6.0     POTENTIAL EFFECTS TO CULTURAL HERITAGE RESOURCES

6.1   Introduction

The conservation of cultural heritage resources in planning is considered to be a matter of
public interest. Cultural heritage landscapes and principal, above-ground built heritage
features older than forty years within and adjacent to the study area were identified.
Generally, infrastructure improvements have the potential to adversely affect cultural
heritage landscapes and built heritage features by displacement and/or disruption during, as
well as after construction. Built heritage features and/or cultural heritage landscapes may
experience displacement, i.e., removal, if they are located within the right-of-way of the
undertaking. There may also be potential for disruption, or indirect impacts, to cultural
heritage resources by the introduction of physical, visual, audible or atmospheric elements
that are not in keeping with their character and, or setting.

6.2     Preliminary Preferred Alternative Routes

Hanlan Feedermain

The preliminary preferred route for the Hanlan Feedermain (Figure 3) is, for the most part
located within the road right-of-way and will involve some tunnelling. It runs from the
Hanlan Reservoir and Pumping Station site southward along Route 1: Tomken Road to
Eastgate Parkway, then east to Dixie Road and southward along Route 2: Dixie Road to the
TRCA owned property, known as the Arsenal Lands, located south of Lakeshore Road East
at Dixie Road and then westward to the Lakeview Water Treatment Plant.

MCC Watermain

The preliminary preferred route for the MCC Watermain is located within the road right-of-
way and will require some tunneling. It follows Tomken Road south from the Hanlan
Reservoir and Pumping Station site to Eastgate Parkway, and then proceeds west of Eastgate
Parkway to Cawthra Road and south on Cawthra Road to Rathburn Road (or Burnhamthorpe
Road East). A map of the MCC Watermain preliminary preferred alternative route was not
available for this report.

6.3     Direct Impacts

Hanlan Feedermain

There are no direct impacts, i.e., displacement or removal, of built heritage resource and/or
cultural heritage landscapes as a result of the proposed preliminary preferred route for the
Hanlan Feedermain.

MCC Watermain

There are no direct impacts, i.e., displacement or removal, of built heritage resource and/or
cultural heritage landscapes as a result of the proposed preliminary preferred route for the
Hanlan Feedermain.

6.4     Indirect Impacts

Hanlan Feedermain

There may be some short term indirect impacts to built heritage resource and/or cultural
heritage landscapes along the preliminary preferred route for the Hanlan Feedermain during
construction activities due to the introduction of physical, visual, audible or atmospheric
elements that may not be in keeping with their character and, or setting.

There may be higher impacts to the identified residence at 1137 Dixie Road due to
construction activities associated with the proposed construction laydown area on the east
side of Dixie Road in front of the identified built heritage feature. The residence located at
1147 Dixie Road, which is a municipally listed property, may be affected by construction
activities associated with the laydown area as well.

South of Lakeshore Road East at Dixie Road, the preliminary preferred route for the Hanlan
Feedermain traverses the Arsenal Lands, a municipally inventoried cultural heritage
landscape. The Smallarms Limited Building, a municipally listed building located at 1352
Lakeshore Road, is located within this landscape. There is potential for high disruption
impacts to the Smallarms Limited Building due to construction activities associated with
proposed laydown areas to the east in a former parking lot and a laydown area immediately
south of the building in a parking lot, a proposed haul route, a proposed tunnel route
immediately east and south of the building and the preliminary preferred route for the Hanlan
Feedermain that runs across the property at Lakeshore Road East and down the west side of
the building to an tunnel entrance/exit location. There is also potential for high disruption
impacts to the character and setting of the Arsenal Lands.

The TRCA, the owner of the Smallarms Limited Building, has applied for demolition of
the building. The TRCA prepared and submitted a Heritage Impact Statement (HIS) to
the City that recommended the property should be municipally designated. The City
requested more than the standard 60-day waiting period, and the TRCA agreed it would
withhold demolition for 120 days, which ends on July 8, 2009. City staff has written a
report recommending designation of all the lands associated with the Small Arms
Inspection Building, including the water tower, and the entire site as a cultural
landscape, and it will be sent to its Heritage Advisory Committee in April 2009. The
heritage designation is pending a report to the Heritage Advisory Committee and
consideration by Council before July 8, 2009.

The proposed preliminary preferred route may affect part of the Waterfront Trail for the
Hanlan Feedermain.

MCC Watermain

There may be some short term indirect impacts to built heritage resource and/or cultural
heritage landscapes during construction activities due to the introduction of physical, visual,
audible or atmospheric elements that are not in keeping with their character and, or setting.


7.0     MITIGATION RECOMMENDATIONS

The proposed undertaking should not adversely effect cultural heritage resources and
intervention should be managed in such a way that its impact is sympathetic with the value of
the resources. When the nature of the undertaking is such that adverse impacts are
unavoidable it may be necessary to implement management or mitigation strategies that
alleviate the deleterious effects to cultural heritage resource. Mitigation is the process of
causing lessening or negating anticipated adverse impacts to cultural heritage resources. It
may include such actions as avoidance, monitoring, protection, relocation, documentation,
salvage, remedial landscaping, etc., and may be a temporary or permanent action.

General mitigation recommendations for the detail design phase include:
   o construction lay down areas and haul routes for the project should be placed to avoid
      identified built heritage resources or cultural heritage landscapes; and,
   o every effort should be made to reduce vibration impacts to built heritage resources
      identified in this report.

The Heritage Impact Statement (HIS) prepared for the TRCA and presented to the City of
Mississauga for the Smallarms Limited Building included a comprehensive description of the
site and surrounding lands, with a recommendation for heritage designation. Therefore,
documentation of the site has been fulfilled. The following mitigation measures are
recommended for the Arsenal Lands and the former Smallarms Limited Building located at
1352 Lakeshore Road East;
     o construction lay down areas and haul routes for the project should be placed to avoid
        the built heritage resources noted in the site description of the Arsenal Lands (L-IND-
        3) contained in the City’s Cultural Landscape Inventory, namely, the perimeter
        fence, water tower, administrative building (Smallarms Limited building/OPG), rifle
        range and semi-subterranean rifle range mentioned in the site description.
     o After construction activities have been concluded, the disturbed landscape should be
        restored in consultation with the City Heritage Planner, if Council approves the
        municipal designation.
