INVITATION TO TENDER No. DAB / I / DUE ON 02 -04-2009
1. You are hereby invited to submit your Tender for the stores as
per specification and condition of schedule given in the tender
subject.
2. The contract resulting from this invitation to tender shall be
governed by Sindh purchase manual 1991.
3. The Tender quoting against this invitation to tender shall be
deemed to have read and understood the conditions therein and
particulars of the store and their specifications etc.
4. The Tender shall quote on the prescribed schedule to this
invitation to Tender on the basis indicated therein and shall
sign the certificate given therein. In case there is any deviation,
it should be clearly stated by the tender otherwise it will be
presumed that offer is strictly in accordance with the
requirements of the Tender Notice.
5. In the case of offers for supply of stores from within the
country price quoted shall be inclusive of all taxes (present &
future) duties and charges for packing, making and handling
etc…
6. The store is required for delivery as stated in the schedule. If
however, it is not possible to give delivery by the specified date
the tender shall give guaranteed date by which he can deliver
the store.
7. Failure to submit the Tender in the manner prescribed in the
invitation to Tender will render the same liable to be ignored.
8. The purchase does not pledge him the right of accepting the
full of part quantity offered & tender shall supply the same at
the quoted rate.

NOTE.
Rates should be quoted both in figures and words, on the free delivery at
consignees address and as per scheduled attached at annexure.
The deliveries of items/ stores are required immediately .The Tendered be able to
supply the items/Stores with in the period specified in the supply order
SPECIAL CONDITIONS
1. Conditions as per Tender Notice No. DAB/Equip/I, will remain
valid however Director Animal Breeding Sindh, Hyderabad
reserves the right to extend date & time of bid. Opening or
receiving the bids and to purchase all or part of store under the
Tender.
2. All firms whether registered or un-registered shall be required
to deposit earnest money equivalent to 2.5% of the value of
their offer which their Tender in the form of call deposit/pay
order in favour of Director Animal Breeding Sindh,
Hyderabad.
3. The successful tenders shall have to deposit security deposit as
under: -
Firms Registered with Industries department
Government of Sindh m 2.5% of the value of contract.
Firms un- registered with Industries Department
Government of Sindh 12.5% of the value of the contract.
4. Registered firms whose registration for the current financial
year is not be renewed by the due date of the Tender. Shall
furnish 12.5% as security deposit.
5. Any cutting /correction in bid form will make the quotation
invalid.
6. The bidder shall mention the validity of offer, terms of
payment, voluntary period and schedule of delivery.
7. Purchasing committee reserves the right to obtain clarification
from any bidder, in respect of items quoted by him. The replies
by the bidder will be recorded and will form part of bid
document.
8. Supply order / contract will be issued subject to the availability
of funds.
9. 100% payment shall be released on receipt of consignment in
full.
10. The contracting firm will be treated under the clause-12, 13 &
14 of Sindh Purchase Manual 1991& PPRA Rules accordingly
in case of failure in supply of stores, it shall be optioned to
purchase the stores else where without notice on account and
risk the contract.
11. The evaluation will be based on the name specification, and the
Purchase committee reserves the right to choose specification
at his discretion.
12. The tenders shall sign the below mentioned certificates while
quoting their rates failing which the tender/offer is liable to be
considered NON-RESPONSIVE.
13. The bid documents should be properly sealed and Tender No.
and of opening may be indicated on the envelop.
14. Price must be quoted in Pak Currency per accounting unit.
15. Bid must be supported with relevant literature, Broacher,
Specification etc…. and country of origin make brand should
be recorded on wards against the item.
16. The firms participated in the Tender must be registered with
SALES TAX DEPARTMENT and should mentioned their
sales tax registration No. along with copy of registration
certificate.
17. The firms participated in the Tender must be registered with
INDUSTRIES DEPARTMENT (SUPPLY
REGISTRATION WING) INCOME TAX DEPARTMENT
as may be and should mentioned their registration No. along
with copy of registration certificate.
18. Breakage/leakage during transport is the responsibility of
supplier
19. No. medicine, antibiotic, drugs and vaccine will be accepted
with the expiry less than 2 to 3 years.
20. The payment will be made to the supplier after deduction of
3.5% Income Tax on each supply on production of
receipt/certificate to the effect that the item received by the
respective Office / In charge of the stores of Animal breeding
Department to whom supply order is made.
21. All the rates quoted must be inclusive of all the taxes imposed
by the Government time-to-time 1-e GST etc.
22. In case for purchase of Liquid Nitrogen Gas containers, the
delivery must be delivered with full of Liquid Nitrogen gas
with probation period of two weeks in view to satisfy working
condition of containers.
23. The rates offered will be valid for the whole financial year
2008-09 up to(30-6-2009)
24. In accordance with existing PPRA Rules, procuring agency
reserves the rights to cancel one or all the tenders without
assigning reason if the tender is incomplete of defective.
25. All the firms are required to attached on affidavit on stamp
paper worth Rs: 20/- that their firms has not declare black
listed any Government.

The Tender Document containing detailed specification and other terms
and conditions shall be issued during the office hours in working days through payment
in favour of Director Animal Breeding Sindh Hyderabad.
The tender document will be issued from directorate of Animal Breeding Sindh
Hyderabad when the tender notice published in the newspaper and will be received up to 02-04-
2009.at 12.00 A.M
TERMS AND CONDITIONS
1. Tender is required to be furnished with earnest money of 2.5% of total value of the
each item of the bid in form of pay order/call deposit in favour of Director Animal
Breeding Sindh, Hyderabad.
2. Last date of receipt of tender is 02-04-2009 up to 12.00 Noon, which will be opened
on the same day at 1.00 pm in presence of interested bidders or their authorized
representatives before purchase committee.
3. The Procuring agency committee reserves the right to reject all or any bid under PPRA
rule.
4. The rate quoted must be valid up to 30-6--2009.
