                   SECTION 1: PRESS NOTICE
                       EXPRESSION OF INTEREST
1. Executive Engineer, F Division, CPWD, New Delhi 110001 on behalf of president
   of India, invites Expression of Interest(EOI) proposals as per the formats given in
   the EOI document for providing consulting services to “Prepare Detailed
   Project Report (DPR ) & Request for Proposal (RFP) for the e-Governance
   Initiative of CPWD” from consultancy firms fulfilling the following pre-
   qualification criteria:-
        a. The consultancy firm shall be a Firm / Company / Partnership Firm
            registered under the Indian Companies Act, 1956 / The Partnership Act,
            1932 and who have their registered offices in India should be in the e-
            Governance / Information Technology Consulting business for more
            than 5 years as of 31-3-2009. An association or joint venture of
            Consulting Firms and/ or sub-consultants shall not be permitted.
        b. The consultancy firm has to be profitable and should not have
            incurred loss in the last 3 Financial Years (FY 07-08, FY 06-07, FY 05-06)
        c. The consultancy firm should have an average turnover of Rs.10 crores
            in the last three Financial years (FY07-08, FY06-07, FY05-06) from e-
            Governance / Information Technology Consulting / Management
            Consulting Services rendered in India (excluding turnover from supply
            and implementation of hardware, software and networking
            equipments) as revealed by Audited Accounts/ certified Balance
            Sheet in the last 3 Financial Years.
        d. The consultancy firm should have at least 25 full time consultants on its
            rolls as certified by Statutory Auditor or Company Secretary of the firm.
        e. The consultancy firm shall have experience in executing related
            consultancy job(s)in Government / PSU/ Autonomus Bodies in India
            during the last 3 Financial Years (FY 07-08, FY 06-07, FY 05-06) with a
            minimum order value as given below:-
                  i. Two completed consultancy jobs of value of work done not less
                     than Rs.60 lakhs complete with Balanced score card,
                                              OR
                 ii. One completed consultancy job of value of work done not less
                     than Rs.1 crore complete with balanced score card
        f. Company/firm should have minimum following certification
                  i. CMMi Level 5
                 ii. ISO Certification (9001:2000)
2. The firm to provide aforesaid consulting services will be selected from the firms
   meeting the above pre-qualification criteria under the Quality and Cost
   Based System (QCBS) based on a RFP document to be issued to the pre-
   qualified firms later on.
3. The EOI documents is downloadable from the C.P.W.D. Website (URL address :
   http//www.cpwd.gov.in) and can also be purchased on application on plain
   paper from the office of Executive Engineer, F Division, CPWD, 558, H Wing,
   Krishi Bhawan, New Delhi 110001 on non-refundable payment of Rs. 1500.00
   either in cash or in the form of Demand Draft drawn in his favour payable at
   New Delhi. Applications shall be sold upto 1600 hours on 28.05.2009, which
shall be received in the aforesaid office of Executive Engineer, CPWD upto
1500 hours on 29.05.2009 and shall be opened at 1530 Hrs on29.05.2009 in the
presence of those representatives of applicants, who are actually present.

             SECTION 2 -PRE-QUALIFICATION CRITERIA
1. Association /Joint Ventures of Consulting Firms and Sub – consultants shall not
   be allowed.
2. The Consulting Firms have to satisfy the following Pre-Qualification Criteria to
   become eligible for issue of necessary RFP document for submission of their
   Technical and Financial bids (necessary self certified documents are required
   to be submitted to prove the credentials of the Firm/Company satisfying the
   Pre-Qualification criteria. Originals shall have to be produced, at a later date
   for verification):
       a. The consultancy firm shall be a Firm / Company / Partnership Firm
           registered under the Indian Companies Act, 1956 / The Partnership Act,
           1932 and who have their registered offices in India should be in the e-

                        Submissions and Receipt of Proposal




1. An authorized representative of the consulting firm shall initial all documents
   enclosed with the Expression of Interest (EOI) proposal. The authorisation shall
   be in the form of a written Power of Attorney accompanying the Proposal or in
   any other form demonstrating that the Representative has been duly
   authorized to sign.

2. The original EOI proposal shall contain no interlineations or overwriting, except
   as may be necessary to correct errors made by the consulting firm itself. The
   person who signed the proposal on behalf of the consulting firm must initial all
   such corrections.

3. The Proposal shall be placed in a sealed envelope duly marked “Expression of
   Interest Proposal” followed by the name of the Assignment/job as “Preparation
   of Detailed Project Report (DPR ) & Request for Proposal (RFP) for the e-
   Governance Initiative of CPWD” with date and time of opening also
   superscribed thereon. This envelope shall also bear the submission address and
   applicant’s reference number, if any. The Employer shall not be responsible for
   misplacement, losing or premature opening if the envelope is not sealed and
   /or marked as stipulated. This circumstance may be case for Proposal rejection.

4. The Proposals must be received at the address indicated in the “Press Notice”,
   which shall be ensured by the firm that the same has been received not later
   than the time and the date indicated in the press notice or extended date and
   time, if any. No excuse of postal delay or otherwise shall be entertained. Any
   proposal received by the Employer after the deadline for submission shall be
   returned unopened. In the event of the specified last date for receiving the
   proposal being declared holiday, the proposals shall be received up to the
   appointed time on the next working day.

5. The Employer will not accept the proposals delivered through fax or email.

6. Proposal has to be concise, brief and shall not contain irrelevant material.

7. The Employer (i.e. The Director General of Works, Central Public Works
   Department, Nirman Bhawan, New Delhi) has constituted a Consultant
   Selection Committee (CSC) which will carry out the entire evaluation process.

8. The Proposal shall be accompanied by a “Letter of Proposal Submission” as
   attached in the section 4 of the EOI document. The Letter of Submission is to be
   signed by authorised representative of the Consulting firm.
9. The complete postal address for correspondence has to be given in the “Letter
   of Proposal Submission” and in case of any change therein at a later date, the
   employer’s representative (details given hereinafter) has to be promptly
   informed. Any loss of communication on account of non-compliance of this
   condition shall be to the account of the intending Consulting Firm.

10. In a case, when the EOI document has been downloaded from the website
    and has not been purchased from the Office of Executive Engineer, F- Division,
    CPWD. a demand draft of Rs.1500/- in favour of Executive Engineer, F- Division,
    CPWD must be enclosed with the EOI Proposal.

                               LETTER OF PROPOSAL SUBMISSION

Dear Sir,

      We, the undersigned, express our interest to offer our services for the
consulting Assignment/ job titled “Preparation of Detailed Project Report (DPR ) &
Request for Proposal (RFP) for the e-Governance Initiative of CPWD”. We are hereby
submitting herewith the Expression of Interest (EOI) proposal sealed under an
envelope.

1. We hereby declare that all the information and statements made in this proposal
   are true and accept that any misinterpretation contained in it may lead to our
   disqualification.

2. The needed Pre-qualification documents for the EOI cover the following;

      a. Registration certificate with date of registration of Firm/Company/Partnership
         Firm Registered under the Indian Companies Act 1956/ The Partnership
         Act,1932, along with the address of Registered Office in India

      b. Supporting proofs in support that the firm is in the e-Governance/information
         technology Consulting business for a period of at least 5 years as of 31.3.2008.

      c. Certified Profit/Loss statement for the Financial Years (FY07-08,06-07,05-06),
         indicating that the Firm/Company have not suffered any loss in those
         Financial Years.

      d. Documentary proof ( in the form of Audited Account/Certified Balance
         Sheet)that the Firm/Company have an average turnover of Rs.10 crores in the
         last three Financial Years (FY07-08,FY06-07,FY05-06) from e-
         Governance/Information Technology Consulting Services rendered in India(
         excluding turnover from supply and implementation of hardware, software
         and networking equipments) .

      e. List of full time consultants employed by the firm with the educational
         qualification, experience shown against each with the duties assigned, which
         has to be duly certified by Statutory Auditor or Company Secretary of the
        Firm/Company to authenticate employment of at least 25 full time
        consultants.

   f.   Details of consultancy jobs related to ICT/e-Governance project awarded in
        the last 5 financial years with supporting award letters.

   g. Proof of experience in executing related consultancy job(s) in
      Government/PSU/ Autonomus bodies in India with a minimum order value as
      given below during the last three Financial Years(FY07-08,06-07,05-06) as
      under:-

           a. Two completed consultancy jobs of value of work done not less than
              Rs. 60 lakhs complete with Balanced score card

           b. One completed consultancy job of value of work done not less than
              Rs.1 crore complete with Balanced score card.

                          Objective and Scope of Work
1.   Background

The Central Public Works Department (CPWD), Government of India, was created in
1854, which is playing a major role in execution of public works for the last more than
150 years. The Department handles a wide range of projects in the Central
Government and their maintenance but excluding the Railways, Defence,
Communication, Atomic Energy, Airports (National and International) and All India
Radio. The spread of units of CPWD handle both major projects and small works all
over the country.

The CPWD has a decentralized system of working, which provides for better & easily
accessible services. Now CPWD has decided to initiate e- Governance for its
stakeholder centric services and delivery models by the power of ICT infrastructure
and advanced technologies.

2. Objective of the assignment

The objectives of this consultancy will be to assist the CPWD in its modernization and
automation through outcome based, inter-disciplinary approach for end-to-end
solution covering the following:

 •   Personnel
 •   Processes
 •   Ontology
 •   Architecture
 •   Risk analysis
 •   Structuring & financing for PPP models (to also include outsourcing of the
     management of the system based on Service Level Agreements for the period
     of concession)
 •   Program Management

The consulting firm should ensure an end-to-end solution to blend the internal
operations and the delivery services to all the stakeholders’ requirements. IT should
also have impact on the improvement in the working environment of the internal
staff of CPWD


3. Scope of Work
The consulting assignment would be phased out in two phases viz. ICT Consulting
and Program Management. The scope of work for the consultancy for each phase
entails the following major aspects:
Phase I (ICT Consulting):
  • Designing the Balanced Score Card (BSC) for the e-Governance Initiative of
     the Central Public Works Department
  • Process analysis of all its operations and simplification of the core selected
     process so as to achieve the success criteria defined in the performance
     metrics of the Balanced Score Card
  • Defining the Functional and Technical Requirements to form part of the RFP for
     facilitating the CPWD to invite Bidders for end-to-end ICT Infrastructure
     provisioning and its Managed Services Provisioning (MSP) for the Period of
     concession (to be decided as part of consultancy).
  • Commercial and legal requirements that form part of the structuring and
     financing of Capital Expenditure (CAPEX) and Operational Expenditure (OPEX)
     to facilitate Public Private Partnership (PPP) as part of the RFP.
  • Advising and assisting the CPWD right from the concept stage to the finalization
     of contract and commissioning of project.
  • Formulation and drafting of DPR, RFP for choosing a ICT partner who will take
     up the work to design, develop, and deploy the integrated system and offer
     Managed Services Provisioning for the Period of concession from the ‘rollout’ of
     the system and Services Level Agreements (SLA) to ensure prompt delivery of
     the systems compliance with the SLAs.
  • Handhold the CPWD to perform the procedures to be followed in various
     stages as defined in the RFP From inception till the selection of its ICT partner
  Phase II (Program Management)
  • Assistance to CPWD in selecting ICT partner
  • Project Management
  • Vendor Management
  • Supervision of implementation
  • Strategy for project tracking and management
  • Project monitoring and progress reporting
  • Preparation of various checklists and formats for receipts, installation, testing
     and certification of various deliverables
  • Review of deliverables submitted by vendor such as SRS, Design Document etc.
  • Assistance in User Acceptance Testing (UAT)
  • Inspection and certification of various installations and deliverables as per the
     above
  • Supervising the implementation of each individual component / module
  • Enforce quality in the system and to ensure effective monitoring and
     administration is done at all levels

 3.1 The stages of execution shall include-
 • Mobilization
 • Requirement Formulation
•   Request for proposals
•   Evaluation of the responses
•   Selection and Project plan ( This is an internal activity after the selection of ICT )
•   Program Management and supervision of implementation

Detailed requirements in respect of each and every stage are as hereunder


 3.1.1 Mobilization
• Constitution of a core project team at CPWD, consisting of a champion and
    stakeholders from all the major functional areas like – operations, procurement,
    and accounts, HR etc.
• Work plan to make the Detailed Project Report (DPR) which would highlight the
    time schedules with the key functional users / stakeholders covering functions
    like finance, schedules accounts, operations – material management, asset
    management, procurements, HR and systems
• The depth and breadth of functional details to be compiled will be frozen
    during the mobilization phase.
• The key output of this phase will be a project plan, a communication plan and
    a communication plan to the users.


 3.1.2 Requirement Formulation
• A detailed functional specifications covering the functional areas – finance,
    accounts, operations – project planning, monitoring, execution, purchasing,
    material management, asset management, HR management, and systems
    would be carried out in this phase.
• Each of the documented specifications need to be ratified by the designated
    user
• A list of non functional requirements related to scalability, security,
    maintainability, future migration, integration with other systems etc. need to be
    formulated through discussing with the systems department of CPWD. This
    should be based on the understanding of the what ERPs offer and what are the
    unique processes of CPWD
• The final outcome of this phase will be a comprehensive functional
    specifications document and proof of concept (PoC) script which will be the
    basis of evaluation of the ERP application


 3.1.3 Request for proposal
• A request for proposal (RFP) would be prepared and circulated to the potential
    ICT partners
• The RFP will capture all the necessary information required to evaluate the
    technical proposals
  •   The contents of RFP will have general conditions required to evaluate an ICT
      partner (the solution and organization) as well as specific conditions derived
      out of the requirements of CPWD
  •   The final outcome would be comprehensive evaluation criteria for qualification,
      technical evaluation and formulation of the proof of concept (PoC) during this
      phase.


   3.1.4 Evaluation of the Reponses
  • Each of the RFP responses from the ICT partners will be evaluated in this phase
  • This evaluation will be against the comprehensive criteria as applied to the
      Reponses by the bidders which will include capabilities in some specific key
      functional areas, as described in the. PoC script
  • Evaluation and selection will follow the guidelines and rules suggested by the
      Government of India


   3.1.5 Program Management and Supervision of Implementation (Phase II)
  • Strategy for project tracking and management
  • Project monitoring and progress reporting
  • Preparation of various checklists and formats for receipts, installation, testing
      and certification of various deliverables
  • Review of deliverables submitted by vendor such as SRS, Design Document etc.
  • Assistance in User Acceptance Testing (UAT)
  • Inspection and certification of various installations and deliverables as per the
      above
  • Supervising the implementation of each individual component / module
  • Enforce quality in the system and to ensure effective monitoring and
      administration is done at all levels
