                                            DISABILITY EMPLOYMENT SERVICE (DES)
Position Title:
                                                 EMPLOYMENT CONSULTANT
Position reports to:
                           DES Regional Coordinator


                           Internal: Employment Consultants, Finance staff, DES Contract Manager


Key relationships:         External: Job seekers, Centrelink, Job Capacity Assessors (JCAs), Department of
                           Education, Employment & Workplace Relations (DEEWR), Community Organisations,
                           Service Providers (eg. Workplace Assessors, Health, Housing), Training Providers,
                           Employers


                           Essential: Excellent case management skills, counselling skills, computer and
                           administration skills, organisational skills, good level oral and written skills, police
                           check, drivers licence
Position requirements:

                           Desirable: Formal qualifications and/or experience in Allied Health, Employment
                           Services, Counselling, Marketing, Customer Service industries


                           To provide high quality employment services to a caseload of job seekers who have

Key Result Area (KRA) 1    Key Objective: To help individuals with disability, injury or a health condition to secure
                           and maintain suitable, sustainable employment, achieved through:

Provide employment            Assisting all participants including referrals, direct registrations, school leavers, Job
                               in Jeopardy (JIJ) participants, special class participants
services to job seekers
                              Conducting Initial Interviews face-to-face with the participant including gathering
                               relevant information for funding level determination
                              Working with the participant to develop an Employment Pathway Plan (EPP), with
                               regular review and updates to the EPP
                              Having regular face-to-face contact with the participant, including building a rapport
                               and advising DEEWR of any Change of Circumstances
                              Undertaking or arranging necessary assessments or evaluations of the participant
                               (eg. Functional capacity, Ongoing Support Assessments)
                              Providing services or interventions required to address the participant’s vocational
                               and non-vocational barriers to employment, including training and development
                               activities (in-house or external), Language, Literacy, Numeracy Program (LLNP),
                               Productivity Places Program (PPP), Unpaid Work Experience Trials (UWEP) etc
                              Monitoring the participant’s attendance at appointments and participation in
                               education or training (as set out in the participant’s EPP)
                              Managing the Compliance Framework (including participation failures, assessments
                               and compliance activities)
                              Assisting with job search (resumes, job applications, interview assistance) and job
                               placement (including preparation for work and on-site support if required)
                              Facilitate workplace assessments and modifications (eg. Wageline checks, OH&S,
                               SWS and WMS), as required
                              Provide Post Placement Support while a participant is progressing towards a 26
                               week employment outcome
                              Assess a participant’s need for Ongoing Support and provide services as required

                                 Arrange a JCA once the participant has received 18 months of service
                                 Completion of Exit Reports in a timely manner
                                Measurement:
                                 Job placements achieved
                                 13 and 26 week outcomes achieved


Key Result Area (KRA 2)         Key Objective: To ensure administrative and organisational requirements are
                                completed accurately and in a timely manner which will facilitate a high standard of
                                service delivery, achieved through:
Complete all
administrative/organisational     Maintaining knowledge of DES Program guidelines and bulletins
requirements                      Maintain appropriate records (eg file notes, documentary evidence for claims and
                                   program eligibility) as required by DEEWR Guidelines
                                 Completing and recording all job seeker contacts/updates on DEEWR IT system
                                   and internal database in a timely manner
                                 Completion of all documentation and reports required for service delivery (including
                                   personal timesheets, Job Seeker Account)
                                 Attendance and contribution at organisational meetings
                                 Undertaking relevant and recommended training
                                 Participation in Performance Appraisal
                                 Completion of record management requirements (eg. filing, archiving)
                                 Maintaining an organised, clean and tidy work station
                                 Undertaking incidental tasks as requested
                                Measurement:
                                 Accurate, thorough and appropriate records management
                                 Participation in organisational development activities

Key Result Area (KRA 3)         Key Objective: To establish and maintain a high profile of HES and DES services to
                                the local community, achieved through:

Participating in marketing,       Liaising and attendance at meetings with key stakeholders including Centrelink,
promotional and networking         DEEWR, training providers
activities                       Networking and attendance at local community organisation and provider events
                                   (eg. Chamber of Commerce meetings, expos)
                                 Participating in organisational marketing activities including hour of power, reverse
                                   marketing, cold calling, blanket marketing
                                 Informing employers of DES Employer Incentives including the Wage Subsidy
                                   Scheme, Employment Assistance Fund, Employer Support
                                 Measurement:
                                 Use of the range of Employer Incentives
                                 Attendance and contribution at ESA meetings and events

Key Result Area (KRA 4)         Key Objective: To achieve compliance in all areas and ensure that actions do not bring
                                HES, DEEWR or Employment Service delivery into disrepute, achieved through:

Compliance with legislative,       Complying and adhering to all relevant legislation [eg. Disability Service Standards
