							The following letter was sent to representatives of the Fire Department of Seaside, POM Fire
Department, Department of the Army and MPUSD reps due to Parent Concerns and questions
over the Land Change-Over please review for your information.

Changes in the agreement between the City of Seaside Fire Department and POM Fire
Department could affect the emergency response to Marshall and Marshall West. We will be
holding a special Town Hall Style meeting on October 1st where Seaside Fire Chief Jerry
Wombacher and POM Fire Chief Jack Riso would like to come and talk about these changes and
their effect on our schools. They would like to take your questions and concerns.

It is vital that you attend if possible, to better understand the situation and quell some of the
concerns that the PTA has been hearing from parents. If you have any questions before this

About the possible changes to Marshall Elementary's emergency response

                                LETTER OF CONCERN

We, as an organization representing the parents and students of Marshall Elementary, are
writing to express our concern about the changes to our emergency services. We have
confirmation that the Presidio of Monterey/Ord Military Community Fire Department
will no longer be able to respond to the Marshall and Stillwell school sites even though
they are closer and have a more rapid response time.

We understand that these sites are officially covered by the City of Seaside Fire
Department and have always appreciated their quick and professional service. We also
know that up till now, both Fire Stations were able to respond through an automatic aid
agreement, providing us with the fastest possible service. The City of Seaside is now
attempting to discontinue this agreement.

We have not been given a clear reason why a change is being made at this time.
Information we have received includes: eventual rapid response from a Fire House that
has yet to be built, malfunctioning auto-dialers, and unfiled reports. To our parents and
children, however, the issue is that the emergency response time will be doubled while
services just down the street will be unable to help. Our children’s safety is not being
best served with this change.

Of course, once a new City of Seaside Fire Station is built on OMC, the change in service
would be transparent to our schools. We would like to appeal to the City of Seaside,
Monterey Peninsula Unified School District, and the Military Installation Command for
the current arrangement between Fire Departments to stand until our emergency coverage
would be unaltered by changes in the automatic aid agreement.
