Waste Site Allocations Plan – Issues & Options Consultation Paper II.
Waste Development Framework
This further note summaries a second Issues paper, addressing site allocations.
Introduction – This section explains that whilst Paper I sets out issues and
options in relation to the core strategy, Paper II identifies potential new sites for
waste management. All nominated (i.e. put forward by waste operators and
landowners) sites have been included, there is no presumption at this stage as to
whether they are suitable. Many of the sites have previously undergone
consultation with technical bodies (e.g. Environment Agency), and the final site
identification section of the report summarises such representations. This
document also represents a “final call” for site nominations. The consultation
period ends on 30th November.
How to get involved – This section outlines how comments may be made, also 4
public workshops are planned.
Keymap – An indicative map showing the location of proposed waste sites, none
in Luton.
Potential Waste Sites by Reference Number – An inventory of all potential sites,
arranged by site number, site name, type of waste facility, operator and location.
E.g. 01- Elstow North - Household Waste Recycling Centre – Bedfordshire
County Council – Elstow. There are 47 site numbers although some sites are
multi functional as in the Thorn Turn example below (but allocated one number).
Potential Sites by County Councillor – This table correlates site location with
Councillor responsibility.
Potential Waste Sites by District – A third table links sites to District area, for
example, 8 are in South Bedfordshire.
Potential Waste Sites by Parish – A further analysis links the sites to parishes, for
example there are 8 nominated sites in South Bedfordshire, one being Thorn
Turn, as follows:

Potential Waste Sites by Operation – This table details all of the sites through an
assessment of capacity with comments, the analysis is presented by category i.e.
anaerobic digestion, recycling centres, composting, energy from waste, landfill,
landraise, leachate storage/treatment, material recovery facilities, mechanical
and biological treatment, sterilisation, transfer stations, vehicle depot, waste
disposal, waste processing, waster recycling facilities, waste treatment plants,
WEE facilities, wood recycling, and other waste management facilities.
Site Identification – The final part of the report identifies the sites individually with
a commentary about constraints,the technical responses from relevant bodies,
and an associated Question per site invites support or objection.
