Prospective Quoters:



The Department of Energy, Western Area Power Administration

(Western), invites you to submit a quote for “Centralized

Helicopter Maintenance Services” under Request for Quotes (RFQ)

#DE-RQ65-08WA39597. This solicitation is issued as a 100% small

business set-aside. The NAICS Code is 488190 with a size standard

of $6.5 million. Western anticipates awarding one or more fixed-

price requirements contract(s) comprising of one base year and four

option years.



This is a commercial item acquisition per FAR Part 12. The RFQ is

issued, quotes will be evaluated, and award will be made in

accordance with the simplified procedures authorized by Subpart

13.5 of the FAR. The enclosed RFQ consists of Standard Form (SF)

1449 and all listed attachments. Any clause or provision

incorporated by reference in this RFQ may be viewed in its entirety

at the following website: http://www.arnet.gov/far/. Quoted prices

must be shown in the SF1449 SCHEDULE and quoters are advised to

inspect the entire solicitation for certifications or other

information that may be required. Quoters must submit: (a) three

originally signed and dated completed copies of the SF1449

(complete Blocks 12, 17, 30a, 30b and 30c); (b) completed Schedule

B; (c) and any other completed clauses or provisions as indicated;

and any other information /attachments specified in the Schedule or

elsewhere in the RFQ.



This letter is not an integral part of the RFQ, which is a self-

contained, stand-alone document. In the event of any conflict

between the contents of this letter and the enclosed RFQ, the RFQ

language shall prevail.



In no event shall telephone discussions be construed as changes to

the solicitation or place conditions on the solicitation. Only

written amendments to the solicitation, issued by the Contracting

Officer, shall constitute a change to the solicitation or

specifications.

Quotes must be received at the address shown in Block 15 of the

SF1449 by the date and local time indicated in Block 8. Quotes may

be submitted by regular or express/overnight mail. Quotes

submitted electronically or by fax will not be accepted.



Note: Contractors must be registered in the Central Contractor

Registration (CCR) database (www.ccr.gov) to be eligible to receive

an award from any Federal agency. By submission of a quote, the

quoter acknowledges the requirement that a prospective awardee must

be registered in the CCR database prior to award, during

performance, and through final payment of any contract resulting

from this solicitation (see clause 52.204-7). In addition, each

contractor must complete its Online Representations and

Certifications Application (ORCA) electronically at

http://orca.bpn.gov, and update its Reps and Certs annually (see

clause 52.204-8).
