this year as the establishment and activity of the School Improvement League. Entertainments given by this League have resulted in sums sufficient to pay a final nineteen dollars on the Typewriter and, in connection with the other schools, to install in the building a much needed lighting system, electric lights.
