					                                       STANDARD SPECIFICATION

This specification covers the use of high output LED technology for area street lighting.


The LED light engine panel shall consist of adequate LED’s to match existing Municipal foot candle requirements over a given
area. Within this area, the Max to Min ratio of the luminance shall be 3:1 or less.

Fixture supplier must provide independent photometric lab results to IES standards and specifications for Type III roadway

The LED shall be CREE XRE series LEDS, or equal. LED shall have its thermal dissipater at the slug be mossenite. The LED
shall be able to have its min Ambient temperature to be 127* for ideal operating conditions

The LED light engine shall provide the same or better visual acuity as Metal Halide lamps using half the wattage

The LEDs Kelvin Temperature shall be between 5500-6500 Kelvin or 7500-8500 Kelvin depending on job specific

The individual LEDs on used in the Light engine shall be commercially available and produce 115 Lumens per watt or better

The LED shall have CRI rating of 85 or better.

The LED Light Engine shall be “Dark Skies” Compliant

The LED light engine shall meet requirements for “cutoff” or “full cutoff” type fixtures. The LED light engine shall meet these
requirements over a –40ºC (-40°F) to +75 (167°F) ambient air temperature range.

The thermal rise from ambient temperature at the slug of the LED shall not exceed 9*C (15*F). Under continuous operating
conditions at rated output. This shall be measured directly behind the mounting location on the heat sink. The LED light
engine panel shall pass the following tests per NEMA standards:

     Thermal Shock Test:          85/-40ºC (185/-40°F) with 2-hour dwells for
                                  5 cycles with a 2-hour presoak at –40ºC (104°F).

     Salt Spray and Soak Test: The LED panel shall endure 48 hours of continuous
                               Salt spray and 240 hours of salt water soak without
                               Affecting the performance of the high output light engine.

The current generation of high performance white LED’s have a life expectancy of 70,000 hours to 70% of original brightness.
The design of the LED light engine is based on ten (10) operating hours/day shall have a rated life of 15-20 years.


All portions of the Light engine must be 100% Made in USA.
The LED light engine panel shall consist of a circuit board comprised of an insulated aluminum substrate with a minimum
thickness of 0.080 inch. Circuit conductors and LED attachment adhesive shall be no less than 90% pure silver to insure
optimal electrical and thermal conductivity.

The complete face of the LED light engine panel shall be conformal coated with a 2 part UV stabilized urethane resin, no
thinner than 0.002 inch (dry) to adequately protect the light engine from moisture and corrosion.

The light engine panel shall be painted in accordance with GM4901 specifications.

Thermal Management: Fixture shall have passive thermal management. No active thermal management techniques (electric
Fans, Air-conditioning) are allowed.

Heat Sink, Heat sink shall be made of aluminum and have the LEDS attached directly to the aluminum without having to have
any other material besides 99% Silver glue as the adhesive.

Heat Sink shall be protected from Solar Loading, and not exposed to the sun or the elements

Fixture body shall be manufactured with a high Grade TPO plastic.

Light Engine lens: Light engine shall have a protective lens. Light engine lens shall not restrict more than 5% of the lumen
output of the light engine. Lens shall be Impact Resistant Acrylic. Lens shall be attached to light engine with a high bonding
double sided Aerospace tape or equal. This shall seal the light engine from the elements.

Access to the heat Sink and other internal workings of the fixture shall be accomplished without the use of any tools.

Fixture shall be able to easily come apart into to pieces for installation on the Luminaire arm.

Fixture shall attach to all existing Luminaire arms that hold “cobra fixtures” without modification to the arms or the fixture

        A wide range (90V to 280V) single or dual 100 Watt, regulated DC power supply shall be used.
       The power supply shall be rated by U.L. for Class 2 operation (24 volts D.C.)

         The power supply performance shall meet the following electrical characteristics:

                   THD:                 Less than 20%
                   PF:                  Greater than 0.90
                   Max Power:           Should be less than 100 Watt (total including power supply losses)

          The power supply must pass the U.L. lightning surge test and isolate the LED light engine
          From power line transients.

All LED panels shall be burned-in for 24 hours and certified for compliance by the manufacturer. The manufacturers name and
date of manufacture shall be stamped or labeled on the LED light panel.

A Quality Control tracking label shall be mounted on the inside of the LED light engine panel.
All LED panels shall be environmentally friendly and 100% recyclable. They shall be certified by the manufacturer as
conforming to the Restriction of Hazardous Substances Directive (RoHS) adopted in February 2003 by the European Union.
The manufactured product will not contain lead, mercury or hazardous substances.

Light engines shall be independently tested and certified as having passed UL, CSA, FCC and NEMA environmental
requirements A615-2(Operating Voltage and Frequency); A615-3(Power Interruption); A615-4 (Temperature and Humidity);
A615-5(Vibration); A615-6(Shock); A615-7(Transients: Power Service, Input-Output Terminals and Non-Destruct Transient


The manufacturer shall guarantee the LED light engine shall be free from all defects in materials and workmanship for a
period of seven (8) years from date of manufacture.

The manufacturer shall guarantee the power supply be moisture proof and capable of performing for a minimum period of five
(5) years.
