No Child Left Behind Parental Notification Letters
The Maryland State Department of Education, in accordance with the No Child Left Behind (NCLB)
federal legislation, requires all Local Education Authorities (LEA) in Maryland to notify parents and legal
guardians of their right to request certification information about their children’s teachers. Similarly,
NCLB requires that all parents and legal guardians be notified in writing when their children have been
taught for four (4) or more consecutive weeks by a teacher or substitute who is not “highly qualified”.
In order to facilitate the notification process, the Department of Human Resources (HR) in collaboration
with the Information Technology Department (ITD) has prepared letters for all parents of students in your
school who have children taught by teachers who are not considered to be “highly qualified”.
These letters will be accessible for download and printing by school principals starting October 1, 2008 and
must be printed on school letterhead and mailed to parents on or before October 10, 2008. Please be sure to
maintain a file copy of all letters.
You will find the following documents on your HRMS Portal (Secured):
1. Principal Statement of Compliance – you will need to read the attestation statement and click
on the box to the left in order to proceed to enable and print your letters.
2. NHQ Letters - By clicking on the box you will automatically access and print the notification
letters for all parents of students being taught by teachers on your staff who are not “highly
qualified”. Please remember that although teachers may be professionally certified, they may
be termed “not highly qualified” if they are teaching outside of their area of certification.
Similarly, special educators are not considered to be “highly qualified” unless they hold
additional endorsements in content subjects, early childhood or elementary education.
3. Letter templates for:
a. Right to Request Teacher Info Letter - Notification letter for all other parents
advising them of their right to request and receive information regarding the
qualifications of their child’s teacher.
b. NHQ Letter - Non HQ notification letter for use on an as needed basis throughout the

The Baltimore City Public Schools ERP Portal Page opens.
Click on HRMS Portal (Secured) link and enter your user id and password.
From the Main Menu, click on the NHQ Letters to Parents button.
Check the attestation box and then click on the NHQ Letters to Parents button to generate letters.
