Barcelona’s solar thermal ordinance TOWARDS A NEW ENERGY CULTURE Toni Pujol Barcelona Energy Agency C20: The World Cities Leadership Summit London, 3-5 October 2005 What are the energy objectives of Barcelona? Strengthen the use of renewable energies and progressing towards increasing energy savings and energy efficiency. The Barcelona Energy Agency … … is a local public consortium that was created to advance towards a new territorial and local energy model based on the principles and values of a culture of sustainability. Each local energy strategy must be adapted to each local context… Segou, Daegu, Mali Korea London, UK Barcelona, Spain Energy measures in Barcelona Barcelona Energy Improvement Plan Barcelona Energy Observary. Use solar energy to supply 60% of their running hot water requirements. Approved in July 1999 Entered into force in August 2000 THE SOLAR ORDINANCE The process of implementation of the solar ordinance Approval phase Functioning phase Revision phase 1999 2005 * A pioneer experience. * Need of consensus period with many stakeholders and interested parties, among them: property developers, construction companies, architects association. Among them 8 provincial capitals: Barcelona, Madrid, Sevilla, Granada, Burgos, Pamplona y Valencia THE SOLAR ORDINANCE Revision 2005 - Revision phase phase REVISION and ADOPTION OF NEW TEXT + Accompanying measures Formación Participación y ocupacional Information & búsqueda de education consenso THE SOLAR ORDINANCE Revision REVISION and ADOPTION phase OF NEW TEXT MODIFICATIONS & IMPROVEMENTS IN NEW TEXT: Removal of limits and exemptions (all buildings to be affected – before it was only for buildings with demand > 296 MJ/day = demand of 16 households) Adaptation to new legal framework (Cód. Téc. Edific. / RITE) Clear and compulsory certification system More requirements on maintenance of installations. Strengthen architectural integration THE SOLAR ORDINANCE Revision phase Accompanying measures (I) Participation and consensus building - Ongoing meetings with all stakeholders - Establishment and ongoing work of the Solar Working Group: Mesa Solar -Discussion of the text with other working groups Signature of agreement with (Sustainability Board: Consejo Municipal de Medio Colegio de Ambiente y sostenibilidad) Administradores de Fincas - Establishment of memorandums and collaboration agreements. THE SOLAR ORDINANCE Participation and consensus building La Mesa para la Energía Solar de Barcelona Consultation body with representation of all major stakeholders involved in the implementation of the Solar ordinance and the development of solar energy within the city of Barcelona. This working group was formally set up on the 11 of January 2005. THE SOLAR ORDINANCE Final considerations POSITIVE AND DIRECT IMPACT More solar thermal panels installed, energy and CO2 savings. PARALLEL POSITIVE IMPACTS Introducing the issue of renewables in the construction sector Overcoming prejudices & adaptation to new dynamics CHALLENGES The promotion of renewable energies, cannot be an isolated action. A comprehensive plan of action on energy savings and energy efficiency has to be applied (eg. energy certification of buildings). Concerning the installations, the optimum functioning needs to be guaranteed for a long term use. www.barcelonaenergia.com Thank you for your attention !!
