Dear Plan Participant:

The Employee Retirement Income Security Act of 1974 requires that administrators of
employee benefit plans submit annual financial reports to the U.S. Department of Labor. In
addition, the law requires that all plan participants be provided with summaries of these
reports prepared in a prescribed format.

We have recently filed the required reports for the Multibase, Inc. Profit Sharing Plan.
Enclosed are the required summaries of this report. Please note that the plan may not be
applicable to you, either because you are ineligible or waived coverage. On the reverse side
of this letter is a required statement of your right to request and receive additional
information concerning these reports.

You have the right to receive a copy of any of the full annual reports, or any part thereof, on
request. The items listed below are included in those reports where applicable.

       1. an accountant's report;
       2. assets held for investment;
       3. transactions between the plan and parties in interest (that is,
          persons who have certain relationships with the plan);
       4. loans or other obligations in default;
       5. insurance information including sales commissions paid by
          insurance carriers; and
       6. actuarial information regarding the funding of the plan.

income and expense of each plan and accompanying notes, or both. If you request a copy of
any of the full annual reports from the plan administrator, these two statements and
accompanying notes will be included as part of that report. The charge to cover copying
costs given above does not include a charge for the copying of these portions of the reports
because these portions are furnished without charge.

You also have the legally protected right to examine the annual reports in the HR Service
Center, at other Company locations upon request, and at the U.S. Department of Labor in
Washington, D.C., or to obtain a copy from the U.S. Department of Labor upon payment of

                        SUMMARY ANNUAL REPORT
                  FOR MULTIBASE, INC. PROFIT SHARING PLAN


This is a summary of the annual report for the Multibase, Inc. Profit Sharing Plan, EIN 51-
0307573, Plan No. 001, for the period January 1, 2006 through December 31, 2006. The
annual report has been filed with the Employee Benefits Security Administration, U.S.
Department of Labor, as required under the Employee Retirement Income Security Act of
1974 (ERISA).

                                  Basic Financial Statement

Benefits under the plan are provided through a trust fund. Plan expenses were $221,913.
These expenses included $39 in administrative expenses and $221,874 in benefits paid to
participants and beneficiaries. A total of 82 persons were participants in or beneficiaries of
the plan at the end of the plan year, although not all of these persons had yet earned the right
to receive benefits.

The value of plan assets, after subtracting liabilities of the plan, was $4,678,179 as of
December 31, 2006, compared to $3,853,216 as of January 1, 2006. During the plan year the
plan experienced an increase in its net assets of $824,963. This increase includes unrealized
appreciation and depreciation in the value of plan assets; that is, the difference between the
value of the plan's assets at the end of the year and the value of the assets at the beginning of
the year or the cost of assets acquired during the year. The plan had total income of
$1,046,876 including employer contributions of $345,728, employee contributions of
$177,166, and earnings from investments of $523,982.


LIFE AND AD&D INSURANCE PLANS

   This is a summary of the annual report of the Dow Corning Corporation Insurance Plans
   for January 1, 2006 through December 31, 2006. Employer Identification Number
   38-0495575. The annual report has been filed with the U.S. Department of Labor, as
   required under the Employee Retirement Income Security Act of 1974 (ERISA).

INSURANCE INFORMATION

   The plan has a contract with Prudential and Ace American to pay certain life and accident
   insurance claims incurred under the terms of the plan. The total premium paid for the
   plan year ending December 31, 2006 was $4,022,567.
LONG-TERM DISABILITY PLAN

  This is a summary of the annual report of the Dow Corning Corporation Long-Term
  Disability Plan for January 1, 2006 through December 31, 2006. Employer Identification
  Number 38-0495575. The annual report has been filed with the U.S. Department of
  Labor, as required under the Employee Retirement Income Security Act of 1974
  (ERISA).

INSURANCE INFORMATION

  The plan has a contract with Prudential to pay certain Long-Term Disability insurance
  claims incurred under the terms of the plan. The total premium paid for the plan year
  ending December 31, 2006 was $2,267,889.

HEALTH CARE PLANS

  This is a summary of the annual report of the Dow Corning Corporation Health Care
  Plans (Active & Retired) for January 1, 2006 through December 31, 2006. Employer
  Identification Number 38-0495575. The annual report has been filed with the U.S.
  Department of Labor, as required under the Employee Retirement Income Security Act of
  1974 (ERISA).

INSURANCE INFORMATION

  The plan has contracts with Anthem Blue Cross Blue Shield, United Health Care, Health
  Plus, Compsych, MidMichigan Health Network, Cigna International, CIGNA, Delta
  Dental and Spectera to pay certain health care insurance claims incurred under the terms
  of the plan. The total premiums paid for the plan year ending December 31, 2006 were
  $56,239,248.

PREPAID LEGAL SERVICES PLAN

  This is a summary of the annual report of the Dow Corning Corporation Pre paid Legal
  Services Plan for January 1, 2006 through December 31, 2006. Employer Identification
  Number 38-0495575. The annual report has been filed with the U.S. Department of
  Labor, as required under the Employee Retirement Income Security Act of 1974
  (ERISA).

INSURANCE INFORMATION

  The plan has contracts with Hyatt Legal Plans to pay certain legal services claims
  incurred under the terms of the plan. The total premiums paid for the plan year ending
  December 31, 2006 was $325,857.
FLEXIBLE SPENDING ARRANGEMENT PLAN

  This is a summary of the annual report of the Dow Corning Corporation Flexible
  Spending Arrangement Plan January 1, 2006 through December 31, 2006. Employer
  Identification Number 38-0495575. The annual report has been filed with the U.S.
  Department of Labor, as required under the Employee Retirement Income Security Act of
  1974 (ERISA).

INSURANCE INFORMATION

  The plan has contracts with Cigna to pay certain insurance claims incurred under the
  terms of the plan. The total premiums paid for the plan year ending December 31, 2006
  was $86,999.
