I am writing to urge the inclusion of a reemployment initiative in the economic stimulus
package that could help 4 million workers find jobs through Reemployment Service
(RES) Grants and Wagner-Peyser employment services. Such an effort is timely,
temporary and targeted by providing intensive assistance to the recently unemployed.
An investment of $500 million for Reemployment Service Grants would assist 1.4
million unemployment insurance (UI) claimants get back to work. These grants provide
job search tools, early intervention services, career guidance, job referrals, and training
referrals for UI claimants who currently do not receive these services. Indeed, the
reemployment initiative is actually a cost savings because it decreases the duration of UI
benefits claimants by an average of two weeks and will save the UI system about $840
million in benefit outlays.
The additional $200 million for the Wagner-Peyser Act will provide labor exchange
services for 3 million job-seekers at a cost of about $60 per person and help to reverse the
devastating cuts labor exchange services have recently absorbed. With benefit-cost ratios
of around $2 to $1, reemployment services offer highly effective tools through web-based
national labor exchange job listings, state job banks, rapid response to unpredictable
worker dislocations, and labor market information.

The reemployment initiative helps reconnect the Unemployment Insurance system and
labor exchange services; a relationship which has eroded in our state and others as we
have moved towards remote claims processing, i.e., on-line filing and call centers for UI
claimants. The initiative also will connect job-seekers to the thousands of job openings
available through our state workforce agencies.
As you consider the elements of an economic stimulus proposal we believe this
reemployment effort would be of great value and merits your strong support.
