The Douglas County, Georgia, Board of Commissioners offers for purchase one
property currently held in trust for the public use. The property is being offered
for a lump sum price. This advertisement for a lump sum bid for vacant
property, covers 1.6 acres of vacant land located at the southeasterly corner of
Skyview Drive and Maxham Road, in unincorporated Douglas County, GA. This
advertisement includes all grounds, furnishings therein, and attachments thereto,
all in there current state or condition of repair or disrepair, operation or
inoperation. The bid will be for ―as is‖ condition, and the Douglas County,
Georgia, Board of Commissioners does not warrant any condition of any the
property, grounds, structure, foundation, any system that may or may not be
located on the property. The property is described as follows:

(1)     ―Maxham/Skyview Property‖
        Abbreviated Legal Description:            Tax Parcel No. 0522-182-0003,
                                                  Land Lots 480, 522 and 523 of
                                                  the 18th District, 2nd Section,
                                                  owned by Douglas County,
                                                  Georgia.

        Property Description:                     1.6718 acres of vacant land.
                                                  The land is mostly wooded with
                                                  small pines, and the topography
                                                  is fairly level.


        Zoning:                                   Based on the Zoning Ordinance
                                                  of Douglas County, GA the
                                                  property is zoned PUD, Planned
                                                  Unit Development

        Utilities:                                Served by all public utilities

        Flood Plain:                              Property is not located within the
                                                  100-year flood plain.
A pre-bidders conference has been scheduled for this requirement, on Tuesday,
August 28, 2007, at 2:00 p.m., local time, in the Purchasing Bid Opening
Room, located on the Third Floor of the Douglas County Courthouse, 8700
Hospital Drive, Douglasville, Georgia. Attendance at the pre-bidders conference
is not mandatory, but all interested parties are encouraged to attend.

Sealed bids for this property must be submitted on the Bid Form and may be
mailed or hand delivered for receipt before the submittal deadline time and date
of 2:00 p.m., ET, September 11, 2007, to the following address:

A bid opening will be held at the specified submittal deadline time in the
Purchasing Conference Room, Third Floor of the Douglas County Courthouse, at
which time all bids will be opened and read aloud. All bids must be marked on
the outside of the envelope with “SEALED BID: PURCHASE OF DC
PROPERTY – Maxham/Skyview, 09/11/07”. Bids received after the
submittal deadline time and date will not be considered, and will be returned
unopened to the bidder. Bids may not be withdrawn for sixty (60) days from the
submittal deadline, and shall remain firm during this period.

A bid bond of five percent (5%) of the total amount bid is required to be
submitted with the lump sum bid as security for the bid; this bid bond may be in
the form of a bond, certified or cashier’s check, or cash.

All bids shall be for cash purchase. The property closings must be within sixty
(60) days of the bid award. The successful Bidder must raise any title objections
within thirty (30) days of the bid award. Bidders shall have the duty and
responsibility to research title and the County hereby states that it has not
researched, nor does it certify, title to the property. Bidders shall satisfy
themselves as to the zoning issues of the area.

The Douglas County Board of Commissioners reserve the right to reject any and
all bids, to waive any informalities, to evaluate bids, to accept portions of any
bids, to accept any bid, and to award the bid which it solely feels is in the best
interests of the County, regardless of price. The County reserves the right to
withdraw the property during the advertisement period. Douglas County
reserves the right to add to or delete from the contract after the contract has
been awarded. Douglas County, as a government is a tax-exempt entity.

                                       BID FORM
The undersigned Bidder proposes and agrees, if this Bid is accepted by the Douglas
County Board of Commissioners, to enter into an agreement with the Board to purchase
the specified property. The Bidder accepts all of the terms and conditions of the
Request for Bids, including without limitation those dealing with the disposition of Bid
security.

The undersigned Bidder represents that he has examined and carefully studied the
property to his satisfaction, has had the opportunity to visit the site and become familiar
with and is satisfied as to the general and local site conditions that may affect the bid;
and is familiar with and is satisfied as to all Federal, State and local site regulations that
may affect the bid. The Bidder acknowledges that the Douglas County Board of
Commissioners does not assume responsibility for the accuracy or completeness of
information and data shown or indicated in the Bidding Documents with respect to
underground facilities at or contiguous to the site. The Bidder agrees that he has
obtained and carefully studied all such additional or supplementary examinations,
investigations, explorations, tests, studies and data otherwise which may affect the bid.

The Bidder has given the Douglas County Board of Commissioners written notice of all
conflicts, errors, ambiguities or discrepancies that the Bidder has discovered in the
Contract Documents and the written resolution thereof by the Board of Commissioners is
acceptable to the Bidder, and the Contract Documents are generally sufficient to indicate
and convey understanding of all terms and conditions for this bid.

The bid for the property will be a lump sum price. It is the intention of the Douglas
County, Georgia, Board of Commissioners to award the bid to the highest, responsive,
responsible bidder of the property.

Note: Douglas County, Georgia, Board of Commissioners has established a minimum
acceptable bid for this property, based on a professional appraisal conducted by an
independent appraiser as of July 2007. The minimum bid acceptable for this
property is $185,000.00.
