                                                                           On a sunny afternoon I became a victim of CLF.

                                                                           Though rare, Catastrophic Lid Failure strikes
                                                                           unexpectedly – in my case while making a
                                                                           quick left turn onto one of our busier
                                                                           thoroughfares. One second you’re happily
                                                                           riding along with a large iced tea securely in the
                                                                           cup holder, the next you’re drenched. You can’t predict CLF: It just
                                                                           happens to you.

                                                                           I’ve yet to meet anyone in West County who had a hand in derivatives,

                                                                           become victims of economic decisions made by people far away.

                    Government Affairs & Transportation Committee Column

                                          Large Crowd Enjoys Legislative Forum

Scores of Chamber members woke up early to hear from local legislators and educators on important issues. Friday morning,
February 19th, the Chamber held its annual Legislative Forum at Forest Hill Country Club.

The morning included spirited presentations for and against the Metro sales tax proposal, Proposition A. Chesterfield Mayor
John Nations explained that the region must have quality public transportation if economic development is to be successful. The
money raised by Prop. A will give Metro the resources it needs to restore and enhance service. St. Louis County Council
Member, Gregory Quinn (Rep. 7), noted that Metro has shortchanged West and South County for decades and that the agency
has a bad track record at bringing projects in on budget.

Also heard from were State Senators John Griesheimer and Eric Schmitt and Representatives Andrew Koenig and Cole McNary.
The State faces severe budget constraints this fiscal year, in FY2011 and beyond. At the same time, the legislature is dedicated
to doing everything possible to preserve funding to elementary and secondary education and other core services.

The Rockwood and Valley Park School Districts have no-tax-increase bond issues on the April ballot. (The proposals, if passed,
would simply extend the current bond payment levy for a few more years.) Both districts are looking to make necessary repairs
and improve targeted items. Valley Park, for example, will re-do its outdated cafeteria kitchen.

LEGISLATIVE FORUM—February 2010




              We had a great turnout for our Annual Legislative Forum
              held Friday, February 19, at Forest Hills Country Club.
              We had representation from state, county and local offi-
              cials. The school districts (Parkway, Rockwood, Special
              School District, and Valley Park) in our area were also
              represented with Rockwood and Valley Park explaining
              the need for their upcoming bond issues. Thank you
              Chamber members for a great show of interest in our
              communities!

  These Visioning Sessions will allow residents from Ballwin, Ellisville, Manchester, Wildwood and Winchester an opportunity to view and provide
  comments on preferred land use changes, roadway improvements, and signage improvements that have been developed based on public input
  gathered from visioning sessions held in West County during November, December and February. Your feedback will then be incorporated in
  Design Workshop’s final recommendations for the Manchester Road Great Streets Project for presentation to the public in May. The May public
  meetings will also discuss implementation strategies the five communities along the corridor can use to move forward with improvements over
  the next few years.

  The goal is to make Manchester Road a Great Street and a great destination in West County!
