The requested project will bring public wireless broadband and digital services to the already highly utilized traditional bookmobile, while fostering economic stimulus through specific access to employment and education-related services. This project will bring broadband and digital library services to the highly rural areas of Mendocino County, providing such services in otherwise unor underserved areas through a satellite connection, allowing direct connections to the library catalogs of Mendocino and surrounding counties. In conjunction with the Mendocino County Heath and Human Services Agency, the Digital Bookmobile will allow rural, isolated community members to find and order their own library, education and employment materials and services. Description of the Project (no limit): The specific focus of this project is to provide public internet access to various very small rural communities while continuing to enhance and encourage reading among both adults and children. In most cases this will be the only free public access broadband available. Of equal importance, it will offer real time access to public library catalogs within northern California as well as access to on-line tutoring and on-line testing such as the ASVAB the SAT, the GRE and the CBEST, which the County Library system provides to all county residents. Of particular interest to the County and the County Library system is the number of County residents living off the grid. Much of this population is part of the 15.9% of County residents below the poverty line. The bookmobile service offers unique access to information and information professionals who demonstrably make an impact on the economy. In addition, bookmobile use has increased by 8% this fiscal year alone. Current estimates show that, in general, rural library services return conservatively $5.30 for every dollar spent. This is increased in the Bookmobile’s case by savings in travel and fuel for community members at an estimated 1000 to 1400 car miles every day the bookmobile is on the road. All facilities, except one, were built in the 1930’s and 40’s and are in dire need of upgrades and improvements in order to bring them into compliance with current safety, efficiency and ADA standards. Additionally, because these facilities are already located in remote, rural areas of Mendocino County, they may indeed serve to facilitate future housing of broadband “hot spot,” educational, employment development, and disaster preparedness programs. Once complete, these facilities will provide meeting facilities for local nonprofit and government organizations, as well as serve as technology “hot spots” for future broadband systems throughout the County. Description of the Project (no limit): The County of Mendocino owns and operates six veterans’ facilities throughout the County for use by local Veterans organizations and others. All facilities, except one, were built in the 1930’s and 1940’s and are in need of upgrades and improvements to bring them into current compliance with regard to safety, efficiency, and ADA. The facilities are an important part of each community providing needed meeting halls for senior centers serving meals, in addition to generally being the only gathering hall for social and educational functions in the service area. Historically the County’s Veterans Facilities have served as community centers for local nonprofit organizations, including the Boys and Girl Scouts, 4-H, and a host of other organizations. The proposed Veterans Facilities Renovation Project would provide the necessary upgrades, not only as needed improvements for the Veterans organizations and all of the citizens of Mendocino County to enjoy, but would provide annual cost savings in energy efficiency. This new, digital, broadband system represents a major commitment to public safety and public service by providing secure, robust, reliable and interoperable public safety communications throughout the County. The total cost of this new system was $4,200,000 of which $2,600,000 was financed while the remaining funds were collected via various other sources ($500,000 was obtained from HR 3093). Phase-II will build on the Phase-I infrastructure to provide secure, robust, reliable, broadband digital microwave system to remote communities that could not be included in Phase-I. Description of the Project (no limit): On November 20, 2007, the Mendocino County Board of Supervisors gave their approval to finance, purchase, and install a countywide, digital microwave communications system to replace the failing analog system that had been in service since 1991. The County recognized that, along with public safety voice traffic, any new microwave system must be capable of handling the County’s high-speed data transmission needs: mobile data, secure videoconferencing, fingerprint identification, building security applications, and other sources of digital traffic to ensure that a secure public safety communications system was in place. The system had to be built on open standards and capable of accommodating emerging technologies. With those specifications in mind, the new microwave system enables the County of Mendocino to manage its public safety network from a single platform, leveraging Alcatel-Lucent’s expertise in multi-service IP, digital microwave, and end-to-end network integration services to deliver fast, converged voice, data and video traffic. A reliable public safety network is a critical service for any municipality, and interoperability is absolutely essential to meeting that requirement. Working through the Western States’ Contracting Alliance, the County contracted with AlcatelLucent—a worldwide leader in microwave communication—to design, engineer and install a state-of-the-art digital microwave system to ensure that County law enforcement officials had access to a public safety communications system capable of effectively serving rural Mendocino County. The County’s new public safety microwave system became fully operational on December 16, 2008. This new, digital, broadband system represents a major commitment to public safety and public service by providing secure, robust, reliable and interoperable communications throughout most of the county. As the sole improved harbor between Bodega Bay and Humboldt Bay, the Harbor services commercial and sport fishing, as well as a US Coast Guard Search and Rescue Station, and provides for safe and secure access for commercial and recreational vessels and the safety of oceangoing vessels throughout the region. Ingress and egress of all vessels in Noyo River will be halted if dredging of the river and harbor is not continued. This would negatively impact ocean safety for those who rely on search and rescue services based in the Harbor and would also drastically harm the local economy and regional boating safety by eliminating access to the harbor channel completely. Description of the Project (no limit): The Noyo River and Harbor are in a state of crisis. Historically, they have been dredged on an annual basis, but have since been placed on a two-year cycle. The last maintenance dredging occurred in 2000. Dredged material, once disposed in landfills that are now capped, was placed at the North Jetty Upland Disposal Site located just north of the Noyo Harbor entrance channel. The disposal of material in 2000, filled the approximately two and a half acre site to capacity. Previously, the Noyo Harbor District made capacity by encouraging the removal of the dredged material free of charge; however since 2000 the District has been unable to locate interested parties to make use of the available material. Under this federally funded DMMP, the Army Corps of Engineers, working with the lead local agency, the Noyo Harbor District, would eventually cost-share with the Harbor District to construct a new Upland Disposal Site facility at Noyo Harbor. Additionally, the heavy rains of late December 2005 and early January 2006 caused heavy silt deposits in the navigable channel, making it impassible during certain low tides. The impact was felt not only by the commercial and recreational fisherman of Noyo Harbor, but also by support businesses such as the fuel dock, ice house and charter boats. Maintenance dredging of the Noyo River is the responsibility of the Army Corps of Engineers (ACOE), and the Noyo Harbor District (District) historically has not had the sources of income to meet the costs of dredging local facilities and maintaining capacity in the upland disposal site of federal dredged material. Although the District has limited funds, and dredging is the responsibility of the ACOE, the District felt it was vital to the economic life of the area and the physical safety of the fishing and recreational boating community to seek other sources of funds to accomplish the dredging. Thus, the District applied for grants from Federal Emergency Management Agency (FEMA) and the California Offices of Emergency Services (OES). Although FEMA funding was denied, the District and OES, operating under a 25%/75% cost share grant, successfully completed the emergency dredging of Noyo River in 2006, but only to a depth of -8.7 not the ACOE depth of -10.0. Because the dredge material site is at capacity, the Noyo Harbor District is the lead agency working with the ACOE on a Dredged Material Management Plan (DMMP). The requested funding will also assist with the development of the DMMP. The County of Mendocino is fully supportive of the ACOE and District’s efforts to ensure continuation of this important aspect of the County’s economy. Many of the communities that depend on the Lake Mendocino water supply are currently or will soon be forced to impose moratoriums on new water connections, which have and will continue to result in significant negative impacts to Mendocino County’s economy. Additional water supplies, through construction of an enlarged dam and/or re-operation of existing facilities are needed. The feasibility of increasing the Coyote Valley Dam water supply is being investigated by the United States Army Corps of Engineers in cooperation with local interests, additional funding is needed to complete the investigation. Description of the Project: Lake Mendocino, a 122,500 acre-foot multipurpose reservoir (flood control, water supply and recreation) located on the East Fork of the Russian River in Mendocino County, California, is the principal water supply for half of Mendocino County’s population and the primary source of agricultural water for the Mendocino County portion of the Russian River drainage – a world class viticulture region of critical economic importance to the County and surrounding regions, and home to nationally significant populations of endangered Chinook Salmon and Steelhead fish species. The reservoir and associated dam – Coyote Valley Dam - was constructed by the US Army Corps of Engineers (USACE) in 1959. Due to increasing agricultural, municipal and environmental water demands, the existing Lake Mendocino water supply is no longer sufficient to meet the needs of the County. Many of the communities that depend on the Lake Mendocino water supply have or will soon be forced to impose moratoriums on new water connections, which will continue to stymie economic development in Mendocino County. Similarly, the limited environmental water supply is constraining on going efforts to restore and maintain endangered Chinook Salmon and Steelhead fish populations in the Russian River drainage. The first stage – the project configuration that exists today – was constructed in 1959. The congressional authorization to construct the second stage, which would increase the maximum storage capacity of Lake Mendocino by 77,000 acre-feet, was included in the original Project legislation (Section 204 of the 1950 Flood Control Act). The viability of constructing the second stage dam and/or re-operation of existing facilities is currently under investigation by the US Army Corps of Engineers, in cooperation with local sponsor, the Mendocino County Inland Water and Power Commission. The study, which is now in its third year, is expected to take another four to six years and six million dollars to complete (50%/50% Federal versus local sponsor cost share). The requested funding will allow the study to continue without delay. Telemedicine can bring remote physicians to the bedside of patients in need of specialties not offered in today’s current environment. Mendocino County’s three hospitals – Ukiah Valley Medical Center, Mendocino Coast District Hospital and Frank R. Howard Memorial Hospital – are committed to providing the highest quality care available, working diligently to attract new physicians to our area and on broadening service offerings to meet the medical needs of Mendocino County residents. Ultimately, providing access to specialized services to Mendocino County residents via this optimally connected Telemedicine architecture, will dramatically improve critical access to specialized care in our significantly underserved communities. Description of the Project (no limit): The intent of the Project is to install Telemedicine equipment in the three Mendocino County Hospitals with high-bandwidth connectivity to the web. An additional benefit would be the ability to transmit radiological studies at a significantly higher speed than currently possible. This would consist of the outright purchase of telemedicine robots, freestanding mobile telemedicine units and internet points of presence (POPs) for each facility. The telemedicine robots currently in use at two of our hospitals are being used by an Intensivist to assist in treating our more critical patients in the ICU. The freestanding telemedicine units would be open for consultative sessions with specializations not available locally, as well as potentially connecting our local physicians to our most underserved patients in the far reaches of our expansive county. Telemedicine units would also be used for educative teleconferencing, and avail our patients with hearing disabilities rapid access to interpreter services using ASL (American Sign Language). Funding would allow Mendocino County to both purchase the Telemedicine equipment and appropriately improve the infrastructure interconnecting the devices within the facilities, across the areas, and to the endpoints necessary. Due to lean economic times, most rural hospitals are in need of upgrading their infrastructure to optimize the connectivity of these units. To this end, Telemedicine can bring remote physicians to the bedside of patients in need of specialties not offered in today’s current environment. This enhances local services and benefits all of our residents. Ultimately, providing access to specialized services to Mendocino County residents via this optimally connected Telemedicine architecture, will improve critical access to specialized care in our significantly underserved communities. $1 million of the fully funded appropriation will be used to establish communication linkages among the County’s community clinics and hospitals to facilitate the exchange of patient information and clinical data, as well as ensuring that no duplication of Telemedicine services prevails throughout Mendocino County’s far-reaching communities. Together with the Alliance for Rural Community Health (ARCH), Mendocino County’s three hospitals will establish a collaborative Telemedicine network with the County’s six community clinics, capable of serving the most rural, underserved areas of the County. Telemedicine would allow our Mendocino County Hospitals access to specialties that would otherwise be unavailable, and can dramatically improve patient outcomes by responding to lifethreatening events during the “Golden hour,” when treatment is critical. This traffic capacity project will undoubtedly provide the necessary infrastructure needed to achieve a safer less congested corridor for Mendocino County residents. Description of the Project (no limit): In September 2007, the Mendocino Council of Governments (MCOG – Mendocino County’s Regional Transportation Planning Agency – RTPA) Technical Advisory Committee (TAC) reviewed a CalTrans study that identified two improvement options for the Simpson Lane and US Route 1 interchange. Citing concerns over the excess collision rate on both the northbound and southbound off-ramps, excess collision rates on the northbound on-ramp, excess collision rates on the northbound ramp intersection, excess collision rates on the freeway mainline in vicinity of ramp merging areas (particularly northbound) and congestion at northbound and southbound ramp intersections, the study recommended a roundabout project totaling $3,500,000 at this site. Mendocino County is a sparsely populated, rural county in northwest California. The County’s attributes include a large land area (3,500 square miles); some 1,019 miles of County maintained roads and 347 miles of State Highways. US Route 1 is a significant State Highway, as it is recognized as the “economic lifeline of the North Coast.” US Route 1 is one of three primary north-south arterials in California. It extends from Del Mar through all of coastal California, to Leggett in Mendocino County. US Route 1 serves the Coast of Mendocino County. Its alignment along the shoreline of the Pacific Ocean connects coastal communities in Mendocino County from Gualala to Westport. Description of the Project (no limit): National and worldwide events over the past year have underscored the need for the entire country to seek innovative and ecologically friendly ways of achieving energy independence. Resource-based industry, once a stalwart component of the region, has been declining precipitously in Mendocino County for over a decade. The stunning collapse of the fishing industry culminated in the total closure of the commercial salmon fishing season in 2008. The struggles experienced in the logging and timber industries throughout Northern California are vividly illustrated in the 2008 bankruptcy and dismantling of one of the largest mills in the county, due, in part, to the national decline in housing production. These unfortunate events have culminated in excess industrial capacity within the county. Mendocino County encompasses immense stands of commercial timber. Over the next 5 years, forest maturation will dramatically increase the amount of local timber available to market. These current industry practices result in high Green House Gas (GHG) releases. This Facility will create and support desperately needed jobs in a remote, rural economy, while augmenting both the local renewable energy portfolio and the nation’s energy independence. The Facility will provide a local market for hog fuel that is currently trucked long distances, and create market incentives for the responsible removal of forest fuel and logging by-product. Diminished heavy truck traffic, reduced reliance on non-renewable fuels for electrical generation, and the reduction in forest fuels disposed through burning or decomposition will reduce GHG in the environment. Additional benefits include the reduced consumption of diesel fuel and a significant reduction in roadway wear and tear. This concept of harnessing our renewable timberlands in an ecologically responsible manner is enjoying broad-based support within the community. However, outside funding is desperately needed to facilitate site selection, studies, and groundwork to bring this technology to fruition.
