VOLUME XXXV ISSUE Dedicated to guidance sportsmanship and fun

VOLUME XXXV, ISSUE 2 Dedicated to guidance, sportsmanship and fun www.playcbaa.com April 2008 Central Bucks Athletic Association Newsletter Spring for CBAA is a very busy time. Lacrosse has its annual Irish Skirmish the weekend of 4/26 and the travel soccer program will be hosting the Spring into Summer tournament the weekend of 6/7. Good luck to all of the CBAA teams that will be participating. The basketball program has just finished another highly successful season and is already gearing up for their outdoor season at Herbst. There are approximately 2,200 children enrolled in our spring activities this year. Every park and school field is needed to schedule practices and games. CBAA is very grateful that Central Bucks School District and Buckingham Township Parks and Recreation Department have been so generous with their field space. It also takes hundreds of volunteers to coach, line fields, do repair work and staff the tournaments. We would like to take this time to thank each of you for your efforts. CBAA is successful because of the fabulous volunteer base in this community. We have kicked off the Capital Fund Drive. The proceeds from this endeavor will be used to build a clubhouse at Herbst Complex. Plans include an indoor area large enough to provide space for basketball, lacrosse, and soccer practices. The clubhouse will also have a meeting room and storage garage. Information regarding this fund drive can be found at our website www.playcbaa.com. If you would like to be a part of this committee, please contact us. CB Lightning Lacrosse has a New Look in 2008 with Warrior – Go GREEN!!! The CB Lightning Lacrosse program continues to provide recreational opportunities for boys and girls of the Central Bucks area to play youth lacrosse. The Lightning Lacrosse program has over 450 players participating this season. The season got its official start with a spaghetti dinner at CB East the night before the season opener, March 28th. The dinner, served by the coaches, was attended by over 550 players and families. The players and coaches are ready to tackle another great lax season. The association was founded in 1973 as the Buckingham Athletic Association. It was affiliated with the Buckingham Park and Recreation Board. In 1982, BAA became an independent, non-profit organization with a 501-c3 tax exempt status. The association’s roots began with ninety children playing basketball at the Central Bucks School District Schools. Soccer followed in the fall with a U-12 program. We have come a long way since our early beginnings. Of course, over the years CBAA has experienced tremendous growth in the youth participation of all three sports and has reached a point where available facilities are insufficient to accommodate the demand. Anticipated population growth in the Central Bucks Community will only exasperate this challenge. CBAA and the Executive Board are committed to fulfilling the CBAA Motto: guidance, sportsmanship, and fun. We are committed to this motto! Dale CBAA COMMENT ON LAWSUIT OVER SOCCER NOISE CBAA Board had an opportunity to review the allegations made in the Complaint and believes the claims made by the Stellars are meritless. CBAA will request the court to dismiss the Complaint. The basis of the lawsuit is that sounds that emanate from spectators and participants at soccer games and practices organized by CBAA and played at Holicong Middle School are a violation of Buckingham Township's noise restrictions. The specific sounds are clapping, instructions to players, whistles and cheering. Under the Buckingham Township Noise Ordinance, in an Institutional District, the maximum daytime decibel level is 65 decibels, however, that level is increased by an additional 20 decibels higher for any sound source that emits “impulsive” sound. “Impulsive” sound is any sudden and spontaneous incitement to any unpremeditated action. That would include spontaneous cheering, whistles and instruction, whether at games or practice, none of which is premeditated, but the normal reaction to events when children get together for fun. Consequently, the spontaneously emitted sound levels would have to exceed 85 decibels for a violation of the Township’s Noise Ordinance. During 5 separate time periods, (totaling 1 hour and 40 minutes), when sound levels were measured, (Saturday midday & Thursday late afternoon), at no time did the levels exceed 85 decibels, and on approximately 2 dozen instances did sounds levels exceed 65 decibels, and in those instances, the duration was no more that 1-2 seconds. Essentially, in 1¾ hours, at the most, there was a total of 30 seconds when sound levels exceeded 65 decibels. CBAA sincerely appreciates the cooperation from the Central Bucks School District for stepping forward to make their fields and other facilities available for community youth sports and activities. By the way, these are the same youth who are students of Central Bucks School District, and utilize the same fields and facilities for their school-related sports and activities. What is all the more incredible is that the Stellars allege that they wanted the Buckingham Police to enforce the Noise Ordinance against the youth playing soccer, and to the Police Department’s credit, the Department declined to do so. The CBAA Board has instructed its counsel to file the appropriate motion with the Bucks County Court of Common Pleas to dismiss the action. Sports Can Have Its Comedy……….. Smart Soccer led by the one and only Neil Smart himself is starting our youngsters off right in the age 5 and 6 year old groups every Saturday morning at Herbst field. The U7 and U8 groups are benefiting from UK Elite trainers once a week before our own talented volunteer parent coaches get hold of them to throw in their wisdom. The U10 boys and girls are tearing it up at Herbst field all week with nary a goal kick to spare. Our intrepid U12 group is getting its direct and indirect kicks playing this Spring. Last, but not least, our co-ed senior league is making the most of this beautiful spring weather to forward their game down the field and score. CBAA is very grateful to all of the many volunteers that make us tick every season from the league coordinators, coaches, sponsors, field personnel, capital campaign, and one hour volunteers.
