Background UNDP Southern Sudan Office is Principal Recipient (PR) for the Global Fund to Fight AIDS, Tuberculosis (TB) and Malaria (GFATM) grants awarded to Southern Sudan. UNDP has signed four Grant Agreements (GAs) to support the fight against HIV/AIDS, Tuberculosis, and Malaria. In this regard, UNDP Southern Sudan is undertaking a procurement process to select service providers (NGOs, firms, etc.) who will work in the following programs, namely “Malaria Control Program”, “Prevention and Control of Tuberculosis”, “HIV/AIDS Prevention and Care Service”, “TB/HIV Collaborative Services” and “Procurement and Supply Chain Management Service” Objectives For the purpose of accountability in line with the requirements of the Grant Agreements, UNDP conducts assessments of all prospective sub-recipients to ensure that all entities meet the minimum capacity requirements in the following four areas: Institutional and Programmatic, Financial Management and Systems, Monitoring and Evaluation, and Procurement and Supplies Management.. Under the overall supervision and guidance of HIV/AIDS Advisor and Procurement and Supplies Management Specialist of Southern Sudan Office, the consultants will perform the tasks indicated below. The consultancy will result in following outputs: • Conduct capacity assessments of the proposing sub-recipients in line with the Global Fund procedure, addressing Institutional and Programmatic, Financial Management and Systems, Monitoring and Evaluation, and Procurement and Supplies Management capacity, as appropriate. Prepare capacity assessment report in accordance with formality prepared by the Global Fund, addressing the four areas above, as appropriate. Ensure timely and complete reporting is strictly required.

Required Qualifications • • • • • Advanced university degree, preferably in Finance, Business Administration, Public Health, Economics, or a related area. Seven years work experience, preferably in Finance, Business Administration, Public Health, Economics or Procurement and Supply Chain Management. The work experience under Global Fund program is strong asset. Background in organization development and Training and research Excellent written and spoken English and the ability to draft substantive reports required. Excellent knowledge of computer software applications, Excel, Microsoft word, and Internet a must
