IWP Initiatives Four Letters of Agreement have been signed with the Asian Development Bank (ADB) 1) Good Practices for Urban Water Management in Asia Case studies, detailed assessments and identifying a community of “good” practices of urban water management in eight Asian urban centres. 2) Executive Leadership Programme for City Water Managers In November 2008, the Institute of Water Policy at the Lee Kuan Yew School of Public Policy launched the first Executive Programme on Leadership in Water Governance. The programme aims to meet the needs of water utilities in Asia to cope with the new challenges of institutional, regulatory, and financial environments. Conducted in partnership with the Asian Development Bank (ADB) and PUB, Singapore’s national water agency, the overarching goal of the programme is to build capacity among policy makers and water sector managers to achieve sustainable water resources development. Over the programme span of two weeks, twenty executive participants from thirteen countries in Asia were exposed to good practices in water sector leadership and management, state-of-the-art developments in commercial and financial management, and practical experiences to water sector reforms in different parts of the world. The programme offered high-level discussions on five broad themes: Leadership in public sector, water governance and policy, finance, regulation, and the Singapore experience. 3) Regional Consultation Meeting on Improving Water Governance Conduct and preparation of background papers to be presented at the meeting in the second quarter of 2009 on (a) initial comparative analysis of the region’s water governance issues and opportunities (b) development of indicators to monitor in-country progress in improving water governance at local, project, sector and national levels and (c) introduction of specific water governance topics of relevance to the work of LKYSPP as a regional water knowledge hub. 4) Key Lessons Learnt and Good Practices for Water Resource, Urban Water and Wastewater Management The Operations Evaluation Department (OED) of ADB has requested IWP to assist in analyzing over 100 water projects reports of ADB and other multilateral agencies and draw lessons that can be used strategically to improve the performance of ongoing and newly developed water projects. A comprehensive report would be produced, which also includes the initial preparatory works for the Special Evaluation Study (SES) on the ADB’s Water Policy which OED will undertake in 2009.
