A small sample of core competencies includes: * Knowing the effect that other state and local entities have on parole operations and the influence that parole may have on them; * Becoming an advocate for the development of common visions and approaches; * Understanding the value, operation and benefits of objective offender assessment tools and having the skills to apply existing instruments properly; and * Possessing the skills and abilities to develop effective media, legislative, and community outreach strategies. NIC hopes that in these times of extreme budget constraints, the Parole Essentials series will assist governors and those who appoint parole board members with the realization that informed decision-making can have a positive impact on public safety, offender behavior change and sound correctional funding.
