         Issues and Challenges
Growing urban population means growing solid waste
amount
Limited capacity of municipalities – about half the
amount not collected!
Limited budget – already the biggest chunk of
operational cost is spent on solid waste management.
Limited land – many towns do not have land for disposal
of solid waste; land quickly exhausted without proper
landfill design.
Environmental pollution – groundwater and surface
water contamination from solid waste dump.
Livelihood for millions of people – informal activities
provide livelihood for many people including waste-
pickers, itinerant buyers, re-sellers and recyclers.
Weak policy and regulatory framework
Public awareness lacking
           Innovative Options
Public-private participation to counter capacity and
budget limitation:
- primary collection by private sector; secondary
collection final disposal by municipality.

- In-house management by hospitals, collection by
private sector, land provision by municipality.

Reduction and recycling:
- Composting, paper/plastic recycling
Dhaka city solid waste master plan for comprehensive
planning
Semi-aerobic Sanitary Landfill constructed in Dhaka
Networking in Progress

             Bangladesh solid waste
             conference held in 2006 ,
             2008 – all city corporations
             participated.

            Resource Recovery
Recover resource from waste itself
  Composting biodegradable waste is possible, but
  marketing, scale of operation, institutional model,
  source segregation are challenging;

  Capture gas from waste is possible, but yet to be tried;

  Selling carbon credits is possible, plans prepared but not
  yet implemented;

Recover resource from consumers and producers

  Cost sharing with citizens already in practice, but more
  systematic approach needed;

  Polluters pay principle should be applied more strictly;
