Wolff: I am writing in response to your letter received on October 22, 2007, in which you request a copy of the transcripts of a injunction hearing held on August 1, 2007. Please note that, to my knowledge, the circumstances under which you can obtain a transcript of a hearing at the government's expense as an in forma pauperis litigant in a prisoner civil rights action is very limited . Any such request should be made by filing a Motion for Transcripts at the Government's Expense that outlines the factual and legal basis for your request. Again, to my knowledge, any such motion to obtain transcripts at the government's expense must satisfy the requirements of either 28 U .S.C. § 1915(c) or 28 U.S .C. § 753(f), which you should consult before filing your motion . The fact that you have already been found indigent does not alter this requirement . Alternatively, you can pay for the preparation of hearing transcripts like all other non-indigent parties .
