                An agenda information packet is available for public inspection in the
                Crowley Library. Citizens may fill out a “Citizen Participation” card to
                address the Council on any issue that are not a Public Hearing and are
                not listed on the agenda. Speakers are limited to three minutes.



WORK SESSION – 6:00 pm

           I.       DISCUSSION OF ITEMS LISTED ON THE AUGUST 16, 2007
                    REGULAR AGENDA.

   1   Discuss the minutes for the August 2, 2007 Regular Council Meeting of the City of
       Crowley.

   2   Discuss a resolution of the City Council of the City of Crowley authorizing the Mayor to
       execute a renewal agreement between the City of Crowley and Senior Citizen Services of
       Tarrant County, Inc. to provide a Congregate Meal Program to persons age 60 years or
       older and their spouse; Providing an effective date.

   3   Discuss a resolution of the City Council of the City of Crowley, Texas approving a gas
       well permit for the W. S Minerals #9-H well site; and providing an effective date. (Public
       Hearing)

   4   Discuss a resolution of the City of Crowley, Texas, denying the request of Atmos Energy
       Corp., Mid-Tex Division, for an annual gas reliability infrastructure program (GRIP) rate
       increase in this municipality, as a part of the company’s statewide gas utility distribution
       system; Supporting statutory reform of the Texas Grip Statute, Finding that the meeting
       at which this resolution is passed is open to the public; And providing for notice of this
       resolution to Atmos Energy Corp., Mid-Tex Division and the city's legislative delegation.

   5   Discuss a resolution of the City of Crowley, Texas requesting the Army Corps of
       Engineers to expedite an existing application (Corps Project #200500388) for the Pond
       Reclamation project in the Creekside Addition to eliminate the health issue of water
       backing up in the storm drain system.

   6   Discuss a resolution authorizing the Mayor to execute an interlocal agreement between
       the City of Crowley and Tarrant County for the reconstruction of several city streets within
       the City of Crowley; Providing an effective date.

   7   Discuss a resolution authorizing the Mayor to execute an agreement between the City of
       Crowley and the Crowley Independent School District to hire a school resource officer;
       Providing an effective date.

   8   Discuss a resolution of the City Council of the City of Crowley accepting the granting of a portion
       of land located in the Thomas W. Toler Survey, Abstract Number 1541, Tarrant County, Texas for
       Crime Control and Prevention purposes; Authorizing the execution of a general warranty deed; And
       providing an effective date.

   9   Discuss an ordinance of the City of Crowley altering the prima facie speed limits
       established for vehicles under the provisions of the transportation Code, Chapter 545,
       Section 545.356, upon the basis of an engineering and traffic investigation upon certain
       streets and highways, or parts thereof; within the corporate limits of the City of Crowley
       as set out in the Ordinance; and providing a penalty of a fine not to exceed $500.00 for
       violation of this ordinance.

   10 Discuss an ordinance by the City Council of the City of Crowley, Texas authorizing the
      issuance of “City of Crowley, Texas Tax Notes, Series 2007”, levying an annual ad
      valorem tax, within the limitations prescribed by law, for the payment of the notes;
      Prescribing the form, terms, conditions, and resolving other matters incident and related
      to the issuance, sale, and delivery of the notes; Authorizing the execution of a paying
      agent/registrar agreement and a purchase and investment letter; complying with the
      requirements of the depository trust company’s letter of representations; And providing
      an effective date and extending the financial advisory contract with Mark M. McLiney of
      Southwest Securities as required by MSRB rules.

   11 Discuss an ordinance vacating and abandoning certain alleys in the City of Crowley,
      Texas, subject to the reservation of a public utility easement in such vacated and
      abandoned property; Declaring that the property is unnecessary for use by the public;
      authorizing the mayor to execute a quitclaim deed releasing public ownership interest
      and control of such right-of-way, subject to the reservation of a public utility easement;
      Providing a severability clause; And providing an effective date.

   12 Discuss a replat (RP-07-02) for Lots 8, 9 & 10, Block 18 into Lot 9r, Block 18 as
      requested by Crowley Community Baptist Church.

   13 Discuss setting a public hearing on the 2007 tax rate as required by Section 5.05 of the
      Tax Code, also known as “Truth-In-Taxation”.

   X.         CLOSED SESSION

   Pursuant to Chapter 551, Texas Government Code, the Council reserves the right to convene
   in Executive Session(s), from time to time as deemed necessary during this meeting for any
   posted agenda item to receive advice from its attorney as permitted by law, or to discuss the
   following:

   A. Pending or Contemplated Litigation or to Seek the Advise of the City Attorney Pursuant to
      Section 551.071

   B. Possible Purchase, Exchange, Lease, or Value of Real Property Pursuant to Section
      551.072

             Discuss a lease agreement between the City of Crowley and Texas Midstream
              Gas Services for the installation of gas pipeline on city property; Providing an
              effective date.

   C. Personnel Matters (the Appointment, Employment, Evaluation, Reassignment, Duties,
      Discipline or Dismissal of Public Officers or Employees) Pursuant to Section 551.074

   D. Deliberation Regarding Economic Development Negotiations Pursuant to Section
      551.087

                 Reconvene into open session for possible action resulting from any items posted
                  and legally discussed in Closed Session.

   XII.       ADJOURNMENT
