1. Vision and Objectives of the Project
The Lal Bahadur Shastri National Academy of Administration (LBSNAA),
Mussoorie, Uttarakhand is India's premier research and training institute on
administration and public policy, mandated to impart training to IAS probationers and
in-service IAS officers. The LBSNAA has undertaken major e-Initiatives within the
academy, with a view to
Improve efficiency, consistency and effectiveness across its functions and
Effective resource management to improve the quality of training and
administration and to enhance transparency and accountability.
To demonstrate and show case the IT enabling of internal process and
functions of the Academy to all its trainees.
The Workflow Automation is the concept associated with modernization of
administration and governance, through adoption of the principles of management and
the tools of technology. If implemented systematically, it confers the following
benefits in the form of (i) enhancement of internal efficiencies (ii) increasing the
transparency of functioning and (iii) making the employees accountable for their
performance and decisions. So ‘Implementation of Workflow Automation System’
in the LBSNAA has been identified, as one of the premier projects. National Institute
for Smart Government (NISG), Hyderabad is entrusted the turnkey responsibility for
execution of this project.
The Objectives of the Workflow Automation System are as follows:
Efficiency in Content Management: Efficiency in managing the organizations
content in terms of creation, capture, storage, version, index, manage, cleanse,
distribute, publish, search and retain.
Efficiency in communications management: Efficiency in the receipt,
acknowledgement, processing of incoming communications and efficiency in sending
out communications conveying the decisions of the office.

Transparency in operations: The processes of decision making should be
transparent, given the requirements of the RTI Act.
Accountability: To enable the public servants are accountable not only for the
decisions they take but also for their overall performance in a given period. To this
end, a well-designed Performance Management System is one of the objectives of this
Responsiveness: The stakeholders look to the government organization for a variety
of services, benefits and support. To this end, it is essential that government offices
and the operational systems of such offices are designed in such a manner that they
facilitate a responsive disposition to the stakeholders.
2. High level Scope
The vendor is required to provide Workflow Automation solution, implement and
support it for a minimum of 3 years for LBSNAA. The solution should have
workflow and document management components with generic efile and generic
eform capabilities that can serve the functionality of a typical government office
setting. The vendor is also required to implement customized applications for the top
ten candidates amenable to the workflow automation in the LBSNAA. The proposed
solution should be seamlessly inter-operable with any ERP to be deployed for HR,
Finance, Inventory, Projects etc. in future. The proposed solution must be standards
based to ensure interoperability with the future Workflow Automation solution
deployments in the Govt. of India Ministries including the Department of Personnel

NISG may at its discretion request the solution providers to demonstrate their
capability through PoC for one process during the stage of technical bidding.
3. Pre-qualification criteria
NISG seeks Expression of Interest (EoI) by the system integrators along with the
vendors of Workflow Automation solution for implementation and support for a
period of 3 years for its client LBSNAA, Mussoorie, to participate in the competitive
The following are the prequalification criteria
1. The participation is restricted to the companies registered in India and a
maximum of two partners are allowed to bid in consortia.
2. The company must have been in existence for last three years and should have
an average financial turnover of at least Rupees 10 crores for the last three
consecutive financial years.
3. The proposed product must have been successfully deployed by the partners in
the consortia in a minimum of two organizations with at least 250 employees
in either public or private sector environment in India or outside the country.
4. The ability of the company to support the implementation and maintenance in
India, either through partners or by itself. The past evidence of support /
maintenance of Workflow Automation Solutions and presence of the company
in terms of support offices and support personnel to be provided.

to address the above criteria (The total size of the response, including annexure,
