AS I HAVE MOVED AROUND THE COMMUNITY OVER THE PAST FEW

MONTHS, CITIZENS THAT I HAVE ENCOUNTERED HAVE STOPPED AND

SHARED THEIR CONCERNS WITH ME REGARDING THEIR COUNTY

GOVERNMENT.



THEY HAVE ALL ENDED THEIR CONVERSATION BY WISHING ME

WELL AND TELLING ME THAT THEY ARE PRAYING FOR ME AND MY

FAMILY.

FORMER COLLEAGUES ON THE BOARD OF COMMISSIONERS. OVER

THE PAST EIGHT YEARS, I HAVE WORKED CLOSELY WITH YOU ON

IMPORTANT ISSUES RELATIVE TO THE OVERALL WELFARE OF OUR

COUNTY.



AS CEO, I PLEDGE TO GOVERN IN THE SAME COOPERATIVE SPIRIT

AND TO WORK TOGETHER TO SOLVE THE ISSUES THAT IMPACT THE

COUNTY AND THE LIVELIHOODS OF OUR CITIZENS. MY DOOR WILL

IT IS A STRONG AND PROGRESSIVE COUNTY WITH FORESIGHT AND

DETERMINATION. IN ITS PROUD HISTORY, THE PEOPLE OF DEKALB

HAVE SHOWN REMARKABLE VISION.


WHEN YOU CONSIDER THE OVERARCHING HEALTH CARE ISSUES

CONFRONTING OUR COUNTRY, DEKALB HAD THE VISION TO INVEST

IN A MAJOR PUBLIC HOSPITAL FOR ITS CITIZENS, GRADY MEMORIAL

HOSPITAL.


WHEN   YOU   CONSIDER   THE   SUBSTANTIAL      TRANSPORTATION

CHALLENGES CONFRONTING OUR REGION, DEKALB COUNTY HAD

THE VISION TO BECOME A PART OF MARTA. THE DECISIONS MADE

BY DEKALB’S GOVERNMENT AND ITS CITIZENS HAVE BEEN MAJOR

CONTRIBUTING FACTORS TO THE SUCCESS OF THE METROPOLITAN

ATLANTA AREA.


THOSE OF US SWORN INTO OFFICE TODAY ARE THE BENEFICIARIES

OF A RICH TRADITION THAT WE SHOULD OBSERVE AND HONOR.


WE LIVE IN A TIME WHERE THE CHALLENGES BEFORE US ARE

IMMENSE.

ALTHOUGH   WE   ARE   IN   THE   MIDST   OF     TURBULENT                    AND

FRIGHTENING ECONOMIC TIMES WITH UNPRECEDENTED LEVELS OF

HOME FORECLOSURES, RISING UNEMPLOYMENT, AND A NATIONAL

ECONOMIC RECESSION, I STAND BEFORE YOU THIS DAY AND SAY

WITH EVERY CONFIDENCE THAT A BRIGHTER FUTURE IS ON THE

HORIZON FOR DEKALB COUNTY.


WE ARE GOING TO IMPROVE THE LIVES OF OUR CITIZENS AND WE

ARE GOING TO MOVE DEKALB FORWARD.


IT IS MY HONOR AND DISTINCT PLEASURE TO BE SWORN INTO

OFFICE TODAY WITH THE TALENTED AND COMMITTED INDIVIDUALS

THAT YOU HAVE ENTRUSTED, ALONG WITH ME, TO REPRESENT YOU

AND DEKALB COUNTY.


FOR MANY YEARS, THE TRADITION IN DEKALB COUNTY HAS BEEN

FOR EACH ELECTED OFFICIAL TO BE SWORN INTO OFFICE IN THEIR

OWN INDIVIDUAL CEREMONY.


THIS YEAR, WE HAVE ESTABLISHED WHAT I HOPE WILL BECOME A

NEW AND ENDURING TRADITION – A UNITY SWEARING IN.

AN EVENT WHERE ALL OF THE ELECTED OFFICIALS ON THE SAME

DATE, AT THE SAME TIME, IN THE SAME PLACE, MAKE THEIR VOWS

OF PUBLIC SERVICE AND COMMITMENT TO YOU FOR THE PUBLIC

OFFICE THAT THEY HOLD.


OUR JOINT SWEARING IN TODAY INVOKES THE CONCEPT OF UNITY

ON A CEREMONIAL AND SYMBOLIC LEVEL.    BUT UNITY IS MORE

THAN A SYMBOL.   IT IS THE CHALLENGE THAT FLOWS TO EACH

ELECTED OFFICIAL THAT HAS TAKEN AN OATH TODAY.


SO MY MESSAGE TODAY IS TO EMBRACE THE MEANING OF UNITY

AND WHAT IT MEANS IN THE CONTEXT OF JOINT PUBLIC SERVICE.

LET ME SHARE FOUR POINTS THIS MORNING ABOUT THE MEANING

AND IMPORTANCE OF UNITY.


  1. FIRST, AS ELECTED OFFICIALS, WE ARE UNITED IN OUR

    SERVICE TO THE 740,000 RESIDENTS OF DEKALB, AND WE

    SHOULD ALWAYS SERVE WITH A SPIRIT OF HUMILITY FOR THE

    SOLEMN RESPONSIBILITY WE HAVE ACCEPTED TODAY.

TOO OFTEN, WE ELECTED OFFICIALS LOSE SIGHT OF OUR ROLE

AS PUBLIC SERVANTS. A MINDSET CAN QUICKLY TAKE HOLD

THAT OUR PUBLIC SERVICE IS ABOUT US AS INDIVIDUALS. IT IS

NOT.


PUBLIC SERVICE AND PUBLIC TRUST ARE NOT ABOUT ELECTED

OFFICIALS AS INDIVIDUALS. IT IS ABOUT THE PEOPLE THAT WE

JOINTLY SERVE AND ABOUT ADDRESSING THEIR NEEDS.


WE MAY SOMETIMES BE TREATED AS DIGNITARIES AS WE

MOVE ABOUT THE COUNTY, RECEIVE SPECIAL SEATING AT

OFFICIAL EVENTS, AND DEFERENCE AND RESPECT FROM

CITIZENS IN PUBLIC SETTINGS.    BUT THE FUNDAMENTAL

EQUATION NEVER CHANGES.


WE ARE TRUSTEES OF THE PUBLIC THAT WE SERVE. WE DO

NOT OWN THE OFFICES WE HOLD.           INSTEAD WE ARE

ENTRUSTED WITH THEM FOR WHAT IS ALWAYS REVEALED TO

BE A BRIEF PERIOD OF TIME.

  I RESOLVE THIS MORNING TO ALWAYS KEEP IN MIND THAT THE

  SAME DEKALB RESIDENTS I SERVE AS CHIEF EXECUTIVE

  OFFICER ARE THE SAME DEKALB RESIDENTS EACH OF THESE

  ELECTED OFFICIALS HERE TODAY SERVES IN HIS OR HER

  PUBLIC   CAPACITY.      “WE   ARE    UNITED               IN         OUR

  CONSTITUENCY.”


2. MY SECOND POINT REGARDING UNITY FLOWS FROM THE FIRST

  POINT. BECAUSE WE SERVE A COMMON PEOPLE, OUR WORK AS

  ELECTED OFFICIALS IS INEXTRICABLY LINKED.


AS WE WORK, DAY TO DAY, WITHIN THE SPECIFIC SCOPE OF THE

OFFICE WE EACH HOLD, OUR WORK AFFECTS THE CHALLENGES

AND MISSIONS OF ONE ANOTHER.


THE WORK WE DO IN COUNTY GOVERNMENT TO BRING GREATER

ECONOMIC DEVELOPMENT TO DEKALB IS GOING TO AFFECT THE

PUBLIC SAFETY RESPONSIBILITIES OF OUR SHERIFF, DISTRICT

ATTORNEY, SOLICITOR GENERAL, AND JUDGES.

THE WORK THAT OUR BOARD OF EDUCATION DOES TO IMPROVE

THE ACADEMIC PERFORMANCE OF OUR CHILDREN DIRECTLY

AFFECTS WHAT ECONOMIC DEVELOPMENT OUR COUNTY CAN

ACHIEVE.


THE WORK THAT I, AS CEO, AND THE BOARD OF COMMISSIONERS

DO TO IMPROVE PUBLIC SAFETY AND CODE ENFORCEMENT IS

GOING TO AFFECT THE PROPERTY VALUES THROUGHOUT THE

COUNTY AND WORK OF THE TAX COMMISSIONERS OFFICE. “WE

ARE UNITED IN THE INTERCONNECTEDNESS OF OUR PUBLIC

SERVICE.”


3. MY   THIRD   POINT   REGARDING   UNITY       ADDRESSES                   THE

  NATURAL DIFFERENCES IN OPINION THAT EXIST AMONG

  HUMAN BEINGS.


  WE ALL SERVE A COMMON PEOPLE AND OUR WORK IS

  INEXTRICABLY LINKED. BUT HOW CAN WE HAVE UNITY, WHEN

  WE KNOW THAT THERE WILL BE INEVITABLE DISAGREEMENTS

  ABOUT POLICY AND ABOUT POLITICS?

THE ANSWER IS SIMPLE.   WE MUST ALL BE UNITED IN OUR

ASPIRATION TO FIND SOLUTIONS TO COMMON PROBLEMS, TO

FIND   COMMON    GROUND      EVEN     WHEN             THERE               ARE

DISAGREEMENTS,   AND    TO   NEVER    LET       OUR           POLITICAL

DIFFERENCES   BECOME    SO   LARGE,   SO      BITTER             AND          SO

ACRIMONIOUS THAT PROGRESS IN OUR COUNTY STOPS.


AS A CANDIDATE FOR CEO, I PROMISED TO BUILD A NEW

CONSENSUS FOR A BETTER DEKALB.


IN SEEKING TO FORGE THIS NEW CONSENSUS, I RECOGNIZE

THAT IT IS INHERENT AMONG DIFFERENT BRANCHES OF

GOVERNMENT AND AMONG DIFFERENT OFFICIALS FOR STRONG

AND SPIRITED DISAGREEMENTS TO ARISE.


HOWEVER, THESE DISAGREEMENTS SHOULD NEVER PRECLUDE

UNITY. UNITY IS NOT THE ABSENCE OF POLICY AND POLITICAL

DIFFERENCES; UNITY IS THE PRESENCE OF A COMMON

RESOLVE TO ADDRESS THE PROBLEMS THAT FACE OUR

COUNTY.

AGAIN, IT IS NOT ABOUT US, AS ELECTED OFFICIALS; IT IS

ABOUT THE NEEDS OF THE PEOPLE WE SERVE.


THE AMERICAN PEOPLE GAVE VOICE TO THIS SENTIMENT IN

THE RECENT NATIONAL ELECTION.


THERE WAS A MESSAGE IN THIS ELECTION THAT CITIZENS ARE

TIRED OF RANCOR AND DIVISION AMONG THE PEOPLE WHO

REPRESENT     THEM,   AS   PRESSING   PUBLIC           ISSUES             GO

UNRESOLVED.


THIS SAME SENTIMENT EXISTS ON THE LOCAL LEVEL, THE

SAME DESIRE FOR A DIFFERENT TENOR AND DIFFERENT STYLE

TO GOVERNMENTAL LEADERSHIP.


SO I PLEDGE TODAY TO DEKALB COUNTY AND TO MY FELLOW

ELECTED OFFICIALS THAT IN FULFILLING MY ROLE AS THE

COUNTY’S EXECUTIVE, I WILL ALWAYS RESPECT DIFFERENT

OPINIONS, I WILL ALWAYS BRING CIVILITY TO OUR PUBLIC

DEBATE, AND I WILL ALWAYS SEARCH FOR AREAS OF COMMON

GROUND. “WE CAN BE UNITED IN OUR ASPIRATION TO BUILD

A NEW CONSENSUS FOR A BETTER DEKALB.”

4. MY FINAL POINT ABOUT UNITY IS THIS. WE ARE ALL PART OF

  A GREATER WHOLE. DEKALB COUNTY IS A VERY IMPORTANT

  PART OF THE METROPOLITAN ATLANTA REGION. WE ARE THE

  SECOND MOST POPULOUS COUNTY IN THE STATE OF GEORGIA.


  OUR LOCAL COMMUNITY IS PART OF A DYNAMIC NATIONAL

  AND INTERNATIONAL COMMUNITY.


  GLOBALIZATION, AS AN ECONOMIC SYSTEM, HAS MADE ALL OF

  US CLOSER TO EACH OTHER, AND AS RECENT DIFFICULTIES

  HAVE    SHOWN,    IT    HAS   FINANCIALLY           CONNECTED

  COMMUNITIES TOGETHER FROM AROUND THE WORLD.


  THE    INTERNET   HAS    EXPANDED   OUR          ABILITY                TO

  COMMUNICATE INSTANTANEOUSLY AROUND THE GLOBE, AND

  THE SPEED OF TECHNOLOGICIAL ADVANCES IS ACCELERATING

  THE LINKAGES BETWEEN PEOPLE EVERYWHERE.


  HERE IN DEKALB, WE ARE BLESSED WITH THE MOST DIVERSE

  COUNTY IN THE STATE.

    OUR RACIAL, ETHNIC, RELIGIOUS, AND CULTURAL DIVERSITY

    IS ONE OF OUR GREAT STRENGTHS AND MUST BE SOMETHING

    UPON    WHICH    WE   BUILD   FOR    DEKALB’S             BRIGHTER

    TOMORROWS. “WE ARE UNITED AS PART OF A LARGER

    DIVERSE      COMMUNITY,       LOCALLY,            REGIONALLY,

    NATIONALLY, AND GLOBALLY.”


  5. YES, UNITY IS MORE THAN A CONCEPT AND MORE THAN A

    SYMBOL.     IT IS MORE THAN A FEEL GOOD WORD FOR AN

    OCCASION.    IT REPRESENTS A PHILOSOPHY OF DOING THE

    PEOPLE’S BUSINESS.


    WITH AN ACTIVE COMMITMENT TO THIS PHILOSOPHY OF

    UNITY, WE WILL HAVE BEFORE US A DEMANDING AGENDA,

    ONE THAT WILL REQUIRE THE CONTRIBUTIONS OF ALL OF US,

    ELECTED OFFICIALS AND CITIZENS.


AS A CANDIDATE FOR THIS OFFICE, I RAN ON A THEME TO MAKE THE

PRIORITIES OF THE CITIZENS OF DEKALB THE PRIORITIES OF ITS CEO

AND COUNTY GOVERNMENT.

OUR PLATFORM INCLUDED ACHIEVING A SAFER DEKALB, BUILDING

STRONGER NEIGHBORHOODS, CREATING A FISCALLY ACCOUNTABLE

AND MORE EFFICIENT COUNTY GOVERNMENT, AND UNITING THE

CITIZENS OF DEKALB.


AS WE MOVE FORWARD IN GOVERNING THE COUNTY, MY GOAL IS

TO IMPLEMENT THESE PROMISES. WE MUST BE RELENTLESS IN OUR

RESOLVE TO STEM DEKALB’S RISING CRIME RATE. PUBLIC SAFETY

WILL BE MY TOP PRIORITY.


OUR ADMINISTRATION WILL WORK TO STRENGTHEN DEKALB’S

POLICE DEPARTMENT AND TO DO A MUCH BETTER JOB OF

RETAINING OUR POLICE OFFICERS.


WE ARE COMMITTED TO A MULTI-JURISDICTIONAL APPROACH THAT

SEEKS TO COMBINE THE EFFORTS OF OTHER AGENCIES, INCLUDING

THE POLICE DEPARTMENTS OF DEKALB MUNICIPALITIES, TO

COORDINATE OUR FIGHT AGAINST CRIME.

WE WILL WORK WITH THE DEKALB BOARD OF EDUCATION TO

PROVIDE A GROWING NUMBER OF CONSTRUCTIVE RECREATIONAL

OUTLETS FOR OUR CHILDREN AS A WAY OF KEEPING OUR YOUTH

OUT OF TROUBLE AND OUT OF THE CRIMINAL JUSTICE SYSTEM.


WE WILL IMPROVE OUR COUNTY’S FINANCES. WE WILL CLOSE OUR

BUDGET GAP AND WE WILL DO SO WITH AN EYE TOWARDS LONG

TERM STABILITY.


WE   WILL   ALWAYS   BE   GUIDED   BY   THE      PRINCIPLE                 THAT

GOVERNMENT MUST TIGHTEN ITS BELT, BEFORE ASKING MORE

FROM ITS CITIZENS.


WE WILL STRENGTHEN OUR NEIGHBORHOODS.             IN KEEPING OUR

FOCUS ON THE CITIZENS, WE WILL BE MINDFUL OF IMPROVING

COMMUNITIES.


WE WILL BRING RENEWED THOUGHTFULNESS TO OUR LAND USE

POLICIES, WE WILL REQUIRE STRICT CODE ENFORCEMENT, AND WE

WILL GIVE OUR NEIGHBORHOODS A GREATER VOICE THAN EVER

BEFORE IN COUNTY GOVERNMENT.

WE WILL WORK CLOSELY AND SUPPORTIVELY WITH ALL OF

DEKALB’S MUNICIPALITIES. AS A COUNTY GOVERNMENT, WE HAVE

A VESTED INTEREST IN THE SUCCESS OF THESE COMMUNITIES.


AND WE WILL INVEST IN OUR SENIORS. THEY BRING WISDOM AND

ENRICH OUR COMMUNITY.


OUR WORK IS AT HAND. I ASK EACH INDIVIDUAL IN THIS COUNTY

TO PARTICIPATE AND TO HELP US BUILD THE NEW CONSENSUS FOR

A BETTER DEKALB.


WE MUST COORDINATE, WE MUST COOPERATE AND WE MUST

COLLABORATE FOR OUR BRIGHTER FUTURE.
