PRESENTATION OF THE “2008 STATUS OF THE CITY REPORT – GREENSBORO,
NC ON METRICS 2006” (Dr. Keith Debbage, UNCG)

I.     CONSENT AGENDA

       A.     BUDGET AMENDMENTS

                1. Amend the Social Services Department's 07-08 budget in the amount of
                   $ 96,879. The NC Dept. of Health and Human Services - Division of
                   Social Services has sent Guilford County a revised funding
                   authorization for FY 07-08 for federal low income home energy
                   assistance. NO ADDITIONAL COUNTY FUNDS REQUIRED. (Robert

B.   CONTRACTS

      1. Award contract to lowest responsible bidder Boiler Masters, Inc., in the
         amount of $459,000 for the purchase and installation of two (2) 300 ton
         air cooled chillers for the Courthouse located at 201 S. Eugene St. NO
         ADDITIONAL COUNTY FUNDS NEEDED. (Fred Jones)

      2. Approve purchase of one (1) 250 ton chiller from lowest responsible
         bidder Johnson Controls, Inc. in the amount of $105,300 for
         replacement chiller at Evergreens Nursing Home located at 4007 W.
         Wendover Ave. Approve the transfer of $30,198 of maintenance funds
         from various departments and the transfer of $75,102 from the
         Manager's Contingency to Property Management/Courts and Facilities.

      3. Approve five year contract with a maximum financial exposure of
         $800,000 to BD Diagnostics for the provision of amplified DNA probe
         testing for Neisseria gonorrhea (GC) and Chlamydia Trachomatis (CT),
         effective June 1, 2008. Funds are included in the current and FY 09
         Public Health Budget. (Ken Carter)

      4. Board approval for BRC Mt. Hope, LLC, to contract for engineering
         design and construction of a water and sewer main across the property
         located along Knox Road, Birch Creek Road and Mt Hope Church
         Road, identified as ACL No. 4-247-304-S-4, 15 & 22, 4-247-303-27 and
         4-247-337-SE-10 with County participation for oversizing not to exceed
         $53,764.00. Design and construction to be per Greensboro
         specifications and as approved by Greensboro Water Resources.
         Appropriate $53,764.00 from Greensboro Water and Sewer Trust into
         Greensboro Private Extension 822300-53670. Note: Approval by the
         Board of Commissioners is contingent upon Greensboro City Council
         Approval. FUNDING FROM GREENSBORO WATER AND SEWER

C.   MISCELLANEOUS

      1. Authorize Manager to sign Use/Encroachment Agreement with the City
         of Greensboro for joint property owned at the new Lake Townsend
         Dam. The City needs to construct a gravel access road in the Duke
         Power Right-of-Way. NO FUNDS INVOLVED. (David Grantham)

      2. Authorize staff to proceed with the steps necessary to acquire full
         interest in the "Bryan Park Guilford County", located in the Brown
         Summit community. The County Parks and Recreation Commission
         has recommended approval of this acquisition. (David Grantham)

3. Accept the donation of Hagan-Stone Park from the City of Greensboro
   and authorize staff to proceed with the deed transfer. Authorize staff to
   negotiate an agreement with the City of Greensboro to operate the
   park. The County Parks and Recreation Commission has recommended
   approval of this acquisition. (David Grantham)

4. Adopt resolution providing support and permission for the Town of
   Jamestown to pursue expansion of extraterritorial jurisdiction (ETJ)
   into three areas totaling approximately 1,219 acres. Supporting
   materials and maps are attached for the Board's reference. (K. Greg
   Niles)

5. Adopt resolution certifying the election results as provided in the
   Certificate of Canvass of the Guilford County Board of Elections
   canvassing the referendum held on May 6, 2008 for Guilford County,
   North Carolina for $45,000,000 Eastern Guilford High School,
   $114,615,000 Law Enforcement Facilities, $20,200,000 Park and
   Recreation Facilities, $79,500,000 Community College Facilities, and
   $412,315,000 School Facilities bonds. (Brenda Fox)

6. Appoint Commissioner Paul Gibson as Voting Delegate and Vice
   Chairman Kay Cashion as the Alternate Voting Delegate for the 2008
   NACo Annual Conference. (Chairman Perkins)

7. Approve the following Tax Matters: (Francis Kinlaw)

     b. Beverage Licenses
     c. Collection Reports

8. Approve minutes of the following County Commissioners’ Meetings:

II.    PUBLIC HEARINGS
       (At hearings, proponents shall be heard first and shall be provided a total of 20 minutes
       not withstanding the number of persons desiring to be heard. Opponents shall be heard
       after the proponents and shall be provided a total of 20 minutes notwithstanding the
       number of persons desiring to be heard. Each side will be allowed three (3) minutes in
       rebuttal.)

       A.     Conduct public hearing and consider adoption of ordinance designating the
              Ludwick Summers House, located at 6420 Woellner’s Way, Gibsonville, a
              Guilford County historic landmark. (K. Greg Niles)

       B.     Conduct public hearing and consider adoption of Updated Airport Area
              Plan as presented to reflect current jurisdictional boundaries, roadway
              improvements (existing and proposed), and emerging commercial areas.

       C.     Conduct public hearing and consider adoption of the proposed 2008-2009
              Secondary Road Construction Program for Guilford County.

III.   HEAR BUDGET MESSAGE FROM COUNTY MANAGER, DAVID MCNEILL,
       TO BE FILED WITH CLERK FOR PUBLIC INSPECTION AND SET PUBLIC
       HEARING ON BUDGET AT 5:30 P.M. ON JUNE 5, 2008.

IV.    UNFINISHED BUSINESS

       A.     Authorize 10 year lease with two 5-year renewal options for the BB&T
              property located adjacent to the Old Courthouse at 201 West Market Street.
              The purchase contract included a leaseback of 6,696 square feet to BB&T for
              the continued operation of a branch bank on the first floor. The leaseback
              will generate $2,562,448.12 in revenue for Guilford County if all renewal
              options are exercised. State law requires that the lease be advertised for
              upset bids and no upset bids were received. Postponed from May 1, 2008
              meeting. (David Grantham)

       B.     Hear update on the proposed changes to existing payroll practices,
              procedures and policies and new Lawson software and reports to convert
              from a monthly to bi-weekly pay with proposed transition options. Postponed
              from the May 1, 2008 Board meeting. (Barbara Weaver)

V.     NEW BUSINESS

       A.     Hear presentation from Republic Waste Services - Increase in rates for
              garbage collection and recycling services in the unincorporated areas of
              Guilford County. Last rate increase was January 1, 1999. Republic is also
              requesting to extend license to collect garbage in unincorporated Guilford

              County through December 31, 2012. Consideration and adoption of a
              Resolution Authorizing An Increase in Rates Charged by Garbage Collectors
              in Unincorporated Guilford County. Consideration and approval of an
              extension of licenses currently held by garbage collectors in Guilford County
              (license term - January 1, 2008 until December 31, 2008) until December 31,
              2012. If approved, the license term for those garbage collectors currently
              licensed in Guilford County would be January 1, 2008 until December 31,
              2012. These collectors are: Handy's Garbage Service, Inc.; Joe's Sanitation
              Service; Jenkins Waste Management, Inc.; Republic Services of North
              Carolina, LLC; Waste Industries, Inc.; and Waste Management of the
              Piedmont, Inc. (Betty Garrett)

       B.     Consider Resolution Supporting 1-Cent Local Sales Tax for Education.
