Local Government Strategic Service-delivery Partnerships –
Market Intelligence Study
Introduction
In line with the joint response by the Government and the Local Government Association to the Byatt Report,
the Office of the Deputy Prime Minister’s Strategic Partnering Taskforce wishes to explore efficient and
effective means of disseminating up to date and accurate market information to assist local authorities in
deciding whether to use strategic service-delivery partnerships and alternative service delivery models (e.g. joint
ventures, public/public consortia). A key issue is what market information is needed to allow such approaches to
be more readily considered by local authorities and service providers. PricewaterhouseCoopers LLP has been
appointed to undertake a feasibility study to assess the level of demand for such a system and to identify the
information needs and delivery preferences of potential users.
We would appreciate your assistance in helping us to develop such a system by taking no more than 5 minutes to
complete this short questionnaire to help inform this research and to ensure that any approach that is developed
provides the sort of information you would find most helpful and uses dissemination approaches that are tailored
to the users needs.

Strategic Service-delivery Partnerships – A definition?
There is no single model for Strategic Service-delivery Partnerships. They can embrace different models and
different delivery vehicles, for example: PFI, Strategic Partnering Contracts, Joint Ventures, Franchise
arrangements and Community Trusts. Equally they may be public-private, public-public or public-voluntary
relationships or a combination of these. They can include partnerships across traditional boundaries such as
integrated care partnerships with health authorities. However, the common element they do have is that they
help significantly towards achieving the strategic aims of an authority. For the purpose of this research we are
considering the widest possible definition of Strategic Service-delivery Partnerships and alternative service
delivery models that include partnership working. Hereafter we refer to them as SSPs.
This research does not cover traditional contracts or outsourcing of services.
