Consider the average college applicant, for example: 3.12 GPA, 21 on the ACT, trigonometry the highest math course taken, and chemistry the highest science course taken. "All high schools, but especially those that serve a large number of minority and lowincome students, must ensure that they are providing the courses and resources needed so their students are at least as prepared as the average college applicant," the report urges.
