State and Local Building Codes
The Virginia Uniform Statewide Building Code (VUSBC) is the regulatory document that
outlines the standards for the construction of buildings, structures or additions; and the
renovation of a building or structure; or the maintenance and repair of existing buildings or
structures. The VUSBC is based in large part upon a national building code called the USBC.
The code specifies types of materials to be used and acceptable methods of construction to
ensure buildings are safe, sanitary, accessible, and energy efficient. Your local government is
responsible for enforcing the USBC and VUSBC, as well as any local building code
Local code officials and inspectors will issue building permits and occupancy permits based
upon compliance with these codes. They will also issue citations against properties that do not
comply with the maintenance portion of the code that covers the steps property owners must take
to keep properties safe, sanitary places to live. If you are concerned that a building in your
community is being constructed or renovated and does not include basic accessibility features,
contact the local permit and inspection offices listed below. Likewise, if you live in an
apartment property where accessible features are not being maintained properly, you should also

CITY OF ALEXANDRIA
City of Alexandria Building Code Ordinance:
City of Alexandria Code Enforcement Bureau reviews architectural plans and issues permits for
new construction and renovations, conducts inspections throughout the construction process,
provides occupancy permits when construction is complete and passes all inspections, and
operates a Nuisance Abatement Hotline at (703) 836-0041 to handle citizen complaints that may
involve infractions of the VUSBC Building Code for maintenance or other city ordinances that
address rodent abatement, abandoned vehicles and the proper disposal of trash and debris.
Arlington County Building Code:
Arlington County Department of Community Planning, Housing & Development has an
Information Center that handles questions about building permits and inspections. The phone
number is (703) 228-3800. The Code Enforcement Office handles inquiries about possible
violations of the VUSBC Building Code maintenance provisions, Arlington County's Zoning
Ordinance, Condition of Private Property, and Noise Control Ordinance. To make a complaint,

Fairfax County Building Code:
Fairfax County Department of Public Works and Environmental Services reviews plans and
issues building permits, performs inspections of construction projects and signs off on occupancy
permits, and responds to complaints about possible violations of the VUSBC Building Code for

CITY OF FALLS CHURCH
Falls Church Building Code:
The City of Falls Church Permits and Inspections Department reviews building plans and
authorizes building permits, conducts inspections throughout the construction process, and issues

CITY OF MANASSAS
Manassas Building Code:
The City of Manassas Inspections Office is certified in both commercial and residential plans
review and inspections. They are responsible for issuing all building-related permits, plans

The City of Manassas Office of the Fire Marshall is charged with property maintenance code

Loudoun County Building & Development Documents:
Loudoun County Department of Building and Development reviews architectural plans and
issues construction permits, conducts inspections of major systems during the construction

PRINCE WILLIAM COUNTY
Prince William County Building Code:
Prince William County Department of Public Works investigates concerns regarding
construction and building projects in the community. Investigations will ensure the project meets
Virginia Statewide Building Code requirements. Contact the Department directly with your
