                                 Vacancy Announcement
The National Solidarity Programme (NSP) was created by the Government of Afghanistan to develop
the ability of Afghan communities to identify, plan, manage and monitor their own development projects.
NSP promotes a new development paradigm whereby communities are empowered to make decisions
and control resources during all stages of the project cycle. In accordance with government policy the
programme is expected to lay the foundations for a long-term strengthening of local governance to
make it more inclusive (e.g. for women, internally displaced persons, returnees and ethnic minorities)
and to provide assistance for the reconstruction and development of communities.
To achieve its goals, NSP is recruiting for the following position:

Key Responsibilities:
    Review project proposal in (MHP) Micro Hydro Power, producing facilities to assure
      conformance with legal requirement; develops and issues instructions for the correct
      implementation of the project, including inspection when required, from received FP/CD
      subprojects submitted by FP/CDC into the NSP and remediation of possible errors associated
      with these projects. Which include: (a) the review of hydraulic and mechanical setting and its
      calculation, technical specifications, and calculation of the size of plant according to technical
      input/output, procedures and results in collaboration with expertise on civil construction and
      electrical transmission
    Design proposed installation from maps, records or field surveys, draw maps or plans, cost
      estimation costs of installation, certify materials.
    Monitoring projects submitted by FP and CDC,
    Assess and finalize projects scope of work and control project costs.
    Responsible for in house design and redesign adjustment of projects design received from FP.
    Maintaining records and prepares technical reports and correspondence related to the work with
      scope of problem and recommendations.
    Contribute to the development of engineering training material and actively participate to
      practical training activity.
    Contribute effectively to the improvement or modification of the existing Operational Manual and
      Technical Manual with update technical and engineering documentation.
    Assure proper close-out procedures related to as-built plans and receipt of accurate
      operations/maintenance manuals.
    Receive and investigates emergency calls for engineering technical assistance.
    Provide technical assistance to NSP regional and provincial engineers and FP engineers when
      required during the; project implementation, project monitoring and evaluation, engineering and
      managerial training.
    Curry out research required to identify NSP engineering related issues and work for future stone
      requirements and opportunities across the Program. Work with the Unit leader to identify legal

       restrictions and encumbrances and liaise with developers as per the agreed process for stone
       provision.
      Contribute to the collection of statistic data on the project site; interprets results and compiles
       formal reports.
      When requested conducts field investigations to determine for instance; rural hydraulic and
       infrastructure needed, water flow table, direction of groundwater flow, and electrical
       transmission data.

Qualification and other Requirements
      10 years of professional experience in designing and implementing micro hydro power plants of
       small medium size for private companies and / or public institutions.
      Mechanical Engineering principles, including mechanical integrity, safe design and use,
       mechanical failure mechanisms, risk assessment, degradation of materials and life extension.
      Plant and machinery e.g. automated systems, mobile machinery, fairground equipment,
       hydraulics and pneumatics, equipment for welding.
      Maintenance e.g. maintenance strategies, safe isolation, working in confined spaces.
      Examination and testing of plant and equipment where this is a key to avoiding failure. Test and
       inspection techniques, defect assessment methods
      Proven experience in medium cost pumping water systems water and sounds understanding of
       hydraulics, and rural construction is an advantage.
      Be proficient in IT systems, including AutoCAD, the MS Office, and be able to grasp a good
       working knowledge of bespoke internal IT systems within a short period.
      Background on engineering training, monitoring & evaluation methodology and techniques to
       capacity building development would be an advantage.
      Possession of a bachelor's degree in mechanical engineer with hydraulic specialization or soil &
       water engineering.
      Proficient in written and reading English
      Good knowledge of the engineering principles, practices and material used in design,
       construction and maintenance of a micro hydro power transmission, distribution system and
       appurtenances.
      Comprehensive knowledge of cost estimation and determination techniques, including; new
       construction and rehabilitation, amount of material, equipment and labor.
      Knowledge of the science of cartography, hydrogeology, hydraulic applied to rural
       infrastructures and mapping.
      Principles of training;
      Knowledge and ability to apply computer applications to include MS Word, Excel, PowerPoint
       and Outlook; Familiarity with Process Mapping Software would be considered an advantage.
      Fluency in English, Dari and/or Pashto in speech, writing and comprehension.
      The duties of this post require that applicants hold a full driving license that enables them to
       drive in Afghanistan, and that are able to work across the Country.
