City Council
March 3, 2009

Mayor Roy Strong, presiding

The meeting was called to order at 7:04 p.m. with the pledge to the flag.

The clerk called the roll finding the following Aldermen physically present: Combes,
Gilmour, Hall, Hermes, Hoppe, Mietzner, Orr and Studer.

Alderman Orr made a motion and Alderman Hall seconded to approve the corrected
minutes from the February 17, 2009 meeting and have them placed on file
changing attorney name from Freeman to Silverman. All yes. Motion passed.

Mayor’s Report

Mayor Strong recognized and commended Wilmington High School State Champion
Wrestler – John Van Duyne and the Dual Team State Champions.

Mayor Strong commended City Administrator Puracchio for opening City Hall early
Sunday morning for the residents who had to evacuate their apartments due to a fire. In
addition, he also stated that the Fire Department did a fantastic job.

Mayor Strong announced that at the March 17, 2009 meeting Rosie Bell, Helen Francis
Boggan and Irma Nelson would be recognized for Outstanding Women of Wilmington.

Alderman Hall made a motion and Alderman Combes seconded to approve The
Salvation Army’s request for “Donut Day” on June 5 and 6, 2009, along with the
“Red Kettle Campaign” on November 13, 2009 through December 26, 2009. All
yes. Motion passed.

Citizen’s Comment

Chief Imhof commented that his department is working diligently to solve the recent
bank robbery at Charter One.

Planning and Zoning Commission

The next meeting is scheduled for Thursday, March 5, 2009 at 7:00 p.m.

Health, Safety, Buildings, Grounds and Parks Committee

Nothing to report at this time.

Water, Sewer, Streets and Alleys Committee

Alderman Studer made a motion and Alderman Gilmour seconded to approve ESI
Consultants Invoice No. 8595 (#5) in the amount of $4,520.40 for the South
Arsenal Road Project. All yes. Motion passed.

The next meeting is tentatively scheduled for Wednesday, March 11, 2009 at 5:30 p.m.

Police and ESDA Committee

The next meeting is tentatively scheduled for Monday, March 9, 2009 at 5:30 p.m.

Finance, Administration and Land Acquisition Committee

Alderman Mietzner made a motion and Alderman Hermes seconded to approve the
February 2009 Accounts Payable in the amount of $415,708.96. All yes. Motion

Alderman Hermes made a motion and Alderman Combes seconded to approve
GINKGO Planning & Design, Inc. Scope of Services for a Plan for A Vision for
Regional Identity for the City of Wilmington. All yes. Motion passed.

The next meeting is scheduled for Tuesday, March 17, 2009 at 6:30 p.m.

Ordinance and Licensing Committee

Alderman Orr announced the Second Reading amending the accessory building and
structures ordinance.

The next meeting is scheduled for Tuesday, March 10, 2009 at 6:00 p.m.

Personnel and Collective Bargaining Committee

Nothing to report at this time.

City Administrator Report

Administrator Puracchio thanked the Lion’s Club and Pam Monson for their help in the
recent apartment fire. She stated that the City and Fire Department are working on the
Red Cross Coordination Plan which will soon be implemented.

Administrator Puracchio stated that the documents for the Scoular Annexation will be
emailed and available for pick up on Thursday.

Administrator Puracchio mentioned that she and Fire Chief Zlomie had discussed the
Fire Department burning three buildings down located on the Steeve property which the

city owns for practice purposes. She stated that it takes the Fire Department
approximately three months to obtain a permit. If the council has any issues with this,
please contact her.

Administrator Puracchio also mentioned to the council that in the near future the
Aldermen will be asked to review a draft of a long-term lease with the City and the
Bobcat League. Alderman Studer added that a lot of money has been raised and
volunteers are ready to grade the field, install fencing and concrete. The Bobcat
League would also like to add lights and have two playable fields.

Attorney’s Report

Attorney Sheri Freeman had nothing to report at this time.


Alderman Gilmour made a motion and Alderman Hermes seconded to adjourn the
Regular City Council Meeting at 7:21 p.m. All yes. Motion passed.
