II. Organizational Context

UNDP Indonesia is providing policy and programming support to the Government in its efforts to
reduce poverty and promote human development towards achievement of the Millennium
Development Goals (MDGs). UNDP is assisting the Government in developing and implementing
the Poverty Reduction Strategy (PRS) and the Medium Term Development Plan for 2004-2009,
and building national capacities to monitor and improve progress towards the achievement of
MDGs. Moreover, UNDP is formulating and implementing coordinated poverty reduction
programmes in the poorest provinces such as Papua, and is supporting the Indonesian
Partnership Fund for HIV/AIDS, which UNDP has assisted in designing, in order to advance
Indonesia’s response to the growing epidemic. UNDP is also a key partner of the Government in
promoting gender mainstreaming in the national poverty reduction policies and programmes.

The Senior Poverty Reduction Advisor will provide advisory support to Senior Management and
other members of UNDP and its partners on policy issues related to poverty reduction. He/She
will play a role as the key focal point for policy coordination on poverty for the UNDP Country
Office. The Advisor will also provide policy and technical assistance to the MDG Support Unit
and work closely with the other Units, HQ, the Regional Centre, government officials, multi-lateral
and bi-lateral donors and civil society to ensure a high level of impact of UNDP programmes on
government policy. The Senior Poverty Reduction Advisor will report to Country Director through
Head of MDG Support Unit.

III. Functions / Key Results Expected

The Advisor will perform the following functions:
   1. Monitor and analyze the state of poverty in the country, including socio-economic
       assessments and indicators; regional disparity and capacity issues
   2. Support the formulation and implementation of poverty reduction strategies and policies
   3. Compile, analyze and interpret economic, social and statistical data through desk
       research and preparation of top quality reports and papers.
   4. Contribute to the analysis of MDG trends and the preparation of MDG/Human
       Development Reports, as well as papers and research work that can be published by
       UNDP and the government
   5. Provide strategic guidance and technical assistance in poverty reduction policies, local
       PRSP, local regional development, HIV/AIDS, gender, and CSO development, as they
       pertain to projects undertaken by UNDP Indonesia at national and sub-national levels.
   6. Ensure that programmes and policies are in line with national priorities and reflect
       international best practices in support of poverty reduction and accordingly advise
       programme teams.
   7. Identify areas for future support and interventions and provide advice on formulation and
       adjustment of UNDP programmes and projects based on economic and social analysis.
   8. Facilitate policy dialogues on socio-economic, and poverty reduction issues with the
       Government, donors, civil society and private sector and contribute towards the overall
       advocacy work to support the achievement of MDGs in the country.
   9. Provide advisory services to UNDP Indonesia partners in areas of economic and social
       development related to achieving MDGs
   10. Identify capacity-building needs of relevant UNDP staff, Government and Civil Society
       Institutions vis-à-vis their role in promoting economic development and accordingly
       develop training plans and oversee their implementation.
   11. Oversee development of local economic development tools and guidelines for use by
       policy-makers, planners and practitioners within Government, civil society and the
       international development community.
   12. Participate in UNDP’s advocacy efforts for the achievement of MDGs, human
       development and equitable economic growth.
   13. Establish and maintain positive collaboration with UNDP’s Bureau for Development
       Policy, Regional Centers, and UNDP’s Practice Networks such as Poverty, MDGs,
       HIV/AIDS and Gender.
   14. Establish harmonious and functional relations with Government agencies, civil society
       organizations, private sector, research institutions, universities and international
       organizations working in Indonesia on issues of poverty reduction.
   15. Participate in the development of strategic UN and UNDP programme documents
       including the CCA, UNDAF and CPAP.

IV. Impact of Results

   The key results achieved will strengthen UNDP’s contributions to national and sub-national
   policies and programmes in creating a conducive environment for equitable economic
   opportunities and growth. Also, these key results, as a process, will have an impact on the
   design of UNDP poverty reduction programmes, and the creation of strategic partnerships as
   well as resource mobilization targets.

Job Knowledge & Expertise:
The Advisor should also possess:
    Very strong analytical, communication and advocacy skills; knowledge of tools for the
       analysis and assessment of poverty, including design and implementation of socio-
       economic surveys (participatory) poverty assessments and indicators; and the
       formulation and implementation of poverty reduction strategies and policies particularly in
       the context of the local poverty initiatives and PRSP
    Proven ability to offer practical policy advice on economic issues
    Ability to use Information Technology effectively as a tool and resource

VI. Recruitment Qualifications

Education:                       Master’s Degree or higher in development related subject, with
                                 preference to subjects mentioned in the TOR.

Experience:                      10 to 15 years of post Master’s relevant experience at the
                                 national or international level. Specialized academic or policy
                                 experience      in   poverty     reduction;   formulation  and
                                 implementation of poverty reduction strategies. Experience in
                                 providing technical and advisory support for local economic
                                 development. Previous experience working for a bilateral or
                                 multilateral donor agency is an advantage
Language Requirements:            Fluency in English; knowledge of Bahasa Indonesia highly
