					                     NOTICE OF REGULAR MEETING
              COMMON COUNCIL OF THE CITY OF COOLIDGE
                  MONDAY, JANUARY 25, 2010 - 7:00 P.M.
             COUNCIL CHAMBERS – 911 S. ARIZONA BOULEVARD
                  PINAL COUNTY, COOLIDGE, ARIZONA

                                   *ACTION MINUTES*

CALL TO ORDER: 7:03 p.m.

              1.    Roll Call Present: Mayor Tom Shope, Vice-Mayor Jon Thompson,
                    Councilmembers Judy Rotz-Lopez, Randall Rushing, Richard
                    Lister, Les Curry, and Gilbert Lopez.

PRESENTATIONS:

                 2. Presentation by Superintendent Karl Cordova on the 2nd Annual
                    American Indian Music Fest being held at the Casa Grande Ruins.
                    *Superintendent Karl Cordova gave a 15 min. power point
                    presentation on the history and future projects of the Casa Grande
                    Ruins. There was discussion.

CALL TO THE PUBLIC
*None at this time.

BUSINESS:

            3.     Consider approval of entering into a Second Amendment to the Lease
                   Agreement between the City of Coolidge and Coolidge Aviation to
                   repair/rehabilitate the 1942 Main Hangar at the Coolidge Municipal
                   Airport, waiving the bid requirements in the best interest of the City.
                   Discussion and action.
                   *MOTION was made by Councilmember Rotz-Lopez to approve of
                   entering into a Second Amendment to the Lease Agreement between the
                   City of Coolidge and Coolidge Aviation to repair/rehabilitate the 1942
                   Main Hangar at the Coolidge Municipal Airport, waiving the bid
                   requirements in the best interest of the City. SECOND was made by
                   Councilmember Lopez and passed unanimously.

            4.     Consider approval of the requests made from the Coolidge Chamber of
                   Commerce for this year’s Cotton Day’s festivities being held March 5th
                   through March 7th, 2010, to include use of the San Carlos Park; City staff
                   assistance; permission to have a beer garden on Saturday, March 6th from
                   11:00 a.m. to 9:00 p.m. and Sunday, March 7th from 11:00 a.m. to 5:00
                   p.m.; and closures of the following streets: 1) Fourth Street between
                   Pinkley and Central Avenue from March 4th through March 7th to
                   accommodate the carnival; 2) 1st Street between Pinkley and Roosevelt
                   Avenue, Central Avenue to 4th Street, 4th Street to Coolidge Avenue,
                   Coolidge Avenue to Main Street, Main Street to Roosevelt Avenue, and
                   Roosevelt Avenue back to 1st Street on Saturday, March 6th for the parade
                   route; and 3) Central Avenue between 3rd and 4th Street on Saturday, March
     6th from 8:00 a.m. to 6:00 p.m. for the Bike Rally activities, and Sunday,
     March 7th from 12:00 noon to 4:00 p.m. for Cotton Days’ activities.
     Discussion and action.
     *MOTION was made by Councilmember Lister to approve of the

5.   Consider approval of a Special Event Liquor License submitted by Ms.
     Lynn Parsons for the Coolidge Chamber of Commerce located at 320 W.
     Central Avenue, Coolidge, Arizona, for their annual Cotton Days’
     festivities to include a beer garden on Saturday, March 6th and Sunday,
     March 7th, 2010. Discussion and action.
     *MOTION was made by Councilmember Lopez to approve of a Special
     Event Liquor License submitted by Ms. Lynn Parsons for the Coolidge
     Chamber of Commerce located at 320 W. Central Avenue, Coolidge,
     Arizona, for their annual Cotton Days’ festivities to include a beer
     garden on Saturday, March 6th and Sunday, March 7th, 2010. SECOND
     was made by Councilmember Rotz-Lopez and passed unanimously.

6.   Consider approval of the FY 08/09 Comprehensive Annual Financial
     Report (Audit) performed by Colby & Powell, PLC. Discussion and
     action.
     *MOTION was made by Vice-Mayor Thompson to approve of the FY
     08/09 Comprehensive Annual Financial Report (Audit) performed by
     Colby & Powell, PLC. SECOND was made by Councilmember Rushing
     and passed unanimously.

7.   Consider appointments/re-appointments to the Parks and Recreation
     Advisory Board. Discussion and action.
     *MOTION was made by Councilmember Rushing to re-appoint Tony
     Garcia and Vicky Williams and appoint Steven Brokeshoulder to the
     Parks and Recreation Advisory Board. SECOND was made by
     Councilmember Curry and passed unanimously.

8.   Consider approval to appoint a City of Coolidge elected official to serve on
     the Pinal County Transportation Policy Committee. Discussion and action.
     *MOTION was made by Councilmember Lister to appoint Vice-Mayor Jon
     Thompso to serve on the Pinal County Transportation Policy Committee.
                  SECOND was made by Councilmember Lopez and passed unanimously.

REPORT FROM THE MAYOR-COUNCIL AND/OR CITY MANAGER
*Mayor Shope, City Council, and City Manager Flatley each had reports to make at this time.

ADJOURNMENT
*MOTION was made by Vice-Mayor Thompson to adjourn the meeting at 8:47 pm. SECOND was
made by Councilmember Rotz-Lopez and passed unanimously.
