       ordinance
                 TOWARDS A NEW
                 ENERGY CULTURE

 Toni Pujol
 Barcelona Energy Agency
C20: The World Cities Leadership Summit
 London, 3-5 October 2005
What are the energy objectives
of Barcelona?

Strengthen the use of renewable
energies and progressing towards
increasing energy savings and energy
efficiency.
The Barcelona Energy Agency …

… is a local public consortium that was
created to advance towards a new
territorial and local energy model based on
the principles and values of a culture of
sustainability.
Each local energy strategy must be
adapted to each local context…

Aim of the ordinance

to promote and regulate through local legislation
the installation of low-temperature systems for
collecting and using active solar energy for the
production of hot water for buildings.
Use solar energy to supply 60% of their running hot
water requirements.

                         Approved in July 1999
Entered into force in August 2000

                                                 THE SOLAR ORDINANCE

 Final considerations

POSITIVE AND DIRECT IMPACT
More solar thermal panels installed, energy and CO2 savings.

PARALLEL POSITIVE IMPACTS
Introducing the issue of renewables in the construction sector
Overcoming prejudices & adaptation to new dynamics

CHALLENGES
The promotion of renewable energies, cannot be an isolated
action. A comprehensive plan of action on energy savings and
energy efficiency has to be applied (eg. energy certification of
   buildings).
Concerning the installations, the optimum functioning needs to be
guaranteed for a long term use.
