               ARC Evaluation Overview

   All users must have a vPC-GR account
   Raters will coordinate on, monitor and submit an
    evaluation to ARPC.
   Routing workflow through vPC-GR Dashboard
   Roles assigned within Dashboard by Role
    Administrator (except Rater and Ratee)
   Routing may be submitted by vPC-GR role,
    Individual or both
   E-signature & Wet Ink signature supported

Enter the vPC-GR
 Dashboard and
    select the
 „Worklist‟ tab to
begin coordination
on an Evaluation.

                       Rater Receives Pending Coordination



  Rater can view
     pending
 coordination. To
open, click on and
highlight the entry
 then click „Open
  Coordination.‟

                              Display Shell

 When the Rater
       opens
coordination on an
    Evaluation
 Application, they
  should click on
 and highlight the
shell, then click on
   the „Display‟
       button



      Note the
  Instructions link
  on the top of the
    page. It will
 provide additional
information to help
   you submit the
     evaluation.

                       Coordination Remarks – Not Rater
If it is determined that
     you are not the
correct Rater, use the
Coordinator Remarks
     area to add the
statement – “I am not
the rater” (type it in or
use the drop down to
   select the canned
     statement) then
     select either the
 „Return to:‟ “MPF” or
    “CSS” option and
         „Submit‟.
      A message will
 appear that the MPF
  has been notified in
  their Worklist of the
  discrepancy. If you
  are the correct rater
       then you may
continue coordination.

      (EPRs) or
MPFM 07-45 (OPRs)
  when drafting the
        form.
Recommend that you

                    Additional Attachment Field
    An additional
 attachment field is
      part of the
application to insert
  any documents
    related to the
  evaluation. AF
     Form 77 (for
     officers), or
  Referral Letters
    and Rebuttal
Letters for Referral
EPR/OPRs may be
     added here.
  These attached
  documents must
   conform to the
    guidelines of
  AFI36-2406 and
 MPFM 07-44 and
        07-45.

                         Referral Reports
   Referral reports may be coordinated through vPC-GR
    Evaluation Capability (Ref.: AFI 36-2406, para. 3.9, figure 3.1)
   Referral report (IMT) must have “Wet” ink signatures
        Follow “certified true copy” requirements
   Referral reports (IMT) must be scanned and uploaded to vPC-
    GR, EPR/OPR Attachment field
      Single PDF file, (should not to exceed 918 KB)
      Black & White (no color), Medium Output Quality and 300 dpi.
   Source and reference documents must be scanned and
    attached in “Additional Attachments” field on vPC-GR
    Coordination form
      Up to five (5) attachments, 5 MB each
      Recommended: Black & White (no color), Medium Output Quality
       and 300 dpi.
      Follow “certified true copy” requirement for each signature page
      All copies must be readable

             Coordination and Signing


   The Evaluation will continue in coordination until the
    rater, additional rater, and commander are satisfied
    with the draft report. (See Coordinator Roles tutorial
    for details.)
   Signatures may not be added to the final draft until
    after the close-out date.

       When the
 evaluation is ready

                           Signing the IMT


E-sign the IMT by
  clicking on the

you are unable to
 use e-signature
then you will have
   to use a wet
     signature.

                             Signing Evaluations

•Digital signatures must be used for all
evaluators and reviewers.

•Once a digital signature has been applied, it
cannot be deleted.

•If one evaluator or reviewer is unable to use a
digital signature, then all evaluators and
reviewers must hand sign and date the report.

•Forms must be digitally signed with a
Common Access Card (CAC). In the few
instances where CACs or CAC reader access
is not available a “Wet” ink signature will be
required.

•If a report is a referral, wet ink signatures on
the hard copy of the report will be required.
“Wet” ink signatures will be required on all
referral reports.

                         E-Signature & Validation




 The following pop-ups will
appear, follow this process to
   digitally sign the IMT.

1. Digital Signature Viewer -
         Select Sign

  2. Select Your Signature
Identity – Select your name
from the list and click okay.

3. Digital Signature Viewer -
 Select OK to use valid e-
          signature.

                 Final Signatures - Digital
Remember:
   Digital signatures must be used for all evaluators and reviewers.
    (If one evaluator or reviewer is unable to access digital signature,
    all evaluators and reviewers must hand sign and date the report.)
   Once a digital signature has been applied, it cannot be deleted.

On another note:
   When the evaluation has been “Completed,” it may be pulled from
    ARMS and filed in records, if UPRG’s are still maintained at base
    level (No e-Records).
   Reports will only be received through vPC-GR or CMS (PIRR,
    IMAs, LEAD personnel) to ARPC- Duplicate copies will not be
    accepted
        E-mail inquiries for time sensitive reports with vPC-GR issue number
         (EVR*******), Name and Close Out date to ARPC/DPBR
        DO NOT attach EPR/OPR to e-mail

    your system)--
  browse to find the
    specific file and

    to the Updated
   Attachment area.
   Click on the „Add‟
  button. Then enter
remarks (type them in

the drop down menu)
  in the Coordinator
     Remarks box.

                              Remarks/Roles


     The Rater/
  Additional Rater
now uses the Role
drop down menu or
   selects the next
  coordinator from
  vPC/-GR Search
who needs to sign
 the final draft IMT.

 Click the „Submit‟
button. A message
will appear stating
    that the next
  coordinator has
 been notified give
 the option to view
   the summary
       report.

                   Final Signature


   Signatures will continue to be collected before the
    Evaluation is finally returned to the Rater. (See
    Coordinator tutorial for details.)
   The Rater will set up a feedback session and collect
    the Ratee’s signature.

                Final Signatures – Wet Ink
   MPF/MPE or CSS may provide assistance to complete “Wet” ink
    evaluations
   In few instances when CACs or CAC reader access is not
    available, or if a report is a referral, wet ink signatures on the hard
    copy of the report will be required.
      “Wet” ink signatures will be required on all referral reports.
      Dates for all “Wet” ink signed evaluations will be “Handwritten.”
      “Certified true copy” is required IAW AFI 36-2406, para. 3.8.13.2 and
       para. 3.8.13.3 by Chief, Career Enhancement or designated NCOIC
      Improperly certified evaluations will be returned to the rater


   “Wet” ink signature evaluations must be scanned to upload to
    ARPC
      Scan evaluations to a single PDF file, (should not to exceed 918 KB)
      Recommended settings are Black & White (no color), Medium Output
       Quality and 300 dpi.
      Always check for readability – low quality reports will be returned

   Wet Ink Signature – Certified True Copy
   For wet ink signature or
   reproduced reports, the
 EPR/OPR must be “Certified
True Copy” in accordance with
  AFI 36-2406, para 3.8.13.2
  and 3.8.13.3. Certified true
copies must be certified by the
 Chief, Career Enhancement
   (or designated NCOIC)

To certify copies; enter in the
front left margin of the report
and all attached documents,
the statement “Certified True
   Copy” with the certifying
    official‟s grade, name,
signature, duty title, unit, and

                           Rater Coordination

    Rater opens
   coordination.
Check the IMT and
verify all signatures
have been collected
and that the form is

                                Upload IMT

  acknowledgement
 statement which will
     populate the

                                Submit to ARPC


The Ratee will chose one of
the following options:
1) Acknowledge receipt and
digitally signed OPR/EPR.
Action: For AFR - report will
automatically be forwarded
to ARPC. For ANG - report
will automatically be
forwarded back to rater for
submission to ARPC.
2) Acknowledge receipt and
will come see rater for wet
signature.
Action: AFR/ANG - report
will automatically be
returned back to rater to
obtain wet signature.

                                     Submit to ARPC

If the Ratee declines to sign
OPR/EPR, the report will
automatically be forwarded to
rater. Rater will then select
"Member declines to sign" and
rater digitally signs report. They
will then submit the report to
ARPC.

If the Ratee does not
acknowledge receipt or does not
take any action within 30 days
from the date the report was
forwarded, the system will
automatically return it back to
the rater. The rater will need to
select "Member unable to sign"
and digitally sign the report for
the ratee. It will then be
submitted to ARPC.
