RE: SANDON POINT NORTH RAIL CORRIDOR INTERFACE APPLICATION CONCEPT BRIDGE DESIGN SUBMISSION FOR BRIDGE OVER RAILWAY AT WREXHAM ROAD, THIRROUL
Further to our application for a new bridge over the rail at Wrexham Road, Thirroul and our subsequent meetings on 28 February 2007 and 8 March 2007, we enclose for your review the Concept Design Plans for the bridge including a preliminary staging plan outlining the work methods and targeting upcoming Railcorp track possessions dates. The concept design plans show provision for a future quadruplication of the rail line through this section of the rail corridor as per Railcorp’s advice at the meeting on 8 March in your Hurstville office. Supriya Mukherji (Railcorp) issued the future track possession dates and we request approval to ‘piggy-back’ onto the upcoming July and October 2007 possessions to enable critical tasks to be undertaken. The tasks will require all electrical power lines to be switched off and all train traffic to be stopped. We understand that there are additional track possessions after October and these may be needed if the construction program is delayed for any reason. We expect to have electrical designs submitted for approval by the end of April 2007 for the relocation of Railcorp’s 33kV high voltage lines that diagonally cross the rail at the Wrexham Road bridge location. We are aiming to undertake the relocation work in the 7 – 8 July 2007 track possession including the installation of construction hoardings (i.e. Stage 1 – refer plan 602100-010 Rev 1) Prior to the 13 -14 October 2007 track possession there will be a need to undertake preparatory works to the existing bridge to allow demolition works to be completed in the first day of that track possession. As such, there will be a need to undertake several minor track possessions in the times when the rail line is not being used, such as between 1am to 5am. The October track possession is critical and will be used for not only demolition of the existing bridge but also for the placement of the new bridge girders (i.e. Stage 3 – refer plan 602100-010 Rev 1). We will need all of the track possession time to perform both tasks, however if time does not allow for all the girders to be placed there will be a need for additional minor track possessions immediately following 14 October to finish the scheduled works.

As part of the overall application we request preparation of a Deed between Railcorp and Stockland Developments for works in the rail corridor from Wrexham Road, Thirroul to Point Street, Bulli. The works include demolition of the old bridge, construction of the new bridge as well as earthworks, construction of drainage swales etc along the corridor to ensure the proposed residential development does not adversely affect the rail corridor. The works will be sympathetic to the needs of Railcorp and will ensure that the corridor is accessible for maintenance purposes. Stockland has programmed the release of land from their first stage of Sandon Point North for May 2008. The bridge across the rail at Wrexham Road is on the critical path for this release date and we respectfully ask for your review and comments to be returned as soon as possible.
